AWARD OF CONTRACT FOR EQUIPPING/CONSTRUCTION PHASE OF PASADENA AVENUE WELL (CIP No. 6130) SUMMARY Bids for the Pasadena Avenue Well Project were received by the City from qualified contractors on November 20, 2007 and a well equipping/construction contract is now ready to be awarded to F.T. Ziebarth Company in the amount of $2,532,700. RECOMMENDATION It is recommended that: (1) the City Council award the contract for equipping/construction phase of the Pasadena Avenue Well Project (CIP No. 6130) to F.T. Ziebarth Company from Fullerton, .the lowest responsible bidder, in the amount of $2,532,700 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City; and (2) appropriate $550,000 from the unappropriated reserves of the Water Operations Fund (No.70), to the Water Capital Improvement Fund (No.73) to complete the Pasadena Avenue Well Project. FISCAL IMPACT The Fiscal Year 2007-08 Water Capital Improvement Program (WCIP) provides $2,300,387 for the construction/equipping phase of the Pasadena Avenue Well Project (CIP No. 6130). The Engineer's estimate for the construction/equipping phase is $2,250,000.00. The key reasons for the price difference is due to recent significant increases in petroleum and transportation costs, coupled with higher than expected exterior architectural treatment and landscaping expenses. With project contingencies and construction support, total project costs are projected at $2,850,000. Sufficient funds are available in the Water Division's Operating Reserves (No.70) to transfer $550,000.00 to the Water Division's Capital Fund (No.73) to cover the increased project expenses. BACKGROUND The Pasadena Avenue Well Project involves drilling a new well and equipping/constructing the wellhead facility and related appurtenances to pump groundwater. The well will be housed in a 1,450 square foot structure surrounded by landscaped grounds. A Mitigated Negative Declaration was adopted by the City Council on July 17, 2006 per the California Environmental Quality Act. The drilling phase of the project was completed in May 2007. A Notice of Completion was approved by the Council on July 17, 2007. Award of Contract for Equipping of Pasadena Avenue Well (CIP No. 6130) December 4, 2007 Page 2 The Council authorized staff to proceed with the solicitation of bids from qualified contractors at its regular meeting of October 16, 2007. This pending phase includes construction of a block building to secure the well and reduce noise associated with well operations. This phase also includes the installation of various equipment including the well pump, electrical motor, disinfection system, well discharge and drain piping, electrical, instrumentation, emergency power generator and landscaping. A significant consideration of the Pasadena Avenue Well Design was the reliability and serviceability of the equipment to be installed under the construction contract. The Pasadena Avenue Well will be the largest water supply source in the City's water distribution system, and as such, cannot be out of service for long periods of time. It is essential that the equipment furnished be of the highest quality, be compatible with other equipment or systems currently in use by the City, and be easily serviced ,with local manufacturer support readily available. While the project specifications allow or equal substitutions for many project items, both the well pump and well control system were considered to be critical facility components that needed to be specified as sole source systems. The well pump is difficult to service, and requires special equipment to remove. The process is noisy, takes several weeks to complete and would be disruptive to the residential community in which the well pump is situated. A pump which provides the highest level of reliability is needed to Limit well down time and impacts to the surrounding community from maintenance activities. The City has found that pumps manufactured by Flowserve are well made, and have provided the greatest reliability and longevity. Therefore, a Flowserve pump was specified sole source for the project. The well control system is required to be compatible with the City's existing SCADA system already in place. Morrow Meadows, has furnished control equipment in the past to the City and provides service support for all existing SCADA facilities. To ensure that the new control system will communicate properly with the City's existing equipment Morrow Meadows was specified as a sole source supplier. Bids for the equipping phase of Pasadena Avenue Well Project were opened on November 20, 2007.
