Government Code Section 34871 provides for submitting such an Ordinance to the electors. It is the only method that a general law city which has five members can use to increase the size of its City Council to seven members. If the City Council decides to proceed with this Ordinance, it should hire an outside consultant, or direct staff, to provide legal descriptions for boundaries for the seven districts that shall be as nearly equal in population as may be. If electing members of the City Council by District is approved by the voters, then the boundaries will have to be adjusted after each decennial federal census so that the Districts will continue to be as nearly equal in population as may be (Elections Code Section 35101) . This must be done before the first day of November of the year following the year in which each decennial federal census is taken (Elections Code Section 35102). The Elections Code also provides for adjustments after territory is annexed to the City.
