CONSENT CALENDAR ITEMS All matters listed under the Consent Calendar are considered to be routine and will be enacted by one motion without discussion. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA Recommendation: That the City Council waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. 2. APPROVAL OF MINUTES — REGULAR MEETING OF THE CITY COUNCIL HELD ON AUGUST 15, 2017 Recommendation: That the City Council approve the Action Minutes of the Regular Meeting of the City Council held on August 15, 2017. 3. RATIFICATION OF PAYROLL AND DEMANDS The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Recommendation: That the City Council approve Payroll in the amount of $753,029.73 and $740,402.98; and Demands in the amount of $10,828,561.87. 4. AWARD CONTRACT FOR THE MOFFETT DRIVE (CIP NO. 70230) AND LEGACY ROAD (CIP NO. 70231) EXTENSION ROADWAY CONSTRUCTION PROJECT City Council September 19, 2017 Meeting Agenda Page 3 of 8 Staff is recommending that the City Council award the construction contract for the Moffett Drive (CIP No. 70230) and Legacy Road (CIP No. 70231) Extension Roadway Construction Project to the lowest responsive/responsible bidder, Sukut Construction, LLC. Recommendation: That the City Council award the construction contract for the Moffett Drive (CIP No. 70230) and Legacy Road (CIP No. 70231) Extension Roadway Construction Project to the lowest responsive/responsible bidder, Sukut Construction, LLC, in the amount of $6,989,548.10 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City 5. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR SENIOR CENTER ALTERNATE POWER SOURCE IMPROVEMENTS (CIP No. 10073) The plans and specifications for the Senior Center Alternate Power Source Improvements (CIP No. 10073) have been prepared and the project is ready to be bid. 1. Adopt Resolution No. 17-44 approving plans and specifications for the Senior Center Alternate Power Source Improvements (CIP No. 10073), and 2. Authorize the City Clerk to advertise and receive bids. RESOLUTION NO. 17-44 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE SENIOR CENTER ALTERNATE POWER SOURCE IMPROVEMENTS CIP No. 10073 CONSTRUCTION PROJECT AND AUTHORIZING ADVERTISEMENT FOR BIDS 6. AUTHORIZATION TO PURCHASE SIX TRUCKS AND DECLARATION OF SURPLUS EQUIPMENT FOR PUBLIC AUCTION Staff is requesting City Council authorization to purchase four utility trucks, three pickup trucks, one service van, one 185' boom lift, one street sweeper and one rotary lawn mower for use by Economic Development, Parks & Recreation and Public Works. In addition, the City Council is requested to declare certain City equipment no longer required for public use in accordance with Section 1630a (2) of the Tustin City Code (TCC) and authorize their sale at public auction. Recommendation: 1. Adopt Resolution No. 17-43 authorizing the State of California Department of General Services to purchase four (4) 3/ton utility trucks, three (3) mid- size pickups and a cargo van, from Winner Chevrolet Elk Grove, Ca. in the City Council September 19, 2017 Meeting Agenda Page 4 of 8 amount of$269,173.56 and one (1) rotary mower, from Turf Star, Inc. San Francisco, Ca. in the amount of $68,270.64; 2. Award the bid for the purchase of one street sweeper to Haaker Equipment Company in the amount of $339,381.25; and 3. Award the bid for the purchase of one 185' boom lift to Olympic Equipment Rentals in the amount of $380,613.64; and 4. Declare, in accordance with the Tustin City Code - Section 1630a (2), the attached itemized list of equipment as surplus and not required for public use and authorize the sale of the equipment at the next available public auction, crediting net proceeds to applicable City revenue fund. RESOLUTION NO. 17-43 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS 7. ADOPT RESOLUTION NO. 17-47 AMENDING THE FISCAL YEAR 2017-18 CAPITAL IMPROVEMENT PROGRAM TO INCLUDE PROJECTS FUNDED BY THE ROAD MAINTENANCE AND REHABILITATION ACCOUNT In order to be eligible to receive new funding under Senate Bill 1 (SB1), the City is required to submit a Project List to the California Transportation Commission (CTC) no later than October 16, 2017. Recommendation: 1. Adopt Resolution No. 17-47 identifying projects to be submitted to the California Transportation Commission for SB 1 funding; and 2. Direct staff to submit the Project List to the California Transportation Commission on behalf of the City. RESOLUTION NO 17- 47 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA AMENDING THE FISCAL 2017-18 CAPITAL IMPROVEMENT PROGRAM AND BUDGET TO INCORPORATE A LIST OF PROJECTS FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 8. TUSTIN HOUSING AUTHORITY ANNUAL MEETING AND ANNUAL REPORT Pursuant to the Tustin Housing Authority Bylaws and State of California Housing Authorities Law of the California Health and Safety Code, the Tustin Housing Authority is holding an annual meeting and receiving and filing the annual report for the preceding fiscal year. City Council September 19, 2017 Meeting Agenda Page 5 of 8 Recommendation: That the Tustin Housing Authority Commissioners take the following actions: 1. Receive and file the Annual Report for Fiscal Year ("FY") 2016-2017 and transmit such report to the Tustin City Council. It is recommended the City Council take the following actions: 1. Receive and file the Housing Authority's Annual Report for FY 2016-2017. 2. Direct that a copy of the Housing Authority's Annual Report for FY 2016- 2017 be filed with the City Clerk and ex-officio Clerk of the City Council of the City of Tustin and the California State Department of Housing and Community Development. 9. APPROVAL OF PLANS & SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CLIFTON C. MILLER COMMUNITY CENTER AUDITORIUM RENOVATION (CIP No. 20079) This project includes the upgrade of interior finishes in the Clifton C. Miller Community Center Auditorium. Recommendation: That the City Council approve Resolution No. 17-46, approving specifications for the renovation of the Clifton C. Miller Community Center Auditorium (CIP No. 20079) and authorizing the City Clerk to advertise for bids. RESOLUTION NO. 17-46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CLIFTON C. MILLER COMMUNITY CENTER AUDITORIUM RENOVATION (CIP No. 20079) 10. DECLARATION OF SURPLUS PROPERTY The City has accumulated a quantity of obsolete and/or damaged computer and other equipment that are no longer usable or required for public use. Recommendation: 1. Declare the listed equipment surplus and not required for public use. 2. Authorized staff to sell/have auctioned serviceable equipment of value and dispose of assets beyond repair. City Council September 19, 2017 Meeting Agenda Page 6 of 8 REGULAR BUSINESS ITEMS Matters listed under Regular Business are generally proposals for new legislation or items requiring discussion (Agenda Items 11 through 14) 11. CHEMICAL FREE LANDSCAPE MAINTENANCE PROGRAM Over the last ten years, the City has incorporated organic products into landscape maintenance practices. Recently, a request was brought forward to eliminate the use of chemicals in and around City parks and facilities. Recommendation: City Council Discretion: Alternative 1: 1. Approval of a Chemical Free Landscape Maintenance Program; 2. Appropriate $450,000 from the General Fund Reserve (Fund 100) for Fiscal Year 2017/18 and $330,000 for Fiscal Year 2018/19; and 3. Adopt Resolution No. 17-45 amending the Classification and Compensation Plans adding two Maintenance Workers. Alternative 2: Due to budgetary considerations, direct staff to make all necessary appropriations and amendments to begin the chemical free landscape maintenance starting in year two of the City's currently adopted bi-annual budget. Alternative 3: Continue current Integrated Pest Management Plan with the goal of reducing future reliance on pesticides. RESOLUTION NO. 17-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN AMENDING THE CLASSIFICATION AND COMPENSATION PLANS FOR THE CITY OF TUSTIN 12. AUTHORIZATION TO SELL CITY OF TUSTIN-OWNED AFFORDABLE HOME AT 1345 SUN DIAL DRIVE AT MARKET RATE City Council September 19, 2017 Meeting Agenda Page 7 of 8 The Tustin Housing Authority ("Authority") is seeking authorization to sell a City of Tustin-owned affordable home at 1345 Sun Dial Drive at market rate. Recommendation: That the Tustin Housing Authority Commission: 1. Authorize the sale of the City-owned very low income affordable home at 1345 Sun Dial Drive, located in the Tustin Field II development, at a market rate price; and 2. Authorize the Housing Authority Executive Director to negotiate a sales price at the market rate; and 3. Direct the Housing Authority Executive Director to schedule a Closed Session Meeting when a prospective purchaser is identified in order to receive Commission approval for the negotiated sale. 13. HANGAR 2 CONDITIONS ASSESSMENT AND REUSE STUDY Below is a summary of the findings, recommendations and preliminary reuse options from the Conditions Assessment and Reuse Study (Study) for Hangar 2. Recommendation: That the City Council receive and file the Study and Appendices. 14. PROFESSIONAL SERVICES AGREEMENT WITH PAGE & TURNBULL TO PERFORM ARCHITECTURAL AND ENGINEERING DESIGN SERVICES RELATED TO MAINTENANCE, REPAIRS AND VOLUNTARY UPGRADES OF HANGAR 2 Professional Services Agreement (Agreement) with Page & Turnbull to perform additional assessment work and begin design work associated with the Maintenance Recommendations project outlined in the 2017 Conditions Assessment and Reuse Study of Hangar 2 (Study). Recommendation: That the City Council authorize the City Manager to execute the attached Agreement with Page & Turnbull, subject to any non-substantive modifications as may be deemed necessary by the City Attorney prior to execution. OTHER BUSINESS/CITY MANAGER AND CITY ATTORNEY COUNCILMEMBER COMMENTS AND REPORTS ADJOURNMENT — The next meeting is scheduled on Tuesday, October 3, 2017 for the Closed Session Meeting at 5:30 p.m. and the Regular Business Meeting at 7:00 p.m. in the Council Chamber, 300 Centennial Way, Tustin, California.
