SUBJECT: AWARD CONTRACT FOR THE FISCAL YEAR 2016-17 ROADWAY
REHABILITATION AND SIDEWALK REPAIR PROJECT CIP 70016
SUMMARY
Staff is requesting the City Council award a construction contract to the lowest
responsive/responsible bidder for the Fiscal Year (FY) 2016-17 Roadway Rehabilitation and
Sidewalk Repair Project CIP 70016.
RECOMMENDATION
It is recommended that the City Council award a construction contract to the lowest
responsive/responsible bidder, Palp, Inc. dba Excel Paving Company in the amount of
$1,477,422.51, for the FY 2016-17 Roadway Rehabilitation and Citywide Sidewalk Repair Project
CIP 70016 and authorize the Mayor and the City Clerk to execute the contract documents on
behalf of the City.
FISCAL IMPACT
Sufficient funds in the amount of $1,725,000 have been budgeted and appropriated in the Fiscal
Year 2016-2017 Capital Improvement Program Budget. CIP 70016 is part of the City's on-going
Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2)
funding. Funding is provided through a combination of General Fund, M2 Fair Share, and Gas
Tax.
CORRELATION TO THE STRATEGIC PLAN
Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's
Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements
Strategy #3, which among other items, is to ensure continuous maintenance and improvement of
public facilities.
DISCUSSION
The Roadway Rehabilitation and Citywide Sidewalk Repair CIP 70016 for Fiscal Year 2016-17
includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic
striping on various streets within Zone 5 of the City's Pavement Management Program. The City is
divided into seven pavement management zones with each zone targeted each year for pavement
maintenance. Through a rolling seven year cycle, this program is intended to maintain the integrity
of City streets. The current phase, Zone 5 (attached map) is generally bounded by north city limit
to the north, along Browning Avenue and west city limit to the west, 1-5 Freeway to the south, and
Jamboree Road to the east. The project also includes citywide sidewalk repair which focuses on
removal and replacement of damaged sidewalk at numerous locations throughout the City based
on an annual field survey conducted by the Engineering Division. The Engineer's Estimate is
$1,455,000.

Formal bids were publicly opened on May 30, 2017 and reviewed by Public Works. Six (6) bids
were received and are summarized below by order of least dollar amount:

Staff has reviewed the references and the State Contractor's License for Palp, Inc. dba Excel
Paving Company and has determined that they are appropriate for the subject project.
It is recommended that the City Council award the construction contract to the lowest
responsive/responsible bidder, Palp, Inc. dba Excel Paving Company for the FY 2016-17 Roadway
Rehabilitation and Sidewalk Repair Project CIP 70016 and authorize the Mayor and the City Clerk
to execute the contract documents on behalf of the City.
