HomeMy WebLinkAboutRDA NO. 4DATE: TO: FROM: SUBJECT: JANUARY 28, 1981 DAN BLANKENSHIP, CITY ADMINISTRATOR REDEVELOPMENT AGENCY No. 4 2-2-81 Inter - ® BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER AUTHORIZATION TO ADVERTISE FOR BIDS EL CAMINO REAL UTILITY UNDERGRUND DISTRICT NO.5 This project provides for the installation of all of -the conduit and structures to facilitate the undergrounding of all overhead electrical and telephone utilities within the E1 Camino Real Utility Underground District•No.5. The limits of this project include the following streets: 1. E1 Camino Real between First St. and Newport Avenue. 2. E1 Camino Way between E1 Camino Real and the Freeway Frontage Rd. 3. Main Street between "C" Street and approximately 150' easterly of Preble Dr. 4. Freeway Frontage Road between Newport Avenue and E1 Camino Way. 5. Newport Avenue between Bonita St. and the Santa Ana Freeway. The Engineer's estimate for this project is $684,900.00. In addition to this project an estimated amount of $51,900.00 will be due the Southern California Edison Co. for the installation of 31 Verde Green marbelite street light standards with Mission Bell Luminaires and 9 grey marbelite street light standards with conventional luminaires. An amount of $984,000.00 has been. budgeted for this project by the Redevelopment Agency. A tentative scheduling for this project is as follows: RDA Authorization to Advertise Bids February 2,1981 RDA/Council Sets Date for Final Hearing on Underground District February 2, 1981 1st Legal Bid Advertisement February 12, 1981 2nd Legal Bid Advertisement,, February 19, 1981 Open Bids February 24, 1981 RDA/Council Holds Final Hearing March 2, 1981 RDA/Council Awards Bid March 2, 1981 Commence Construction March 23, 1981 Complete Construction June 23, 1981 It is proposed to let a separate construction contract for the 34 private service conversions which would run through April and May of 1981 and concurrently with this contract. Attached is a resolution approving plans and specifications for the subject project and directing the Agency Secretary to advertise for bids. Assuming no claims or stop payment notices are filed within 30 days of the date of recordation of the Notice of Completion, it is further recommended that the Redevelopment Agency authorize payment of the final 10% retention amount ($54,350.00) at that time. This amount together with previous payments of $489,152.70 represents 100% of the contract work completed to date. These amounts do not include the $6,000.00 of uncompleted work. BACKGROUND: The subject project, consisting of conduit and structures for electrical and telephone facilities within the E1 Camino Real Underground Utility District No. 5, has been completed by the contractor, Pacific Pipeline Construction Co., with the exception of approximately 255 L.F. of Telephone Co. conduit. The Telephone Co. is still in the process of obtaining an easement for this remaining work and it is estimated that the easement acquisition will be resolved by mid-October. Pacific Pipeline Co. has requested that the project be accepted by the Redevelopment Agency for the work that has been completed, so as to commence the 30 -day lien period, and they have agreed by letter to complete the remaining work at the original unit prices contained in the contract. The estimated cost of the remaining work is $6,000.00. This delay is no fault of the contractor, but has originated from the Telephone Company's failure to obtain the necessary easements. The preliminary contract amount based on estimated quantities was $530,945.00. The final contract amount based on as -built quantities completed to date is $543,503.00 plus the estimated cost of $6,000.00 for an overrun of $18,558.00, or 3.5%.
