HomeMy WebLinkAbout03 SUMMARY OF PROJECTS 7-11-17 MEETING DATE: JULY 11, 2017 TO: PLANNING COMMISSION FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: SUMMARY OF PROJECTS RECOMMENDATION: That the Planning Commission receive and file this item. DISCUSSION: The following report provides a summary of projects and activities since the year in review report was presented at the April 25, 2017, Planning Commission meeting. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items which may be of interest to the Commission. Old Town Updates  Downtown Commercial Core Plan: During 2017, the City of Tustin is developing a planning document which will facilitate a greater understanding and “sense of place” for the traditional center of Tustin; define strategies to enhance Old Town; create a pedestrian oriented community; revitalize the City’s commercial core; protect community resources; improve connectivity and access roads; and, attract new businesses. Improvements for Main Street are currently under design, which includes narrowing the entryway into Old Town. El Camino Real is also being evaluated looking at various traffic calming measures, as well as incorporating more outdoor seating and parklets. Parking options for the area are also being evaluated. Staff anticipates bringing a draft of the plan forward to the City Council and Planning Commission within the next six months. AGENDA REPORT ITEM # 3 Planning Commission Report Summary of Projects July 11, 2017 Page 2  Chaak Restaurant (Gabbi’s-Tustin) (215-217 El Camino Real): On October 25, 2016, the Planning Commission approved a request to expand the existing office building, converting it to a restaurant called Chaak, establishing a Type 47 ABC license at the location, and incorporating a space for outdoor seating. Tenant improvements for the new restaurant are currently underway.  Morning Lavender (330 El Camino Real): An application has recently been submitted for a remodel of the former Kelly’s Cards and Gifts location, converting the space to a retail and restaurant use (proposed tea shop) with outdoor seating. The application is under review by City Staff.  Vintage (420 W. Sixth Street): On November 15, 2016, the City Council approved the plans for a new townhome community consisting of 140 residential units. The community will feature amenities such as a pool, clubhouse, and a new mini-park. The mini-park will be available for use by the public. The project is anticipated to commence in phases beginning this year.  New Housing (140 S. A Street): On February 28, 2017, the Planning Commission approved a request by Habitat for Humanity to construct two (2) detached condominium homes at a currently vacant parcel of land. These homes will be set aside for veterans and their families. Plans for the homes are currently under review by City Staff, and a groundbreaking ceremony for the site is anticipated to commence in August 2017. Planning Commission Report Summary of Projects July 11, 2017 Page 3  Tustin’s 90th Anniversary Celebration & 3rd Annual Totally Tustin Food and Wine Festival (Old Town Tustin & Civic Center Plaza): The City is anticipating to hold a celebration for its 90th anniversary on Sunday, September 24, 2017. The activities for the celebration are currently in the preliminary planning stages, but are anticipated to involve a street-fair concept in the Old Town area with food vendors, displays, and activities. The bronze bust which is currently being fabricated of the City’s founder, Columbus Tustin, would also be unveiled at the event. The same evening, the Chamber of Commerce in conjunction with the City of Tustin, is anticipated to host the 3rd Annual Totally Tustin Food and Wine Festival event within the Civic Center Plaza. More information about each of these events will be provided as it is made available. Tustin Legacy Updates  Tustin Legacy Specific Plan Amendment: The Specific Plan Amendment will incorporate mixed-use urban and transportation oriented development. City Staff continues to work with PlaceWorks on the plan for the area. The Planning Commission reviewed a draft of the Specific Plan Amendment at their meeting on June 13, 2017, and has recommended approval of the item to the City Council. The City Council is anticipated to review the draft Specific Plan Amendment at their meeting on July 5, 2017.  Greenwood in Tustin Legacy (250 Downs Road): A total of 375 detached homes are being built by CalAtlantic Homes. Construction of the homes continues to progress, and to date, 334 homes have been completed with 41 homes currently in progress. Permits for construction of all 375 homes have now been issued. Planning Commission Report Summary of Projects July 11, 2017 Page 4  Flight at Tustin Legacy – formally Cornerstone 1 (Barranca Parkway/Red Hill Avenue): This development proposal includes a variety of uses such as: Creative office uses; a food hall; and, conference center including a connection into Tustin Legacy Park. Plans for the site are currently in plan check, and permits for the project are anticipated to be issued soon.  Veterans Sports Park (Valencia Avenue): This approximately 30-acre park is designed as a community/sports park and will accommodate large group activities and offer a wide variety of facilities including: Four (4) lighted soccer fields; three (3) lighted ball fields; four (4) lighted tennis courts; two (2) lighted basketball courts; two (2) lighted sand volleyball courts; eight (8) lighted pickleball courts; a skate park; and, a veterans memorial. The veteran’s plaza and memorial area, designed as a place of honor, will be located at the west side of the park. The park is currently in the design stage.  Tustin Legacy Linear Park (Barranca Parkway/Red Hill Avenue): This 26-acre portion of the linear park is considered the “anchor” to the linear park which is anticipated to run throughout the Tustin Legacy area in the future. The park incorporates the Barranca Detention Basin within its concept plan, and is proposed to include direct linkages to the Flight project, mentioned above. Phase I of the park construction, which involves the detention basin has begun, with work anticipated to be complete in Summer 2017. Planning Commission Report Summary of Projects July 11, 2017 Page 5  Tustin Legacy Monument Sign (Barranca Parkway/Red Hill Avenue): Fabrication continues to progress for the new Tustin Legacy monument sign which will be located on the corner of Barranca Parkway and Red Hill Avenue, adjacent to Tustin Legacy Linear Park.  New Army Reserve Center (Red Hill Avenue/Warner Avenue): The U.S. Army will be relocating from their current Army Reserve Center located on Barranca Parkway adjacent to The District shopping center, to the future location at the north east corner of Red Hill Avenue and Warner Avenue. The relocation would benefit both the U.S. Army and the City of Tustin. Construction is in progress for the new Reserve Center, and it is anticipated to be complete during 2017. Planning Commission Report Summary of Projects July 11, 2017 Page 6  The Village at Tustin Legacy (Kensington Park Dr. / Edinger Avenue): A request was approved to develop The Village at Tustin Legacy, which includes 248,292 square feet of non-residential uses comprised of two (2) major components including: A retail center Valencia Avenue and Kensington Drive; and, a medical plaza with a medical center, an acute care hospital/rehabilitation facility, and medical office/retail buildings fronting Kensington Park Drive and Edinger Avenue. A few of the tenants anticipated in the new shopping center include: Great Foundations Montessori; Stater Bros.; Great Clips; Pacific Dental; CVS Pharmacy; Dunkin’ Donuts; Yogurtland; Pizza Press; Pier 76; Club Pilates; Burger Boss; Bank of America; Chipotle; and, Board & Brew. The retail shopping center is projected to be complete within the third quarter of this year. The medical building will be completed at a later date. Top: Stater Bros | Bottom Left: Dunkin’ Donuts | Bottom Right: Hoag Planning Commission Report Summary of Projects July 11, 2017 Page 7  Joon’s Shabu Shabu (2453 Park Avenue): A new Shabu Shabu restaurant will be opening by the end of July in The District next to Mobtown Pizza in the AMC Courtyard area.  Planet Fitness (2495 Park Avenue): This new fitness center is now open in the former DSW location at The District.  The Halal Guys (2883 Park Avenue): A new restaurant featuring gyros, chicken and rice, and other Middle Eastern menu items will be opening in the former Pinkberry location in The District. They are anticipated to open during Summer 2017.  Golden Bank (2437 Park Avenue): This bank within The District has taken over the lease from Bank of India and is now open as Golden Bank.  Union Ryde (2471 Park Avenue): An application has been submitted for tenant improvements to an existing retail space within The District, which will open as a new spin studio during Winter 2017.  Bar Louie Restaurant (2467 Park Avenue): An application was recently submitted for tenant improvements to the former Panera Bread and Justice spaces in The District, converting into a Bar Louie Restaurant.  U-Code (2207 Park Avenue): The District is projecting to submit plans to the City for a new coding academy which offers STEAM-based courses for children. For further information on projects within the Tustin Legacy area, please see Attachment A which includes a map and a table providing additional information on projects approved, in progress, and proposed for the area. Planning Commission Report Summary of Projects July 11, 2017 Page 8 Other Updates  Grocery Outlet (12932 Newport Avenue): A new Grocery Outlet has completed tenant improvements and is now open within the former Trader Joes tenant space.  New Retail Space (2999 El Camino Real): Plans for a new retail space to be constructed within The Market Place next to Loft are currently under review by staff.  F21 Red (2856 El Camino Real): A new Forever 21 Red (F21 Red) clothing store will be locating in the existing tenant space next to Party City in The Market Place. Plans for tenant improvements to the space are currently in plan check, and the new shop is anticipated to be open in Fall 2017. Tustin Village Plaza (15761 Tustin Village Way): Multiple tenants currently have plans in review for individual tenant improvements within this newly reconstructed shopping center. Tenants anticipated to occupy the existing spaces include a new market/convenience store, ice cream shop, seafood restaurant, and various retail uses. Planning Commission Report Summary of Projects July 11, 2017 Page 9  Red Hill Specific Plan (Red Hill between San Juan & Mitchell): On December 1, 2016, the City of Tustin held its second workshop on the Red Hill Specific Plan. This workshop aimed to gather feedback from residents and stakeholders regarding the refined Specific Plan boundaries. The workshop also looked for input regarding potential future types of land uses, activities, and improvements. Further information is available on the City’s website: www.tustinca.org.  Del Taco (13742 Red Hill Avenue): Plans are currently under review by city staff for construction of a new Del Taco along Red Hill Avenue near San Juan Street.  New Bakery (528 E. First Street): Plans for a new bakery/deli shop within Larwin Square are currently in plan check.  Ha Long Bay Pho & Grill (13152 Newport Avenue, Suite #A): A new Vietnamese pho/grill restaurant is currently undergoing tenant improvements within Packers Square.  Friends Café (17931 17th Street): During 2016, the Zoning Administrator approved a request to establish a new restaurant in the former Lampost Pizza tenant space within the French Quarter shopping center, and for the applicant to obtain an alcoholic beverage license in conjunction with the new restaurant. Friends Café is now open, and features a variety of classic diner dishes.  85ºC (1100 Irvine Boulevard): Plans for tenant improvements to establish a new 85ºC bakery, within an existing space in the Tustin Heights Shopping Center, were recently submitted and are under review by City Staff. Code Enforcement Updates  Graffiti: The chart below displays the number of graffiti incidents from the prior three (3) calendar years, through the year-to-date. Attachment B to this report includes the locations of graffiti incidents from January 2017 through the present.  Water Quality: National Pollutant Discharge Elimination System (NPDES) inspections are separated into categories based on a business’ use, and the intensity each use has on water quality. The two (2) categories are industrial and commercial and are separated into high, medium, and low priority. Staff has completed 21 such inspections for this fiscal year. o Commercial NPDES Inspections: This year, City staff is focusing on high and low priority inspections. They completed 22 inspections for the 2016-17 fiscal year. The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WQMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The WQMP is required to include Best Management Practices (BMPs) for source control, pollution prevention, and/or structural treatment BMPs. o WQMP’s: There are 135 properties that have a WQMP in place. Of those 135 properties, 20 are public projects. There are 7 WQMP’s currently under review by staff. Staff completed 29 inspections for the 2016-17 fiscal year. Public Works Department Updates (Public Improvements)  Detention Basin Landscaping and Water Quality Installation at the Corner of Red Hill Avenue and Barranca Parkway (CIP No. 50038): This ecological park facility, including a detention basin, is partially funded by an OCTA Measure M2 Environmental Cleanup Program Tier 2 grant. Phase 1 construction of this park project has begun, and should be complete by the end of Summer 2017.  Roadway Rehabilitation & Sidewalk Repair (CIP No. 70016): This project includes the removal and replacement of damaged curbs, gutters, and sidewalk, and replacement of non-conforming ADA access ramps adjacent to new asphalt improvements. It is bounded by the city limit to the north, Browning Avenue to the west, the I-5 freeway to the south, and the city limit to the east. At their meeting on June 20, 2017, the City Council approved the award of contract to Plap, Inc. dba Excel Paving Company for the roadway rehabilitation and sidewalk repair project. Planning Commission Report Summary of Projects July 11, 2017 Page 12  Traffic Equipment Upgrades/ Replacements, (CIP No. 40080): Funds are being used for upgrading or replacing outdated traffic signal equipment including but not limited to the replacement of deteriorating internally Illuminated Street Name Sign (ISNS) panels at signalized intersections and updating ISNS fluorescent lamps to LED. This project is currently in progress.  Edinger Well Phase II Equipping Project (CIP No. 60165): The project is located near the intersection of Edinger Avenue and Newport Avenue, adjacent to the Residence Inn and Fairfield Inn & Suites. The Phase I Well Drilling Project was completed in August 2013 in conjunction with construction of the hotels. The Phase II Equipping Project is now complete, and consisted of constructing the wellhead, building, associated site facilities/equipment, and standby generator. The project was funded with 2011 Water Bond Funds.  Simon Ranch Reservoir, Booster Pump Station and Pipeline Replacement Project (CIP 60114): The project is located at the intersection of Valhalla Drive and Outlook Lane in North Tustin. The project will replace the existing buried, gunite lined, earthen reservoir with a new circular, pre-stressed concrete tank. The project will also replace the existing booster pump station and approximately 1,600 feet of pipeline feeding the new pump station and reservoir. The environmental phase is complete and the project is currently in the final design phase. Construction is anticipated to begin in Spring 2018. The project is funded with 2013 Water Bond Funds.  Peters Canyon Channel Widening (CIP 50040): Design engineering is underway with the expected construction to begin in Spring 2018. Planning Commission Report Summary of Projects July 11, 2017 Page 13  Moffett Drive bridge construction over Peters Canyon Channel (CIP 70224): Demolition of the existing bridge has been completed and construction of the new bridge has begun. The bridge work is anticipated to be complete in Fall 2018.  Victory Road Extension (CIP 70221): Design engineering of this roadway extension from Red Hill Avenue to Armstrong Avenue has been completed. Construction has begun and is anticipated to be complete by the end of November 2017.  Red Hill Avenue Widening and Median Improvements (CIP 70226, 70227, and 70197): This project involves the widening of the northbound side to implement a fourth lane and install a raised median to reduce driveway cross traffic movement on Red Hill Avenue from Dyer Road/Barranca Parkway to Edinger Avenue. This project will improve traffic flow and also enhance safety by allowing last-minute pedestrians a refuge as they cross the intersection. This project was recently identified as a recommended project by OCTA’s 2016 Comprehensive Transportation Funding Program’s (CTFP) Regional Capacity Program (RCP) and will be partially funded by this grant. At the City Council’s meeting on June 20, 2017, the award of contract was given to All-American Asphalt for this project.  Veterans Sports Park at Tustin Legacy (CIP 20043): Design is currently underway on this 32 acre park bounded by Lansdowne Road, Valencia Avenue, and Severyns Drive. Amenities include sports fields, lighting, game courts, a skate plaza, a veterans memorial, picnic areas, restroom building, a tot lot, and a parking lot. GKKWorks has been selected as the construction management firm for this project, and is currently conducting a constructability review of the plans. Grading is anticipated to begin in late 2017.     Planning Commission Report Summary of Projects July 11, 2017 Page 14  Main Street Improvement Project (CIP 40087): The improvements on Main Street within Old Town are intended to create a more pedestrian and bicycle-friendly environment with traffic calming features and to create a strong entrance into Old Town with the inclusion of a gateway entry sign. This project also includes proposed improvements on El Camino Real at various locations to facilitate outdoor gatherings and events. The project is currently in the final design phase. Construction is anticipated to begin in late 2017. This project is funded by a federal Bicycle Corridor Improvement Program (BCIP) grant and administered by OCTA.  Wayfinding Signs for Parking in Old Town: An analysis is being carried out to determine better signage for public parking areas including additional wayfinding signs and more visible parking lot monument signs. Changes to be implemented in the near future.  Tustin Ranch Road and El Camino Real (CIP No. 70239): Using mitigation funds from The Irvine Company’s Lower Peters Canyon Specific Plan (Irvine Planning Area 4 known today as West Irvine), improvements to the westbound approach at the intersection will be designed and constructed including dual left-turns, dual thru lanes and an exclusive right-turn lane. The eastbound approach will also have an exclusive right-hand turn lane. The City of Tustin is currently soliciting RFP’s for the design work for the project.  Park Avenue Improvement Project Management and Design (CIP No. 70233): In order to improve traffic flow within The District, improvements are planned along Park Avenue and include the widening of the south side with the addition of one lane between District Drive and Warner Avenue and also improvements just west of District Drive and just east of Tustin Ranch Road. The improvements do not involve the acquisition of additional right-of-way. Design is underway with construction anticipated to begin in early 2018.  El Camino Real Modification at Jamboree Road to Add a Second Eastbound Left-Turn Lane (CIP No. 70238): This project is comprised of the design and construction of a second eastbound left-turn lane on El Camino Real at Jamboree Road to serve additional left-turn traffic stacking demand. The project proposes to modify the existing landscaped median and restripe the eastbound leg of the intersection to accommodate the second left-turn lane. This project was recently identified as a recommended project by OCTA’s 2016 Comprehensive Transportation Funding Program’s (CTFP) Regional Capacity Program (RCP), also known as Project O, and will be partially funded by this grant. The design is completed and will be presented to the City Council for approval in July 2017, with construction anticipated to commence in late Summer 2017. Planning Commission Report Summary of Projects July 11, 2017 Page 15  Newport Avenue Modification at SR-55 Freeway Northbound Ramps/Del Amo Avenue to Add a Second Southbound Right-Turn Lane (CIP No. 70237): This project is comprised of the design and construction of a second southbound right-turn lane on Newport Avenue at SR-55 Northbound (NB) Ramps/Del Amo Avenue. The project proposes to modify the curb return at the northwest corner of the intersection and the southbound roadway striping to accommodate a second right-turn lane. This project was recently identified as a recommended project by OCTA’s Comprehensive Transportation Funding Program’s (CTFP) Regional Capacity Program (RCP), also known as Project O, and will be partially funded by this grant. Design to commence during Summer 2017, with construction expected by the end of 2017.  OCSD Gisler Red Hill System Improvement: The Orange County Sanitation District has awarded a contract to Kiewit Construction West for their Gisler Red Hill System Improvements. This work includes new trunk sewer construction, manhole cone and cover replacements, and rehabilitation of existing sewer manholes, interceptors, and trunk lines all along Red Hill Avenue from Warner Avenue to Mitchell Avenue with additional work at the Newport Avenue-Mitchell Avenue intersection. The duration of work is anticipated to last 18 months to two (2) years. Construction has begun along the Tustin Legacy portion of Red Hill Avenue with the new trunk sewer. Work is also proceeding this summer at the intersection of Red Hill Avenue and Mitchell Avenue.  County of Orange Jet Fuel Pipeline Project: Wickland Pipelines, LLC, is installing a new jet fuel pipeline from the existing pipeline in Tustin Ranch Road west on Edinger Avenue, then south on Red Hill Avenue to John Wayne Airport. Work in Tustin has commenced, and completion is anticipated by the end of Summer 2017.  Newport Avenue, First Street, and Irvine Boulevard Median Landscape Rehabilitation Project (CIP 10074): Median landscape enhancements including monument entry signage is in the design phase. Construction is anticipated to begin in the Fall 2017. Planning Commission Report Summary of Projects July 11, 2017 Page 16  Tustin Ranch Road Signal Synchronization Project (CIP No. 40089): This project is a collaborative effort and lead by the City of Irvine and involves developing and implementing optimized signal synchronization timing improvements for 30 intersections (19 in Tustin) on Tustin Ranch Road/Von Karman Avenue from Pioneer Way (Tustin) to Campus Drive (Irvine). Signal improvements include replacing signal cabinets and controllers, installing conduit and new interconnect, upgrading the city’s Traffic Operations Center with Centracs Advanced Transportation System and communications integration. This project was recently identified as a recommended project by OCTA’s 2016 Comprehensive Transportation Funding Program’s (CTFP) Regional Traffic Signal Synchronization Program (RTSSP), or Project P, and will be partially funded by this grant. A kick-off meeting for this project was recently held on June 14, 2017.  Edinger Avenue Signal Synchronization Project (CIP No. 40088): This project is a collaborative effort and lead by the City of Irvine and involves developing and implementing optimized signal synchronization timing improvements for 38 intersections (9 in Tustin) on Edinger Avenue/Irvine Center Drive from Newport Avenue (Tustin) to Protocol Drive (Irvine). Signal improvements include replacing signal cabinets and controllers, installing conduit and new interconnect, upgrading the city’s Traffic Operations Center with Centracs Advanced Transportation System and communications integration. This project was recently identified as a recommended project by OCTA’s 2016 Comprehensive Transportation Funding Program’s (CTFP) Regional Traffic Signal Synchronization Program (RTSSP), or Project P, and will be partially funded by this grant. A kick-off meeting for this project was held on June 7, 2017.  Newport Avenue Signal Synchronization Project (CIP No. 40085): This project is in its last stages with timing changes recently implemented to 12 signals along Newport Avenue between Old Irvine Boulevard and Sycamore Avenue. Caltrans in the past has not been a participant in synchronization projects but recently with a cooperative agreement between Caltrans and the city, the Caltrans controlled signal of the I-5 Northbound Off-Ramp will be synchronized with the City’s signals on El Camino Real to the north and Mitchell Avenue to the south. This project is currently in the first year of the two-year Operations and Maintenance (O&M) phase.  Seventeenth Street Signal Synchronization Project (CIP No. 40086): As part of OCTA’s Comprehensive Transportation Funding Program’s (CTFP) Regional Traffic Signal Synchronization Program (RTSSP), or Project P, 2015 Call for Projects, this project involving six (6) agencies has commenced in August 2016. The City is proposing to upgrade existing controllers at three (3) intersections (includes Yorba Street South at Vandenberg Lane). The City is also proposing to install fiber optic cable in new and existing conduit and upgrade communication at all three (3) intersections. This project will be implemented during late Summer 2017. Planning Commission Report Summary of Projects July 11, 2017 Page 17  Local Transit Circulator Feasibility Study (CIP No. 70242): The City of Tustin is conducting a study to determine the feasibility of a local transit circulating between major employment/retail centers with the City. The study will also discuss the possibility of ridesharing and inter-city transit services. This project was recently identified to be funded under OCTA’s Comprehensive Transportation Funding Program (CTFP) Community Based Transit Circulators Program, or Project V. The study is anticipated to be completed in June 2017.  Parkcenter Lane at Bryan Avenue New Traffic Signals (CIP No. 40091): Design engineering of the new signal installation at this intersection will be completed by August 2017. Construction will begin in Fall 2017 and is anticipated to be complete by the end of 2017.  Lansdowne Road at Valencia Avenue New Traffic Signals (CIP No. 40090): Design engineering of the new signal installation at this intersection will be completed by August 2017. Construction will begin in Fall 2017 and is anticipated to be complete by the end of 2017.  Parking Study South of I-5: A study to analyze public parking opportunities south of I-5 is expected to be completed during Summer 2017.  Accessible Pedestrian Signal (APS) Device Installation (CIP No. 70236): To provide for all users of Tustin’s public facilities, audible-tactile pedestrian push buttons will be installed at signalized intersections with major pedestrian activity within the City.
