HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AUTHORIZATION TO INSTALL ALL-WAY STOP CONTROLS AT THE INTERSECTION OF MYRTLE AVENUE AND THIRD STREET SUMMARY An analysis of traffic control at the intersection of Myrtle Avenue and Third Street has been completed. It has been determined that the installation of all-way stop controls for this intersection are appropriate for assignment of vehicular right-of- way. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 07-49, authorizing the installation of all-way stop controls at the intersection of Myrtle Avenue and Third Street. FISCAL IMPACT It is estimated that the cost to install "stop" signs, "stop ahead" signs, and appropriate pavement markings at the subject intersection is approximately $1,100. Adequate funds are available in Engineering Division Account No. 01-402-6230 (Sign Maintenance and Striping) to perform this work. BACKGROUND Residents on Myrtle Avenue between First Street and Main Street have submitted a petition to the City requesting additional traffic control for this area. The request is to reduce speeds and discourage cut through traffic on Myrtle Avenue. Myrtle Avenue is a north/south residential collector street. It connects to Main Street and First Street, each of which is designated as a Primary Arterial Highway on the Orange County Master Plan of Arterial Highways (MPAH) and the City of Tustin's General Plan Circulation Element. There is an existing all-way stop condition at the intersection of Myrtle Avenue and Second Street. Third Street is a residential street which forms a "T" intersection from the east at Myrtle Avenue. Authorization to Install All-Way Stop Controls at the Intersection of Myrtle Avenue and Third Street July 17, 2007 Page 2 DISCUSSION The installation of stop controls is typically determined by satisfying established California Department of Transportation (Caltrans) warrants along with other site-specific conditions that justify the placement of stop signs at certain locations. The warrants are consistent with the California Manual on Uniform Traffic Control Devices (CA-MUTCD) and are one means of justifying the installation of stop signs. They require evaluation of numerical data collected at the subject location, including traffic volumes and accident data. To fully analyze a location for the installation of stop controls, roadway characteristics and traffic conditions need to be evaluated on a case-by-case basis. At this location the Caltrans warrants for stop sign installation (attached) are not satisfied. However, it has been acknowledged that local residential areas represent unique situations where engineering judgment may be utilized in determining the installation of stop signs. At Myrtle Avenue and Third Street it is appropriate to analyze other roadway characteristics and traffic conditions that may provide more pertinent considerations. One significant factor that was considered for this location is the existence of all-way stop controls at nearby intersections, including Myrtle Avenue at Second Street; Pacific Street at Third Street; "A" Street at Third Street; and "A" Street at Second Street. The existing stop signs at area intersections essentially create an expectation for all way stop control at an intersection such as Myrtle Avenue at Third Street. In considering the overall street system controls for the area, implementation of an all-way stop condition at Myrtle Avenue and Third Street would be expected to provide a more desirable balance for the area traffic controls. It will also discourage cut-through traffic between First Street and Main Street. In consideration of the forgoing discussion, it is concluded that the installation of all-way stop control for Myrtle Street at Third Street is appropriate. ----» /,~,ti.C~ Tim D. We are asking your help in trying to control the speed and amount of traffic on our residential neighborhood. The rate of speed between 2nd and Main St. is unabated and dangerous and must be curbed. Several ways that this can be accomplished are: A cul-de-sac at Main, a stop sign at 3 St., blocking the left turn lane at 1 St., or speed bumps.
