HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE IRVINE BOULEVARD/NEWPORT AVENUE INTERSECTION ENHANCEMENT PROJECT (CIP NO. 7118) SUMMARY The plans and specifications for the Irvine Boulevard/Newport Avenue Intersection Enhancement Project (CIP No. 7118) have been prepared and the project is now ready to be bid. The project proposes to widen the intersection of Irvine Boulevard/Newport Avenue and all approaches to the intersection. Irvine Boulevard will meet its six (6) lane Major Arterial designation and Newport Avenue will be 6 lanes at the intersection to accommodate projected traffic volumes. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 04-44, approving the plans and specifications for the Irvine Boulevard/Newport Avenue Intersection Enhancement Project (CIP No. 7118) and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The FY 2003-2004 Capital Improvement Project (CIP) Budget provides $2,769,150 for the construction and contract administration of the Irvine Boulevard/Newport Avenue Intersection Enhancement Project (CIP No. 7118). The engineer's construction cost estimate to complete this work is $2,700,000. Project funding for the construction and contract administration phases is comprised of Measure "M" Turnback funds, Measure "M" Competitive funds, and Gas Tax funds, including Proposition 111 Gas Tax Funds. BACKGROUND The proposed project will widen the intersection of Irvine Boulevard/Newport Avenue and all approaches to the intersection. The limits of the widening on Irvine Boulevard are from west of Holt Avenue to 1 00 feet east of Elizabeth Way, and on Newport Avenue from First Street to Wass Street. On Irvine Boulevard the improvements will include three through lanes in each direction with double left turn lanes in each direction at Newport Avenue. On Newport Avenue, the improvements will include three through lanes in each direction between Holt Avenue and the north side of Old Irvine Boulevard. Double left turn lanes will be provided for southbound Newport Avenue at Old Irvine Boulevard and for northbound Newport Avenue at Holt Avenue. Approval of Plans and Specifications and Authorization to Advertise for Bids for the Irvine Boulevard/Newport Avenue Intersection Enhancement Project (CIP No. 7118) May 17, 2004 Page 2 Both roadways will also be resurfaced; drainage improvements will be constructed on Irvine Boulevard at the intersection of Old Irvine Boulevard, and raised median landscape and hardscape improvements will be constructed on both roadways. Old Irvine Boulevard will also be resurfaced. Right-of-way was required from eighteen (18) properties in the form of acquisitions and/or Temporary Construction Easements. The City has completed the necessary right-of-way transactions for all properties. All acquisitions were completed either through escrow or the eminent domain process. The plans and specifications require that the Contractor transition existing private property to the new street widening improvements. These private property improvements will consist of new asphalt paving, new concrete paving, landscaping and/or minor improvements. The final Mitigated Negative Declaration for this project was approved by the City Council on November 1, 1999. The Notice of Determination was filed on November 4, 1999 and was recorded with the County of Orange on November 10, 1999. Kasdan Engineering Services Manager TDS:DRK:ccg:Approval of P&S Irvine Newport Enhancement Proj & Reso 04-44.doc Attachments: Resolution No. 04-44 location Map RESOLUTION NO. 04-44 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE IRVINE BOULEVARD/NEWPORT AVENUE INTERSECTION ENHANCEMENT PROJECT (CIP NO. 7118) AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Irvine Boulevard/Newport Avenue Intersection Enhancement Project (CIP No. 7118); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, on November 1, 1999, the Tustin City Council adopted Resolution No. 99-67 which approved the Final Mitigated Negative Declaration for the Irvine Boulevard/Newport Avenue Intersection Enhancement Project (CIP No. 7118) pursuant to the California Environmental Quality Act (CEQA); and WHEREAS, on November 4, 1999 pursuant to Public Resources Code Section 21000, et seq., CEQA, the City filed a Notice of Determination under CEQA with the County Clerk of the County of Orange, California; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Irvine Boulevard/Newport Avenue Intersection Enhancement Project (CIP 7118) BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 1 ih day of May 2004.
