the MCAS Tustin Reuse
Plan
It was moved by Wodey, seconded by Thomas, to add Proposed
Amendments to the MCAS Tustin Reuse Plan to the agenda due
to an immediate need to take action that arose after the agenda
was posted.
Motion carried 5-0.

It was moved by Worley, seconded by Thomas, to initiate an
amendment to the MCAS Tustin Reuse Plan conveying 22 acres to
the Santa Aha Unified School Distdct and 15 acres to the Rancho
Santiago Community College District.
Motion carried 5-0.

Recommendation: Approve Demands in the amount of
$2,572,632.10 and ratify Payroll in the amount of

CITY AND LAIDLAW TRANSIT SERVICES, INC.
Recommendation: Approve the Transit Operations
Agreement between the C~ and Laidlaw Transit Services,
Inc. as recommended by the Parks and Recreation Services

RESOLUTION NO. 01-18 -A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
AUTHORIZING THE DESTRUCTION OF CERTAIN
RECORDS
Recommendation: Adopt Resolution No. 01-18 allowing
destruction of records of recruitment files which are two
years old and are no longer required to be kept in storage
as recommended by the Director of Human Resources.

APPROVAL OF COOPERATIVE AGREEMENT WITH THE
CITY OF SANTA ANA FOR THE ANNUAL MAJOR
MAINTENANCE PROJECT, 2000-2001 FY (CIP NO. 7001)
Recommendation: Approve the Cooperative Agreement
with the City of Santa Ana and authorize the Mayor and City
Clerk to execute this Cooperative Agreement with the City
of Santa Ana and authorize the Mayor and City Clerk to

the City Attorney as recommended by the Public Works

COUNTY OF ORANGE FOR THE ANNUAL MAJOR

Recommendation: Approve the Cooperative Agreement
with the County of Orange and authorize the Mayor and City
Clerk to execute this Cooperative Agreement, subsequent
to approval by the County Board of Supervisors as

City of Tustin for HVAC maintenance and repair services,

ORDERING THE PREPARATION OF AN ENGINEER'S
REPORT FOR THE TUSTIN LANDSCAPE AND LIGHTING
DISTRICT LEVY OF ANNUAL ASSESSMENTS FOR
FISCAL YEAR 2001-2002
Recommendation: Adopt Resolution No. 01-19, which
orders the preparation of the Engineer's Report for the
Tustin Landscape and Lighting District Levy of Annual
Assessments for Fiscal Year 2001-2002 as recommended
by the Public Works Department/Engineering Division.

RESOLUTION NO. 01-22 - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE FOR BIDS FOR
WATER MAIN REPLACEMENTS AT VARIOUS
LOCATIONS (CIP NO. 6145)
Recommendation: Adopt Resolution No. 01-22 approving
the plans and specifications for Water Main Replacements
at Various Locations (CIP No. 6145) and authorizing and
directing the City Clerk to advertise for bids as
recommended by the Public Works DepartmentJWater

Recommendation: Declare various Field Services
equipment as surplus and not required for public use, in
accordance with Section 1626 of the Tustin City Code, and

Recommendation: Adopt Resolution No. 01-20 to grant
John Mirarchi finding an industrial disability retirement from
his position of Police Officer effective March 5, 2001 as

unit as recommended by the Director of Human Resources.

SCHOOL VIOLENCE
Councilmember Doyle spoke on the recent shooting tragedy in Santee.
RECYCLING VIDEO
Councilmember Bone complimented the mayor on the recycling video she had filmed.
FEDERAL DISPOSAL
Councilmember Bone questioned why some citizens had received only one red sticker
for removal of old trash cans. Don Shubin, Federal Disposal, responded that additional
stickers were available at the City and/or applying the sticker to one trash can would
apply to all old trash cans left curbside.
SANITATION DISTRICT EMPLOYEE SERVICE
Councilmember Kawashima remarked on a Tustin resident who had been honored by
the Sanitation Distdct for 20 years of service.
WATER REPLENISHMENT WORKSHOP
Councilmember Kawashima thanked staff for technical help at the recent Water
Replenishment workshop.
SKATEBOARD PARKS
Councilmember Kawashima requested a status report on a potential skateboard park.
William Huston, City Manager, responded that a planned project was not budgeted in
the current fiscal year.

COUNCIL MEETING
Mayor Pro Tem Thomas commented on the Council meeting and the conduct of some
members of the audience.
Mayor Wofley thanked police staff for their assistance at the meeting.
ASSISTANT CITY MANAGER
Mayor Worley stated that Council supported and was proud of the Assistant City
Manager.
COLUMBUS TUSTIN FIELDS
Mayor Worley commented on the frustration felt by many residents regarding the lack of
improvements at the Columbus Tustin fields.
TUSTIN HIGH SCHOOL DANCE TEAM PROGRAM
Mayor Wodey encouraged the community to attend a free dance program given by the
Tustin High School Dance team on March 6, 2001.
COMMITTEE REPORTS
ORANGE COUNTY COUNCIL OF GOVERNMENT (OCCOG)
Councilmember Bone reported OCCOG had an alternative fuel vehicle loan program
that might be of interest to the City.
TUSTIN PRIDE
Councilmember Bone reported Tustin Pride was considering the Angels In Tustin
program at the Tustin Make-A-Wish location.
NEWPORT BAY WATERSHED MANAGEMENT COMMITTEE
Councilmember Bone commented on a problem of unidentifiable bacteria run-off into
the ocean.
WATER ADVISORY COUNCIL
Councilmember Bone stated Orange County was 25% below its average rainfall in
spite of recent rains.
TUNNEL CONNECTING HIGHWAYS 5 AND 15
Councilmember Bone reported the project was proceeding and was under
consideration by foreign investors.
ADJOURNMENT - Mayor Wodey adjourned the meeting at 9:12 p.m. The City Council
scheduled a Goal Setting Workshop on Monday, March 19, 2001, at 5:00 p.m. in the Clifton C.
Miller Community Center at 300 Centennial Way; and the next regular meeting of the City
Council was scheduled for Monday, March 19, 2001, at 7:00 p.m. in the Council Chamber at
300 Centennial Way.
