SUBJECT: SOLID WASTE CONTRACT TRANSITION STATUS
SUMMARY
CR&R, Inc. has completed the major tasks associated with the service transition from
Federal Disposal Service (FDS) and will be ready to assume waste collection and recycling
responsibilities on October 1, 2007.

FISCAL IMPACT
There is no fiscal impact.
BACKGROUND
On May 1, 2007, the City Council awarded a new Solid Waste Collection and Recycling
Contract to CR&R Inc. Staff and CR&R have met on numerous occasions to coordinate a
smooth transition from FDS. To date, FDS has been very cooperative with CR&R and the
City.
Residential and commercial customers should notice very little change in service when
CR&R begins operation on October 1, 2007. Existing residential waste and recycling carts
will be utilized and commercial bins will remain in place as CR&R has arranged to purchase
the existing FDS bins and replace them with new bins after CR&R initiates service.
Collection days will remain the same for all customers.
CR&R submitted a contract implementation Plan of Action (POA) with its proposal. The Plan
of Action outlined a series of 35 actions that need to be completed before the new contract
start date of October 1, 2007. Since the award of the contract, City staff has been working
with CR&R to keep the transition proceeding as per the schedule submitted with the Plan of
Action.
To date the significant developments and the status of the execution of the POA are as
follows:
• The contract requires new natural gas vehicles to be used in accordance with
current South Coast Air Quality Management regulations. CR&R is installing the
latest version of natural gas engines in the new collection vehicles that it
purchased for use under the terms of the contract. Unfortunately, the final
approval of the engine was delayed by the regulatory agencies. In early
September 2007, the engine design was approved and the new engines are now
being installed in CR&R's collection vehicles for use in Tustin. The installation will
not be complete until January 1, 2008; therefore, staff has approved the use of
diesel vehicles in the City- for aninety-day period ending January 1, 2008. CR&R
has assured staff that the new natural gas equipped vehicles will be on route in
the City by the January 1, 2008 date.
• CR&R has successfully acquired bins from the former hauler (FDS). These bins
will be used during the month of October to insure continuity of service while the
old bins are being swapped out for new bins as required by the contract.
• All insurance and permit documents have been submitted and verified by staff.
• All eighteen (18) collection vehicle drivers have been hired and are completing
training.
• Three customer service representatives have been hired and trained and are
ready to service the City of Tustin.
• A full time recycling coordinator has been assigned by CR&R and has begun
working with staff to assure a smooth transition for both the commercial and
multifamily recycling and refuse collection services.
• Brochures and public education information have been submitted by CR&R and
are in final review by City staff.
• Appointments have been scheduled for presentations to the apartment owners
groups to explain the programs and to answer any questions.
• Four transition meetings have been held between staff and CR&R. In all
meetings and follow-up correspondence and action, CR&R has responded
quickly and is keeping to.their schedule milestones.
• Collection routing maps are being prepared and will be provided to the City
within the next week.
All transition items are on schedule at this time and the new contract will be implemented on
October 1, 2007.
