SUBJECT: INSTALLATION OF ON-STREET PARKING ALONG PARKCENTER LANE
AT CAMINO REAL PARK
SUMMARY
Requests have been received to allow parking on Parkcenter Lane adjacent to Camino Real
Park. An evaluation has been performed for the installation of on-street parking along the
easterly side of Parkcenter Lane between Black Hawk and Pima. Parking is proposed which
would require modification of the signing and striping on Parkcenter Lane to allow
approximately 19 on-street parking spaces along the frontage of Camino Real Park.
RECOMMENDATION
It is recommended that existing signs and striping be modified to allow on-street parking
along the easterly side of Parkcenter Lane between Black Hawk and Pima adjacent to
Camino Real Park from 8:00 AM to 10:00 PM.
FISCAL IMPACT
The cost to implement the signing and striping changes to install the on-street parking is
estimated to be $3,200 and would be funded from the City's annual citywide striping program
budget (Account No. 01-402-6230).
BACKGROUND
In order to evaluate the request to allow on-street parking on Parkcenter Lane adjacent to
Camino Real Park a detailed analysis was performed. The analyses included a field visit to
the study area, review of pertinent historical information, and application of standard traffic
engineering practices. Prior to this evaluation, the most recent review of on-street parking on
Parkcenter Lane along Camino Real Park was addressed in June 1994. At that time it was
noted that, in accordance with the National Recreation and Park Association, fifteen (15)
parking spaces would typically be required for a neighborhood park such as Camino Real
Park. The 1994 analysis considered implementation of bicycle lanes in conjunction with on-
street parking along the easterly side of the street. This concept was not recommended
because the resulting travel lanes would be too narrow adjacent to the bicycle lanes if
parking were permitted. The 1994 analysis also considered construction of angled and
parallel parking bays on Parkcenter Lane along the Camino Real Park frontage. However,
these improvements were never implemented due to costs, which were estimated at $73,000
and $64,000, respectively, at the time. These costs can be roughly doubled in today's
economic climate.

DISCUSSION
Parkcenter Lane is a curvilinear road which serves as a local collector street from EI Camino
Real to Bryan Avenue with acurb-to-curb width of 40 feet and sidewalk existing on both
sides. The posted speed is 30 mph. Parking is presently restricted on both sides of the
street. The only parking provided for the park is five spaces within an off-street parallel
parking bay constructed along EI Camino Real. During a field visit to the site, vehicles were
observed to be illegally parked on Parkcenter Lane along the Camino Real Park side of the
street. Staff frequently receives requests to allow parking adjacent to the park. This
indicates an on-going demand for the proposed parking.
The following are some of the considerations applicable to the recommended action:
- The current proposal does not include installation of bicycle lanes. Although the
City's General Plan Circulation .Element includes Class I I bike. lanes at this
location, implementation is not planned at this time. It is also noted that in the
City of Tustin it is legal for bicycles to travel on the sidewalks.
- The existing painted centerline of Parkcenter Lane would be relocated two (2)
feet westerly to allow additional width on the northbound (easterly) side of the
street in order to accommodate approximately 19 on-street parking spaces. The
added width would provide additional separation between parked vehicles and
through traffic.
By implementing the proposed striping and retaining necessary parking restrictions to allow
adequate sight distance, parking can be allowed along Parkcenter Lane adjacent to Camino
Real Park while maintaining safety for both park visitors and vehicular traffic adjacent to the
park.
Parks in the City of Tustin typically operate daily from 8:OOAM to 10:OOPM. Under the
proposal, the current "No Parking Anytime" zone would be modified to only prohibit parking
from 10:OOPM to 8:OOAM along the Camino Real Park frontage, to be consistent with the
operating hours of the park.
