SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
SOLICIT BIDS FOR CONSTRUCTION/EQUIPPING OF PASADENA AVENUE
WELL (CIP NO. 6130)
SUMMARY
Plans and specifications for the construction/equipping phase of the Pasadena Avenue Well Project
(CIP No. 6130) have been prepared and reviewed by City Departments, Orange County Fire
Authority and Department of Public Health. The project is now ready to be bid.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 07-74, approving plans and
specifications for construction of the Pasadena Avenue Well (CIP No. 6130), and authorizing the
City Clerk to advertise and solicit bids from qualified firms to construct the new well head facility.
FISCAL IMPACT
The Fiscal Year 2007-08 Water Capital Improvement Program (WCIP) provides $2,300,387 for the
construction/equipping phase of the Pasadena Avenue Well Project (CIP No. 6130). The estimated
cost for the construction/equipping phase is $1,943,200.00.
BACKGROUND
The Pasadena Avenue Well project involves drilling and constructing/equipping a new well and
related appurtenances to pump groundwater. The well will be housed in a 1,450 square foot
structure surrounded by landscaped grounds. A Mitigated Negative Declaration for the project was
adopted by the City Council on July 17, 2006 per the California Environmental Quality Act. The
drilling phase of the project was completed in May 2007 and a Notice of Completion was approved
by the Council on July 17, 2007.
This pending phase includes construction of a block building to secure the well and reduce noise
associated with well operations. This phase also includes the installation of various equipment
including the well pump, electrical motor, disinfection system, well discharge and drain piping,
electrical, instrumentation and emergency generator. Project site landscaping will be installed per a
concept plan that was presented for public review at a City sponsored open house held on February
21, 2007. Comments from interested residents attending the open house were incorporated into the
revised plan. The residents within the project area were provided the opportunity to submit written
comments on the proposed. plan from July 25, 2007 to August 8, 2007. No public comments were
received.

RESOLUTION NO. 07-74
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
APPROVING PLANS AND SPECIFICATIONS FOR CONSTRUCTION /EQUIPPING OF
THE PASADENA AVENUE WELL (CIP NO. 6130) AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for
the construction of a facility that will house the Pasadena Avenue Well (CIP No. 6130); and
WHEREAS, the City Engineer has presented technical plans and specifications prepared by
the project design engineer for the construction of said work; and
WHEREAS, on July 17, 2006, the Tustin City Council adopted Resolution No. 06-79 which
approved the Final Mitigated Negative Declaration for Pasadena Avenue Well Site Project (CIP
6130) and adopted a Mitigation Monitoring and Reporting Program pursuant to the California
Environmental Quality Act; and
WHEREAS, the drilling phase of the Pasadena Avenue Well Project was completed on May
24, 2007, and a Notice of Completion was approved by the City Council at its regularly scheduled
meeting of July 17, 2007; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the
City Engineer and hereby approved as the construction phase plans and specifications for:
Construction/Equipping of Pasadena Avenue Well (CIP No. 6130)
BE IF FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals from qualified contractors for
the performance of the work specified in the aforesaid specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held
on the 16th day of October 2007.
