HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION TO FILE THE NOTICE OF COMPLETION FOR THE DRILLING OF THE PASADENA AVENUE WELL (CIP 6130) SUMMARY The drilling phase of the Pasadena Avenue Well Project (CIP No. 6130) has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 07-55 accepting the Drilling of Pasadena Avenue Well Project (CIP No. 6130) and authorize the recordation of the Notice of Completion, and direct the City Clerk to: 1. Release the Labor and Materials Bond not sooner than thirty-five (35) days after the date of recordation of the Notice of Completion; and 2. Release the Faithful Performance Bond not sooner than one year after the date of recordation of the Notice of Completion. Assuming no claims or stop payment notices are filed, it is further recommended that thirty-five (35) days after the date of recordation of the Notice of Completion, the City Council authorize payment of the final 10% retention in the amount of $113,228.05 to Zim Industries, Inc. dba Bakersfield Well & Pump Co. The total final construction contract cost for the drilling phase of the project is $1,132,280.50. FISCAL IMPACT The final construction contract cost to complete the drilling phase (First Phase) of the Pasadena Avenue Well Project (CIP No. 6130) is $1,132,280.50. The project was funded by the City's Water Capital Improvement Program budget (CIP No. 6130). Project construction, along with design and construction management, has increased the City's infrastructure assets by $1,132,280.50. The increased infrastructure valuation will be added to the City's water infrastructure inventory as required by Statement 34 of the Governmental Accounting Standards Board (GASB 34) after the construction completion of the next phase of the project. Acceptance of Public Improvements and Authorization to file the Notice of Completion for the Drilling of the Pasadena Avenue Well (CIP 6130) July 17, 2007 Page 2 BACKGROUND AND DISCUSSION The Pasadena Avenue Well Project involves two phases i.e., drilling and constructing/equipping a new well and related appurtenances to pump groundwater that will satisfy part of Tustin's domestic water demands. The drilling phase (First Phase) involved drilling a hole into the ground to a depth of 1,250 feet. The drilled hole was stabilized with alternating sections of solid and perforated stainless steel casing. The well was then tested to determine its pumping capacity. Testing results indicated that the well pumps approximately 3000 gallons/minute, almost double the original estimate. Assuming local basin conditions do not significantly change in the future, the Pasadena Avenue Well is expected to be a very good production well. The second and final phase includes construction of a masonry block building to secure the well and reduce noise associated with well operations. This phase also includes the installation of various key equipment. Project site landscaping will also be installed during this phase. Authorization to solicit bids is tentatively scheduled for the September 4, 2007 City Council meeting, with a tentative construction start date of January 2008. Tim D. A 'aria Water Services Hager TDS: FJA: ccg: NOC Pasadena Ave. Well Drilling & Reso # 07-55.doc RESOLUTION NO. 07-55 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE DRILLING OF THE PASADENA AVENUE WELL (CIP NO. 6130) WHEREAS, Zim Industries Inc., dba Bakersfield Well & Pump Co., having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Drilling of the Pasadena Avenue Well (CIP No. 6130) BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
