AUTHORIZATION TO ADVERTISE BIDS - MOULTON PARKWAY/IRVINE CENTER DRIVE
REALIGNMENT
RECOMMENDATION:
That the Tustin City Council, as lead agency for the Moulton Parkway/Irvine Center
Drive Realignment and Widening Project, adopt the attached resolution approving
plans for the subject project and authorize the advertisement of bids subject to
Caltrans and F.H.W.A. approval of project and authorize the Director of Public
Works/City Engineer to set the date and time for bids to be opened, also subject
to Caltrans and F.H.W.A. approval.

This project provides for the realignment and widening of Moulton Parkway/Irvine
Center Drive between Culver Drive and 1300± feet easterly of Red Hill Avenue and
the construction of Myford Road between the newly aligned Moulton Parkway and the
Atchison, Topeka and Santa Fe Railroad. Tustin is acting as the lead agency for
the City of Irvine on this project.
This project has been in progress since 1977 when application was first made for a
Federal Aid Urban (F.A.U.) project.
DISCUSSION:
The plans and specifications for this project are currently being reviewed by both
Caltrans and the Federal Highway Works Administration (F.H.W.A.). However, it is
anticipated that approval and authorization to advertise for bids will be
forthcoming at any time. It is requested that the City Council approve the plans
and specifications for this project and authorize the advertisement of bids
subject to final approval by Caltrans and F.H.W.A. It is further requested that
the Director of Public Works/City Engineer be authorized to set the date and time
for bids to be opened (on page one), once final approval of the project has been
received from Caltrans and F.H.W.A.
Following is a recap of funding based upon the Engineer's estimate for the project
construction within each jurisdiction and for F.A.U. participation.
