It is recommended that the City Council adopt Resolution No. 90-119
establishing the fee for duplication of documents provided to the
public by the Community Development Department.
BACKGROUND/DISCUSSION
The Community Development Department maintains numerous documents
including the zoning code, the sign code, the subdivision code and
various development standards and regulations for specific planning
areas. These documents are available to the public for reference
at our customer service counter. However, in many cases, a
developer or other interested party requests to take a copy of a
document with them for their own record.
The Community Development Department currently has fees established
for distribution of the zoning code, sign code and general plan
elements. These fees were adopted by City Council Resolution No.
80-28 and are stated as follows:
Zoning Code..............$5.00
Sign Code................$2.00
General Plan Element ..... $5.00
These fees are flat rates and do not reflect actual City costs
incurred for duplication. Furthermore, there are currently no fees
stated for any of the district planning regulations. Although
Resolution No. 80-28 set a duplication charge for other City
business transactions at $.25 per page plus sales tax. Community
Development Department documents were apparently not specifically
covered.
The Community Development Department has reviewed the various
documents duplicated for public use. As a result of this analysis,
which included a listing of all documents and their respective
number of pages, staff finds that the City is incurring costs that
are not being recuperated.

By utilizing a duplication fee per page, staff would be afforded
the opportunity to keep the fee charged for the duplication of a
document current, adjustable and reflective of the actual City
incurred cost. Staff could review these documents for any changes
in number of pages as a result of any code amendments and would
consequently automatically update the fee charged based on the $.25
a page charge.
CONCLUSION
In order to maintain consistency with other City departments that
already apply the $.25 per page document duplication fee and in
view of above analysis, staff recommends that the City Council
adopt Resolution No. 90-119 to establish a $.25 per page
duplication fee for the Community Development Department.
