FIRST PUBLIC INPUT - Mary Lynn Coffee representing TEACH addressed the Council on
fundraising efforts to help maintain reduced class sizes
CONSENT CALENDAR
Councilmember Davert pulled Item 3. It was moved by Councilmember Thomas,
seconded by Councilmember Hagen, to approve Consent Calendar items 1, 2, and 4
through 6 as recommended by staff. Motion carried 5-0.

Motion: Approve the Regular City Council Meeting Minutes of April 19, 2004.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Motion: Approve Demands in the amount of $349,371.91 and $490,557.16; and
ratify Payroll in the amount of $511,160.43. '
PLANNING COMMISSION ACTION AGENDA: APRIL 26, 2004
All actions of the Planning Commission become final unless appealed by the City
Councilor member of the public.
Motion: Ratify the Planning Commission Action Agenda of April 26, 2004.
Councilmember Davert appealed the Utt Juice project (Item #2) in its entirety. It
was moved by Councilmember Davert, seconded by Councilmember Thomas,
to move all other items with that exception. Motion carried 5-0.
CONTRACT RENEWAL FOR CUSTODIAL SERVICES WITH PACIFIC
BUILDING CARE
Motion: Approve Amendment No.1 to the agreement with Pacific Building Care
for custodial services subject to City Attorney approval.
SET A PUBLIC HEARING FOR MAY 17, 2004 AT 7:00 P.M. TO CONSIDER
VARIOUS SOLID WASTE RATE ADJUSTMENTS AND PLACING
RESIDENTIAL SOLID WASTE RATES ON THE FY 04-05 COUNTY
PROPERTY TAX ROLL
Motion: Set a public hearing for May 17, 2004 at 7:00 p.m. to consider various
rate adjustments and to place the residential solid waste fees on the County
Assessor's tax roll.
APPROVAL OF AMENDMENT NO.2 EXTENDING AN AGREEMENT
BETWEEN CLEAR CHANNEL OUTDOOR AND THE CITY OF TUSTIN TO
CONSTRUCT AND MAINTAIN BUS SHELTERS AND BENCHES WITHIN THE
CITY OF TUSTIN
Motion: Approve Amendment No.2 to the Agreement with Clear Channel
Outdoor to construct and maintain bus shelters and benches for two-year period
and authorize the Mayor and City Clerk to execute the amendment on behalf of
the City.

GRAD NIGHT FUNDING
Tustin and Foothill High Schools are requesting a $2,500 donation each from
the City to support Grad Night Activities.
Motion: Approve donation in the amount of $2,500
It was moved by Council member Hagen, seconded by Councilmember Thomas,
to approve funding the Grad Night Activities in the amount of $2,500 each. Motion
carried 4-1, Mayor Pro Tem Bone opposed.
SECOND PUBLIC INPUT - None
OTHER BUSINESS / COMMITTEE REPORTS
Mayor Pro Tem Bone:
. Congratulated staff on a great job with Pioneer Road Park, and the park dedication
would be on May 27th; and
. Announced June 6111 was the EI Camino Real Street Fair.
Mayor Kawashima:
. Slideshow presentation on Chamber Business Expo, Easter Egg Hunt, Karaoke Night
at the Senior Center, Volunteer Appreciation Luncheon, Signing of the South Orange
County Community College District agreement at the MCAS Tustin, and Volunteer
Connection Day at the Tustin Family Youth Center.
ADJOURNMENT - 7:37 P.M. - The next regular meeting of the City Council was
scheduled for Monday, May 17, 2004, at 7:00 p.m. in the Council Chamber at 300
Centennial Way, Tustin.
