MEDIAN MODIFICATIONS AND STRIPING REVISIONS PROJECT CIP NO.
70238
SUMMARY
The plans and specifications for the EI Camino Real/Jamboree Road Median Modifications and
Striping Revisions Project CIP No. 70238 have been prepared and the project is now ready for bid.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 17-37 approving the plans and specifications for the EI Camino
Real/Jamboree Road Median Modifications and Striping Revisions Project CIP No. 70238;
and;
2. Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
Funding in the amount of $113,639 has been budgeted and appropriated in the Fiscal Year 2017-
2018 Capital Improvement Program for the construction of the EI Camino Real/Jamboree Road
Median Modifications and Striping Revisions Project. The total engineer's estimate is $87,313.
The cost to design and construct this project is partially funded by OCTA's Measure M2 Regional
Capacity Program (RCP) in the amount of $71,119.
CORRELATION TO THE STRATEGIC PLAN
The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and
Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is
to ensure continuous maintenance and improvement of traffic control and transportation facilities.
DISCUSSION AND BACKGROUND
EI Camino Real is designated as a secondary arterial roadway on the Orange County Master Plan
of Arterial Highways (MPAH) and has four travel lanes and a raised, landscaped median through
the Tustin MarketPlace shopping area.
Under the Measure M2 RCP Project O Intersection Capacity Enhancement (ICE) Program, OCTA
awarded funds to the City to design and construct a second eastbound left -turn lane on EI Camino
Real at Jamboree Road to serve additional traffic stacking demand. The project proposes to modify

the existing landscaped median and restripe the eastbound leg of the intersection to accommodate
the second left -turn lane.
Currently, eastbound vehicles on EI Camino Real turning left onto Jamboree Road stack out of the
left -turn pocket and impede the eastbound through traffic at the intersection. This occurs in the
mid-day and PM peak periods.
The proposed project will add capacity and reduce congestion by removing the extended queue
due to a single left -turn lane and adding the second left -turn lane in the eastbound direction.
The construction components for the EI Camino Real/Jamboree Road project will include a median
modification, roadway construction, traffic signal detection modifications and signing and striping
revisions on the west leg of the intersection.
The tentative schedule for construction of this project is as follows:

Since this project involves the improvement of existing facilities with minor modifications, it is
Categorically Exempt under California Environmental Quality Act (CEQA) requirements. A Notice
of Exemption has been prepared for the project, and will be recorded with the County of Orange.

RESOLUTION NO. 17-37
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS. FOR THE
EL CAMINO REAUJAMBOREE ROAD MEDIAN MODIFICATIONS AND
STRIPING REVISIONS PROJECT CIP NO. 70238 AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the EI Camino Real/Jamboree Road Median Modifications and
Striping Revisions Project CIP No. 70238; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the CIP No. 70238 project is categorically exempt from the requirements of
the California Environmental Quality Act (CEQA); Class 1, Section 15301: Existing Facilities;
and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
EI Camino Real/Jamboree Road Median Modifications and Striping Revisions Project
CIP No. 70238
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of
the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 18`h day of July, 2017.
