SUBJECT: MYFORD ROAD BETWEEN THE A.T. & S.F. RAILROAD AND MICHELLE DRIVE
RECOMMENDATION:
That the Tustin City Council, at their meeting of February 7, 1983, pass and adopt
the attached resolutions and authorize staff to proceed with the revised
application to the County of Orange for a• joint improvement project between the
Cities of Irvine and Tustin along Myford Drive between the A.T. & S.F. Railroad
and Michelle Drive.
BACKGROUND:
The portion of Myford Road between the A.T. & S.F. Railroad Bridge (proposed) and
Michelle Drive would provide an important direct roadway connection between the
Santa Ana Freeway (I-5) and Moulton Parkway. It is further proposed that Myford
Road would be extended southerly of Moulton Parkway through the MCAS(H) to connect
with Jamboree Road southerly of Barranca Road in the City of Irvine.
Currently, a reorganization between the Cities of Irvine and Tustin is in progress
which will change the boundary common to each city. This change would provide for
the boundary line to be the centerline of Myford Road between the Santa Ana
Freeway and Moulton Parkway.
In December, 1982, the City of Irvine made application to the County for an
Arterial Highway Financing Program (A.H.F.P.) project to construct said Myford
Road as a four lane facility between the A.T. & S.F. Railroad tracks and Michelle
Drive during the 1983-84 year.
DISCUSSION:
As as sett of the reorganization between the two cities, it has been determined
by staff that it would be beneficial to revise the City of Irvine's application to
A.H.F.P. to a joint application between both agencies for the following reasons:
1. City of Irvine has submitted several A.H.F.P. projects of which Myford
Road is their lowest priority.
2. Tustin did not apply for any A.H.F.P. projects during the 1983-84 fiscal
year which would allow the project to be Tustin's first priority and
possibly result in a better chance of being funded within the 1983-84
A.H.F.P. project list.
It is proposed that the project would be reduced in scope from its original
submission by Irvine and would consist of two lanes in lieu of four lanes.
Additionally, the remaining two travel lanes could be staged and applied for in
the 1984-85 fiscal year as an A.H.F.P. project.

The A.H.F.P. funding for roadway construction provides for a cooperative project
between the County of Orange and local agencies on a shared cost of County (50%)
and local agency (50%). The A.H.F.P. Bridge Program provides for 100% County
funding. Estimated costs for this two lane project are as follows:
Attached is one resolution which requests the Board of Supervisors of the County
of Orange to allocate funds to Tustin from County funds in an amount to be matched
by funds from the City for said roadway project and an additional resolution
requesting the Board of Supervisors to allocate to said city from County funds an
amount to be used in the improvements of the Myford Road/El Modena Channel
Bridge. These resolutions also state that the City of Tustin agrees with the
basic concepts of the Arterial Highway Financing Program and that its share of the
cost of improvements and rights of way will be available for the fiscal year
1983-84.
Also attached are copies of maps that delineate the limits of the project. These
maps delineate a four lane facility which is proposed to be reduced to a two lane
facility for this initial phase. Consequently, the maps should be utilized for
alignment and project limit information only.
This roadway alignment is currently within the City of Tustin's Masterplan of
Highways.
CONCLUSIONS:
This segment of roadway will provide a direct connection along Myford Road between
the Santa Ana Freeway and the realigned portion of Moulton Parkway and will
ultimately serve as an additional north -south major arterial highway for our
community. The joint efforts between the Cities of Irvine and Tustin will help
