SHINGLETON, ASSISTANT CITY MANAGER SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION OF THE TUSTIN LIBRARY PROJECT (CIP NO. 1045) SUMMARY Bids for the Tustin Library Project (CIP No. 1045) have been received and a construction contract is ready to be awarded. RECOMMENDATION 1. It is recommended that the City Council award the construction contract Base Bid Item Number 1 and Alternate Bid Item Numbers A-1 through A-4 to GKK Works Construction Services, the lowest responsible and responsive bidder, in the amount of $14,620,150.00, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. 2. Transfer $2,500,000 from the MCAS Tustin Redevelopment Project Housing Set Aside Fund (fund 59), and $1,114,375 from the South Central Project Areas Housing Set Aside Fund (53) to CIP project number 1045. FISCAL IMPACT The total costs for the Tustin Library project including all past and future expenditures are projected to be $29,234,676. The FY 2007-2008 Capital Improvement Program (CIP) Budget for the Tustin Library Project provides total remaining funding for the project of $21,588,428 which includes remaining architectural and engineering costs, a close out of acquisition expenses, project construction management costs, geotechnical services, reprographics, construction and FF&E (Furnishings, Fixtures and Equipment). Plans and specifications for the Project include construction and certain FF&E items; however, a significant amount of additional FF&E items for the project will be separately bid. The lowest construction bid amount of $14,620,150 is within budget and is approximately 10% below the engineer's estimate for the proposed contract. Award of Contract for Construction of the Tustin Library Project (CIP No. 1045) November 20, 2007 Page 2 The 2007-08 CIP budget also assumed the transfer into the General Fund CIP account of not less than $3,614,375 from the Redevelopment Agency accounts to cover the Agency's assumption of certain affordability obligations related to the Tustin Legacy Project pursuant to a Reimbursement Agreement entered into between the City and Tustin Community Redevelopment Agency dated June 5, 2007. BACKGROUND Bids were opened on November 1, 2007. There were three (3) bids received and the results are summarized as follows: • GKK Works Construction Services, Irvine ............................ $14,620,150.00 • Woodcliff Corporation, Los Angeles ...................................... $14,925,000.00 • P. H. Hagopian Contractor, Inc., Orange .............................. $16,554,987.00 The State Contractor's License for GKK Works Construction Services has been checked and is appropriate for the subject project. The references for GKK Works Construction Services have indicated good performance satisfaction, which includes a city hall expansion in the City of La Quinta and the construction of a library in the City of Anaheim. The proposed project will construct a new library building and demolish the existing library building. The new building will be constructed in Phase 1 and once completed the existing library will be demolished.
