BACKGROUND
The City's Solid Waste Franchise Agreement with Federal Disposal Service provides for
the City to hold an annual public hearing to adjust solid waste rates. Residential rates must
be set by the City Council at a public hearing the end of July in order to be placed on the
property tax roll. Federal Disposal Service has requested approval of rate adjustments
pursuant to an increase in the Producer Price Index, extraordinary costs for insurance
expenses, and a retroactive adjustment for past insurance costs.
In the past three months, staff has received multiple rate adjustment submittals and has
been conducting a thoroùgh assessment of various rate adjustment options. The public
hearing was originally set for May 17, 2004 and was continued to June 7 2004. Staff is
now requesting that the hearing be continued again to provide additional time to seek
information from Federal Disposal Service. Staff recommends that the public hearing be
continued to June 21, 2004.
