PUBLIC INPUT — Members of the public may address the City Council on items on the
Closed Session Agenda.
CLOSED SESSION UPDATE — City Attorney David E. Kendig
CLOSED SESSION ITEMS - The Brown Act permits legislative bodies to discuss certain
matters without members of the public present. The City Council finds, based on advice
from the City Attorney, that discussion in open session of the following matters will prejudice
the position of the City in existing and anticipated litigation:
WRITTEN MATERIALS — Materials that are distributed to a majority of the Council
members, less than 72 hours prior to the Regular Meeting, are available for public
inspection at the following locations: In the City Clerk's Office during regular
business hours and following business hours (after 5:30 p.m.) in the Council
Chamber on the day of the meeting.

CONSENT CALENDAR ITEMS
All matters listed under the Consent Calendar are considered
to be routine and will be enacted by one motion without
discussion. Persons wishing to speak regarding Consent
Calendar matters should file a "Request to Speak" form with the
City Clerk. (Agenda Items 1 through 6)
1. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON
THE AGENDA
Recommendation: That the City Council waive reading in full of all ordinances
and resolutions on the agenda and declare that said titles which appear on the
public agenda shall be determined to have been read by title and further reading
waived.
2. APPROVAL OF MINUTES — REGULAR MEETING OF THE CITY COUNCIL
HELD ON AUGUST 1, 2017 AND SPECIAL MEETING OF THE CITY COUNCIL
HELD ON AUGUST 9, 2017.
Recommendation: That the City Council approve the Action Minutes of the
Regular Meeting of the City Council held on August 1, 2017 and the Special
Meeting of the City Council held on August 9, 2017.
3. RATIFICATION OF PAYROLL AND DEMANDS
The City Council has approved the use of Government Code Section 37208 to
expedite the payment of City of Tustin obligations that are in accordance with the
approved budget or continued operations authorizations.
Recommendation: That the City Council approve Payroll in the amount of
$782,093.82; and Demands in the amount of $2,320,808.15.
4. QUARTERLY INVESTMENT REPORT FOR THE CITY OF TUSTIN AND THE
SUCCESSOR AGENCY FOR THE TUSTIN COMMUNITY REDEVELOPMENT
AGENCY
Government Code Section 53646 requires that the Treasurer make an
Investment Report to the City Council at least quarterly showing balances by
authorized investment and certifying its compliance with the adopted Investment
Policy.
Recommendation: That the City Council receive and file this report.
5. ADOPT RESOLUTION NO. 17-39 TO ACCEPT IMPROVEMENTS FOR THE
MOFFETT DRIVE EXTENSION (CIP NO. 70230), LEGACY ROAD EXTENSION

(CIP NO. 70231), FUTURE TUSD SCHOOL SITE (CIP NO. 70234) AND CITY
PROPERTY (CIP NO. 70235) GRADING PROJECT AND AUTHORIZE THE
CITY ENGINEER TO FILE A NOTICE OF COMPLETION
Construction of the Moffett Drive Extension (CIP No. 70230), Legacy Road
Extension (CIP No. 70231), Future TUSD School Site (CIP No. 70234) and City
Property (CIP No. 70235) Grading Project has been completed to the satisfaction
of the City Engineer and is now ready for City Council acceptance.
Recommendation: That the City Council:
Adopt Resolution No. 17-39 accepting the construction of the Moffett Drive
Extension (CIP No. 70230), Legacy Road Extension (CIP No. 70231),
Future TUSD School Site (CIP No. 70234) and City Property (CIP No.
70235) Grading Project; and
2. Authorize the City Engineer to execute and file the Notice of Completion
with the Orange County Recorder's Office.
RESOLUTION NO. 17-39
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR
THE MOFFETT DRIVE EXTENSION (CIP NO. 70230), LEGACY ROAD
EXTENSION (CIP NO. 70231), FUTURE TUSD SCHOOL SITE (CIP NO. 70234)
AND CITY PROPERTY (CIP NO. 70235) GRADING PROJECT
6. DECLARATION OF SURPLUS PROPERTY
The City has accumulated a quantity of obsolete and/or damaged computer and
other equipment that are no longer usable or required for public use.
Recommendation: That the City Council:
1. Declare the listed equipment surplus and not required for public use; and
2. Authorize staff to sell/have auctioned serviceable equipment of value and
dispose of assets beyond repair.

7. TWO-YEAR FUNDING AGREEMENT FOR BUSINESS DEVELOPMENT AND
EVENT SERVICES WITH THE TUSTIN CHAMBER OF COMMERCE
City Council approval is requested for the City of Tustin to enter into a Two -Year
Funding Agreement for Business Development and Event Services with the
Tustin Chamber of Commerce.
Recommendation: That the City Council:
1. Authorize entering into a Two -Year Funding Agreement for Business
Development and Event Services with the Tustin Chamber of Commerce;
and
2. Authorize the City Manager to execute the attached Two -Year Funding
Agreement for Business Development and Event Services, and authorize
the City Attorney to make non -substantive changes to the agreement as
deemed necessary.
8. WATER CONSERVATION UPDATE
Although the City is no longer required to achieve specific conservation amounts,
the City of Tustin is still required to provide the State Water Resources Control
Board with a monthly report regarding water consumption and enforcement
actions. This report summarizes the information provided to the State for the
month since local water use restrictions were eased in April 2017.
Recommendation: That the City Council receive and file this report.
9. LEGISLATIVE UPDATE
Staff has prepared an update of proposed key legislative items.
Recommendation: At the direction of the City Council.
The last day for policy committees to meet and report bills was on July 21, and
the legislature is now in Summer Recess until August 21. The status of prior
updates remains essentially the same. Once the legislature is reconvened the
houses will have until September 15 to pass bills.

ADJOURNMENT — The next meeting is scheduled on Tuesday, September 19, 2017 for
the Closed Session Meeting at 5:30 p.m. and the Regular Business Meeting at 7:00 p.m.
in the Council Chamber, 300 Centennial Way, Tustin, California.
