ADOPTION OF NEW AND REVISED CLASS SPECIFICATIONS
AMENDMENT OF CITY CLASSIFICATION AND COMPENSATION PLANS
SUMMARY:
This agenda item recommends amending the City's Classification and Compensation
Plans by adding two additional positions during this fiscal year, Principal Planner and
Principal Engineer. In addition, the item recommends adopting a revised class
specification that details the essential functions of the Principal Planner classification
consistent with the requirements of the Americans with Disabilities Act.
RECOMMENDATION:
Adopt Resolution 04-52 to amend the City's Classification and Compensation Plans by
two positions and adopt a revised class specification for the classification of Principal
Planner.
FISCAL IMPACT: Approximately $15,000 this fiscal year.
BACKGROUND AND DISCUSSION:
Pursuant to the City's Personnel Rules and Regulations, the City is required to maintain
both Classification and Compensation Plans covering all classes of positions in the City
service. The City Council is required to adopt, amend and revise such Plans by
Resolution.
Additionally, the City continues to revise and update its class specifications to ensure
compliance with the requirements of the Americans with Disabilities Act (ADA) by
identifying the essential functions and physical requirements of jobs within the City.
The classifications of Principal Planner and Principal Engineer are requested to be
added to the City's Classification and Compensation Plans during this fiscal year. As
you are aware, there is a great deal of engineering and planning work created by the
development of the Tustin legacy project.

This project is moving quickly and the City is in need of additional staff to keep up with
the increased work load, Funding for these two positions will be achieved through fees
received from the Legacy project development.
Approval of Resolution 04-52 will amend and increase the City's Classification and
Compensation Plans by two positions and will adopt the revised class specification for
Principal Planner.
The costs associated with this Resolution will be absorbed in this fiscal year within the
current departmental budgets as previously approved by the City Council; as such, no
budget adjustments will be necessary. The City's budget for fy 04/05 will incorporate
the costs associated with these positions.

CITY OF TUSTIN
PRINCIPAL PLANNER
Class specifications are only intended to present a descriptive summary of the range of duties and responsibilities
associated with specified positions. Therefore, specifications mav not include all duties performed by individuals
within a classification. In addition, specifications are intended to outline the minimum qualifications necessary for
entry into the class and do not necessarily convey the qualifications of incumbents within the position.
DEFINITION:
Under general direction, this position assigns, organizes, directs and prioritizes the daily work of
professional planners and clerical support personnel. The Principal Planner performs andlor manages
controversial and complex private development and public land use projects; negotiates solutions to
project problems; coordinates planning activities with other sections and departments; performs a variety
of technical tasks; presents and justifies staff recommendations to management, the Planning
Commission, the City Council and the community; performs other duties as assigned.
CLASS CHARACTERISTICS: This class is responsible for working independently on assignments as well
as well as planning, managing, and directing the work of professional and sub-professional planning staff
as well as administrative andlor clerical support staff.
ESSENTIAL FUNCTIONS: (includes but are not limited to the following)
These functions may not be present in all positions in multiple position classes. When a position is to be
filled, the requisite essential functions will be noted in the announcement of position availability.
Manages planning activities of the division; develops departmental policies, priorities, objectives and
goals.
Serves as Project Manager on complex and controversial development projects including working with
real estate developers, land owners and organizations to coordinate review and approval of subdivision
and parcel maps and the development of private property to ensure development in accordance with
approved plans; negotiates solutions for major development projects; suggests improved designs for
developments.
Administers the California Environmental Quality Act; advises other departments on compliance and
prepares or supervises preparation of environmental documents as necessary for Department projects
and projects of other departments; reviews and comments on environmental documents from other
agencies.
Analyzes and develops recommendations on development permits, use permits, variances, tract maps
and other zoning applications.
Coordinates staff work; reviews and edits staff reports to the Planning Commission, Zoning Administrator
and City Council; attends and participates in public meeting as required.
May supervise the administration of the City's Community Development Block Grant (CDBG) program;
business license and code enforcement functions.
Conducts legal research of recent land use case law; prepares Legislative Position Papers.
Drafts City ordinances and text amendments.
Manages the General Plan and processes amendments to elements as necessary.
Acts as liaison to Committees; oversees the preparation of agendas, reports, research, training, grant
preparation and coordination.

Prepares operational budget for division; monitors and tracks division budget appropriations and
expenditures; forecasts division revenues.
Prepares Request for Proposals and drafts scope of work for required consultant support on publiclprivate
development projects; manages consultant contracts; reviews work for compliance.
Develops andlor updates long-range fiscal and economic models and analysis.
Evaluates personnel; recommends training opportunities; establishes work standards based on
management priorities.
Monitors and ensures City compliance with State and Federal laws, guidelines and standards governing
planning activity.
Maintains expert knowledge of urban design, city codes, ordinances, planning principalslpractices,
management principles.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending,
squatting, crouching and stooping in the performance of daily activities. The position also requires
grasping, repetitive hand movement and fine coordination in preparing reports and documents using a
computer keyboard; hear and speak clearly on the telephone and in person; read and understand
materials related to supervised areas, as well as reports, contracts, correspondence, and memorandums;
position may require pushing, pulling, dragging and lifting boxes of files and other office items weighing 25
pounds or less. Additionally, the position requires near vision in reading correspondence, statistical data
on the computer; computer glare. This position may be required to assist staff in perform inspections of
work in the fieid that may require walking on uneven ground, working around machinery, fumes, dirt and
gas, and in varying temperatures. The incumbent must maintain composure and good judgment while
under stress.
QUALIFICATION GUIDELINES: (The following are minimal qualifications necessary for entry into the
classification)
Education andlor ExDerience
Any combination of education and/or experience that has provided the knowiedge, skills, and abilities
necessary for acceptable job performance. Example combinations include:
Bachelor's degree from an accredited College or University in Urban or Regional Planning, Urban Design,
Public Administration or a closely related field and a minimum of five (5) years of progressively
responsible professional planning experience encompassing both advanced and current planning, in a
municipal agency, with a minimum of two (2) years experience supervising professional planning staff. A
Master's degree is preferred.
KNOWLEDGEIABILITlESISKILLS: (The following are a representative sample of the knowledge, skills
and abilities necessary to perform essential duties of the position)

Modern principles and practices of urban planning and development, including extensive
knowledge of municipal planning, zoning, environmental issues, permit procedures, site planning,
architectural design, statistics, graphic presentations, engineering drawings, landscape review,
historic preservation, Community Development Block Grant, code amendment process,
demographics, business license regulations, legislative review and Air Quality District regulations;
Federal and State planning and zoning laws, including CEQA and the Subdivision Map Act;
techniques used in the development and maintenance of master plans; principles, objectives and
procedures of modern municipal planning; and the application of principles of effective personnel
management and supervision.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AMENDING THE CITY'S
CLASSIFICATION PLAN
WHEREAS, the City adopted a Classification Plan in 1984 by adopting
Resolution No. 84-63; and
WHEREAS, the City Council has amended its Classification and Compensation
Plans when appropriate;

WHEREAS, it is now desirable to revise and update the City's Classification

positions, Principal Engineer and Principal Planner.
NOW, THEREFORE, the City Council of the City of Tustin, California does
hereby resolve that the Classification and Compensation Plans of the City of Tustin,
dated August 20, 1984, as previously amended, is hereby increased by two positions.
PASSED AND ADOPTED at a regular meeting of the Tustin City Council held on
the 17th day of May, 2004.
