STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE FINAL AS-BUIILT/RECORD PLANS AND SPECIFICATIONS FOR THE TUSTIN RANCH ROAD AND IRVINE BOULEVARD STREET IMPROVEMENTS PROJECT AND ACCEPT COMPLETION OF THE IMPROVEMENTS SUMMARY To ensure final project close out for the Tustin Ranch Road/Irvine Boulevard Street Improvements Project, staff is requesting City Council approve the final as-built/record plans and specifications, including all contract change orders authorized by the City Engineer to complete the work; and to formally accept the project as complete to the satisfaction of the City Engineer. The project was designed and constructed by The Irvine Company on behalf of the City and funded entirely by two Assessment Districts (No. 97-16 and No. 97-17) established to mitigate impacts in the City of Tustin due to development by The Irvine Company in Lower Peters Canyon which is now built out as West Irvine in City of Irvine's Planning Area 4. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 17-38 approving the final as-built/record plans and specifications, including all contract change orders authorized by the City Engineer to complete the Tustin Ranch Road/Irvine Boulevard Street Improvements Project; and 2. Accept the project as complete to the satisfaction of the City Engineer. FISCAL IMPACT The design and construction of the Tustin Ranch Road/Irvine Boulevard Street Improvements Project was fully funded through two Assessment Districts administered by the City of Irvine. All costs incurred by the City for inspection and traffic signal consultants were charged against the encroachment permit deposit for the job, therefore there was no fiscal impact to the City. CORRELATION TO THE STRATEGIC PLAN The recommended actions contribute to the fulfillment of the City's Strategic Plan Goal B, Public Safety and Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is to ensure continuous maintenance and improvement of traffic control and transportation facilities. BACKGROUND In 1995, two Assessment Districts (No. 97-16 and No. 97-17) were established to mitigate impacts in the City of Tustin due to development by The Irvine Company in Lower Peters Canyon which is now built out as West Irvine in City of Irvine's Planning Area 4. The Tustin Ranch Tustin Ranch Road and Irvine Boulevard Street Improvements Project July 18, 2017 Page 2 Road/Irvine Boulevard Street Improvements project satisfied one of the obligations of The Irvine Company's mitigation requirements in the City of Tustin, and includes the additions of a second northbound left -turn lane on Tustin Ranch Road, and a third westbound through -turn lane on Irvine Boulevard. The southbound "free" right -turn lane on Tustin Ranch Road was replaced with a standard right -turn lane to accommodate the addition of a second southbound left -turn lane. Construction of the project was completed to the satisfaction of the City Engineer on June 16, 2017, and is now ready for City Council acceptance. 'Stack, P.E. Resolution No. 17-38 SACityCoundl Ilems@017 Council Ilems107-18-2017Wpprove P&S for Tustin Ranch Rd Irvine BlWpproval of P&S Tustin Ranch Rd -Irvine BI Street Improvements.docx RESOLUTION NO. 17-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING FINAL AS-BUILT/RECORD PLANS AND SPECIFICATIONS, INCLUDING ALL CONTRACT CHANGE ORDERS AUTHORIZED BY THE CITY ENGINEER TO COMPLETE THE WORK; AND TO FORMALLY ACCEPT THE PROJECT AS COMPLETE TO THE SATISFACTION OF THE CITY ENGINEER FOR THE TUSTIN RANCH ROAD AND IRVINE BOULEVARD STREET IMPROVEMENTS PROJECT WHEREAS, it is the intention of the City Council of the City of Tustin, California to approve the final design and completed construction improvements at the Tustin Ranch Road and Irvine Boulevard intersection; and WHEREAS, the City Engineer approved all plans and specifications, including all change orders for the construction of said work; and WHEREAS, in 1995, two Assessment Districts (No. 97-16 and No. 97-17) were established to mitigate impacts in the City of Tustin due to development by The Irvine Company in Lower Peters Canyon which is now built out as West Irvine in City of Irvine's Planning Area 4; and WHEREAS, the design and construction of the improvements was fully funded through the two Assessment Districts administered by the City of Irvine; and WHEREAS, all costs incurred by the City of Tustin for design review and inspection were bore by deposit funds for encroachment permit issuance; and NOW, THEREFORE, BE IT RESOLVED that the final as-built/record plans and specifications, including all change orders authorized by the City Engineer are hereby approved for the: Tustin Ranch Road and Irvine Boulevard Street Improvements Project BE IT FURTHER RESOLVED that the City Council accepts the improvements as complete to the satisfaction of the City Engineer; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 18`h day of July, 2017.
