SHINGLETON, ASSISTANT CITY MANAGER SUBJECT: LIBRARY DONOR AND OTHER RECOGNITION SUMMARY: City Council consideration of a potential recognition program as part of the Tustin Library Project for donors and Man and Woman of the Year. RECOMMENDATION: It is recommended that the City Council review and concur with the proposed Library recognition programs identified herein. FISCAL IMPACT: Library Plaza area donor recognition or Man and Woman of the Year recognition would be at a cost to the donor or recipient. The major donation recognition program should be able to be accommodated within the existing Tustin Library construction budget. BACKGROUND: Mayor Bone has requested that staff explore potential opportunities within the new Tustin Library Project that might provide accommodation for recognition of previous and future Man and Woman of the Year recipients. As you know, City staff are coordinating final completion of over 18 months of design work on the Tustin Library project and will shortly be requesting City Council approval of plans and specifications and authorization to advertise for bids from pre-qualified contractors on the Tustin Library project. During the final design process, City staff in consultation with the architect, Field Paoli, reviewed program and donor recognition programs on a variety of public and community projects statewide. Based on the review of this information, staff identified a number of potential options for a formal recognition program that could be implemented for the Tustin Library Project during or subsequent to construction. A summary of elements of this program are summarized as follows: Page 2 1. Installation of insert plaques/or pavers in the Tustin Library outdoor Plaza area for Man and Woman of the Year Recipients or other Library Project donors Once the main library is constructed and the old library is able to be demolished, the final sequencing of the project will include the construction of a large outdoor Library Plaza area between the new Library and the Community Center. As generally shown on the attached exhibit, a pattern of interesting 4" x 8" and 8"x 8" pre-cast concrete unit pavers and landscaping areas are proposed in this Plaza. Since the pavers will be sand set, incremental pavers for donor or other recognition purposes could be installed. The most practical three options available for such recognition pavers include the Leave Your Mark Paver, Brick Markers, or the Wausau Commemorative Pavers. The Leave Your Mark Pavers are concrete pavers which come in 4" x 8" and 8" x 8" pavers with a 2 3/8 "thickness, comparable to the specified pavers in the Library Plaza design. They are designed to hold an engraved plaque with a personalized message. It is a standard paver with a specially designed indentation for an engraved bronze plaque. The rectangular plaque can hold up to 54 letters on 3 lines and would be permanently attached to the paver using a unique interlocking design and moisture resistant adhesive. The larger paver holds a square bronze plaque that can hold a maximum of 102 letters and up to 7 lines. The Brick Marker Paver option comes in 4 " x 8" and 8" x 8" pavers with a 2 1 /4" thickness, comparable to the specified pavers in the Library Plaza design. They also come in a range of colors to match the field of the pavers that are being replaced. They are laser engraved using a patented process that provides continuous flow of laser energy that produces a deep volume of hardened glass, providing a permanent shiny black engraving (some other colors are available, but the laser process basically vitrifies the paver material). The Wausau Commemorative Pavers come only in one size of 4" x 8" with a 2" to 2 3/4" thickness that is comparable to the current Plaza design (although they also have larger square paver sizes). There are 13 standard paver colors to choose from and custom colors available. The pavers are in scripted design and filled with epoxy. As staff finalizes any program based on feedback from the City Council, we would request that the type of installation be determined by the City staff in consultation with our design professionals to ensure that a design approach is taken (either the "Leave Your Mark Pavers", the Brick Marker Pavers, or the Wausau Commemorative Pavers) consistent with the actual materials, color and design of the currently proposed Library Plaza concrete paver design. The installer of the new plaques will remove an existing paver, replace the original paver with a new paver and replace sand between the joints as needed. The architect has suggested, depending on the desired size of a plaque (for instance a potential donor or Man and Woman of the Year recipient would choose their desired size), to use both the 4" x 8" or 8" x 8" concrete paver module for future acknowledgement plaques. An example of a pattern of potential location options for the plaque installations is also attached. Under this program, the cost of purchase and Page 3 installation by the City of the plaque would be the responsibility of the donor or party being recognized. The recognized party would receive a printed certificate and map indicating the location of the designated plaque. The current estimated cost for purchase and installation of the most expensive paver approach would depend on size but would likely be less than $250 fora 4" x 4" paver and more for the larger alternative. Costs estimates will be refined once we have confirmation of the actual price particularly for the engraved bronze plaque and staff time for each installation. 2. Library Donor Recognition The following donors have already made voluntarily donor contributions to the Library, pledged a contribution, or will be making required contributions as part of the Tustin Legacy Infrastructure Program (developer's fair share contributions). • John Laing Homes--$1 million voluntary gift • Vestar--$1,082,000 voluntary pledge (first contribution of $541,000 made in May 2007) • Tustin Legacy Community Partners, LLC---$7,953,900.00 required developer fair share • Lennar Community Facilities District--$2,985,410 required developer fair share • Tustin Toyota--$20,000 voluntary pledge Based on review of programs elsewhere in the State, staff are recommending the following recognition commemorative opportunities: a. Permanent recognition of donors (those of over $5,000) to be recognized on a plaque in the lobby entry, or some other public location in the building, based on the following levels of support (we can work out the specific name for each contribution level later, but the key is to have some differentiation between levels): Tustin Founder's Circle Friendship Circle Gold Donor Silver Donor Bronze Donor minimum of $1 million $100,000 up to $1 million $ 25,000 to 99,999 $10,000 to 24,999 $ 5,000 to 9,999 All donors in the above recognition program would all be invited to the dedication of the new Library. b. Name identification recognition, for gifts over $1 million dollars, in the form of a major portion of the interior/or exterior of the building being named by the donor. Children's Library donor has not yet been announced, but other large donors would have eligibility as well for room identification, such as for the community room/professional conference center, the homework center, or the full outdoor Plaza area. Page 4 c. Provide for smaller areas of the library and rooms to be available for name recognition for donor gifts of $100,000 up to $1 million. These would be for rooms or outdoor patio areas such as the computer learning center, quiet rooms, literacy study rooms, enclosed courtyards, conference rooms, outdoor story time area, the friends bookstore, and the teen area. As we approach City Council approval of construction for the Tustin Library Project, staff would like to get feedback on the proposals identified in this report. It will also provide an opportunity for us to publicly advertise the program, so that those who have anonymously contacted the City about. a potential contribution will have an identified program and contribution level to respond to. ,;.
