SUBJECT: INFORMATIONAL REPORT - TRAFFIC SIGNAL AT NEWPORT AVENUE AND
OLD IRVINE BOULEVARD
The developers, Burnett-Ehline of Plaza Lafayette, have requested that a traffic
signal be installed at the intersection of Newport Avenue and Old Irvine
Boulevard. The westerly or fourth leg of this intersection would be the main
driveway entrance to the Plaza Lafayette development. Burnett-Ehline further
contends that the signal installation is required to attract a tenant within the
proposed restaurant site.
The City's Traffic Consultant has completed a traffic signal warrant study at the
subject intersection. The following elements make up the warrants for traffic
signals:
° Traffic volumes
° Accidents
° Progressive movement
The study indicates the intersection does meet the traffic volume warrants. It is
estimated that only 200 cars per day would exit the Plaza Lafayette development
from the driveway located opposite of Old Irvine Blvd.
The intersection does not meet the warrants based upon traffic accidents. Past
records indicate that accidents have been decreasing at the subject intersection.
Traffic signal coordination could be accomplished between both the proposed Old
Irvine Blvd. and existing Irvine Blvd. intersections with Newport Avenue with
today's current technology. However, the 500 foot spacing between signalized
intersections still violates recommended spacing guidelines.
The estimated cost for the design and installation of the requested signal is
$85,000.00. The estimated annual maintenance and energy cost for this traffic
signal is $1,900.00. In the event it is determined that a traffic signal should
be installed at this intersection, it is suggested that the requesting developer
be obligated to participate in 25% of the cost of the installation ($21,250.00).
The subject intersection does meet the traffic signal warrants, but the City's
Consultant Traffic Engineer and staff recommend against said installation due to
the limited number (200) of vehicles estimated to exit the driveway.
