JUNE 14, 2004 7:00 p.m., City Council Chamber Commissioner Nielsen Commissioners Amante, Floyd, Menard, Nielsen, Pontious (Limited to 3 minutes per person for items not on the agenda.) At this time members of the public may address the Commission regarding any items not on the agenda and within the subject matter jurisdiction of the Commission (NO action can be taken on off-agenda items unless authorized by law). APPROVAL OF MINUTES - MAY 24, 2004, PLANNING COMMISSION MEETING. Agenda - Planning Commission June 14, 2004 - Page 1 PUBLIC HEARINGS: 2. CONDITIONAL USE PERMIT 04-017 REQUESTING AUTHORIZATION TO TEMPORARILY STORE CONSTRUCTION MATERIALS AND EQUIPMENT ON A PORTION OF THREE (3) VACANT LOTS FOR UP TO EIGHTEEN (18) MONTHS FOR A REGIONAL WATER AND SEWER LINE IMPROVEMENT PROJECT. THIS PROJECT IS LOCATED ON VACANT PROPERTY NORTH OF VALENCIA AVENUE BETWEEN SR-55 AND DEL AMO AVENUE IN THE PLANNED COMMUNITY INDUSTRIAL (PC-IND) ZONING DISTRICT. APPLICANT: ARB INC ATTN: MICHAEL RUNZA PROPERTY OWNER: ME PACIFIC PARK ASSOCIATES. LLC RECOMMENDATION: That the Planning Commission adopt Resolution No. 3917 approving Conditional Use Permit 04-017. Presentation: Chad Ortlieb, Associate Planner REGULAR BUSINESS: 3. OFFICE USES IN THE CENTRAL COMMERCIAL (C-2) DISTRICT: In May, 2002, the City Council adopted Code Amendment 02-002 to clarify the process and criteria for considering office uses within the Central Commercial (C- 2) zoning district. In implementing Code Amendment 02-002, staff has encountered issues that are presented in this report for the purpose of initiating Planning Commission discussion. RECOMMENDATION AND ALTERNATIVES: Discuss issues and opportunities related to the office use provisions. Some alternatives to be considered include: 1. Continue to apply the office use provisions as they have been implemented by staff. 2. Direct staff to conduct additional research and report back to the Planning Commission to receive additional direction. 3. Initiate the development of policy guidelines and/or zoning code amendments, as directed.
