PARKER, CITY MANAGER FROM: DOUGLAS S. STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE VETERANS SPORTS PARK AT TUSTIN LEGACY GRADING PROJECT, CIP NO. 20043 SUMMARY The plans and specifications for the Veterans Sports Park at Tustin Legacy Grading Project, CIP No. 20043 are being finalized and ready to bid mid-August pending final approval of the Project Environmental Review Form (PERF) T-012 and applicable portions of plans and specifications pertaining to the PERF by the Department of the Navy and City Engineer. RECOMMENDATION It is recommended that the City Council: Adopt Resolution No. 17-40 approving the plans and specifications for the Veterans Sports Park at Tustin Legacy Grading Project, CIP No. 20043; and 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in this Fiscal Year 2017-2018 Capital Improvement Program for the project. The engineer's estimate for the grading project is $3,500,000. The project is funded through a combination of sources that include MCAS Backbone Fees (Fund 187), MCAS Tax Allocation Bonds (Fund 561) and Park Development Fees (Fund 132). CORRELATION TO THE STRATEGIC PLAN The grading of Veterans Sports Park at Tustin Legacy, CIP No. 20043 contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the project implementation of Strategy 1, which among other items is to complete the master Plan for Tustin Legacy and Strategy 6, which is to assess and to explore opportunities for expanded recreational activities. DISCUSSION AND BACKGROUND The Veterans Sports Park at Tustin Legacy Grading consists of grading, storm drain, water, reclaimed water and sanitary sewer installation. Stack, P.E. of Public Works/City Engineer Attachment 1: Resolution No. 17-40 Attachment 2: Location Map S.1City Council Items12017 Council Items\08-01-201 AApprcve P & S for Veterans Sports Parc (CIP No. 20043) GradingVlpprove P 8 S for Veterans Sports Park Grading, CIP 20043.dxx - • • • 1 RESOLUTION NO. 17-40 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE VETERANS SPORTS PARK AT TUSTIN LEGACY GRADING PROJECT, CIP NO. 20043 AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Veterans Sports Park at Tustin Legacy grading project, CIP No. 20043; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, That on January 16, 2001, the City of Tustin certified the Program Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse and disposal=of MCAS Tustin. On December 6, 2004, the City Council adopted Resolution No. 04-76 approving a Supplement to the FEIS/EIR for the extension of Tustin Ranch Road between Walnut Avenue and the future alignment of Valencia North Loop Road. On April 3, 2006, the City Council adopted Resolution No. 06-43 approving an Addendum to the FEIS/EIR. The FEIS/EIR along with its Addendums and Supplement is a program EIR under the California Environmental Quality Act (CEQA). The FEIS/EIR, Addendum and Supplement considered the potential environmental impacts associated with development on the former. Marine Corps Air Station, Tustin; and WHEREAS, an environmental checklist was prepared for the proposed project that concluded no additional environmental impacts would occur from approval of the project. The Environmental Analysis Checklist concludes that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment because all potentially significant effects 1) have been analyzed adequately in an earlier EIR pursuant to applicable standards, and 2) have avoided or mitigated pursuant to that earlier EIR, including revisions or mitigation measures that are imposed upon the proposed project; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Veterans Sports Park at Tustin Legacy Grading Project, CIP No. 20043 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 1St day of August 2017.
