HomeMy WebLinkAbout04 SUMMARY OF PROJECTS ITEM #4 JUNE 28, 2004 DATE: TO: FROM: SUBJECT: PLANNING COMMISSION COMMUNITY DEVELOPMENT DEPARTMENT SUMMARY OF PROJECTS The following is a list of projects and activities for your information since the previous report on February 23, 2004. The list focuses on the status of projects that the Planning Commission, Zoning Administrator, or Community Development Director approved, major improvement projects, and other items of interest. Zonina Administrator Actions . Zoning Administrator Action 04-005 (Gateway Circle Buildings 3, 4, 5, and 6 on corresponding Lots 3, 4, 5, and 6 of Tentative Tract Map 16527 ): A request to reduce the building setbacks along the Gateway Circle right-of-way from the required thirty (30) foot front yard setback to 28.10 feet, 27.36 feet, 28.00 feet, and 29.82 feet was approved on May 17, 2004. . Zoning Administrator Action 04-006 (395 W. First Street): A request to temporarily operate a ground water pumping machine and a vapor extraction unit to remove hydrocarbons from the water and soil under an existing gas station was approved on June 7, 2004. Maior Proiects in Plan Check . Heritage Plaza (137 W First Street): Building plans to construct a new 14,695 square foot three-building retail center at the north terminus of EI Camino Real. Plans were submitted into plan check on May 19, 2004, and are in their second review. . Joe's Garage (36 Auto Center Drive): Building plans to increase the occupancy for an already established auto museum and banquet facility within an existing building were submitted into plan check on April 28, 2004, and are in review. . New Industrial Building (1111 Bell Avenue): Building plans to construct a new 111,920 square foot warehouse and manufacturing building with administrative offices on the vacant 6.1-acre parcel are in plan check and permits are ready to be issued. A grading permit has already been finaled. . Olson Company Condominium Development (14552 Newport Avenue): Grading plans and the Final Tract Map for the sixty-three (63) unit condominium development Summary of Projects and Activities June 28, 2004 Page 2 are in plan check. The Redevelopment Agency approved the housing agreement on February 17, 2004. . Barn Site Redevelopment (1621 Edinger Avenue): Building and grading plans to redevelop an existing restaurant site with construction of a new retail center and a self-storage facility are almost ready for permit issuance. Maior Proiects Under Construction . Pacific Business Center (15151 Woodlawn Avenue): Building permits for the eleven (11) building industrial business park were issued on December 11, 2003; construction is near complete. . Dodge Auto Dealership (40 Autocenter Drive): Construction of a three (3) level parking structure and showroom is complete and remodeling of the office is in construction. . Circle K Remodel (14092 Red Hill Avenue): Building permits to remodel the existing retail building were issued on September 5, 2003, and extended until September 5,20.04; construction is approved but has yet to begin. . Retail Building Expansion (1218 Irvine Boulevard): Building permits issued to add 6,940 square feet of retail and office area, adjacent to the Michaels Arts & Craft Store in the Tustin Heights Shopping Center were issued on October 3, 2003, and construction will be complete pending completion of a water line easement and a final inspection. . New Single Family Residence (170 N. Mountain View): A new single-family residence is under construction. . New Single Family Residence (1621 Bryan Avenue): Building permits for a new single-family residence were issued on July 25, 2003, and construction is at a framing and roofing stage. . . Restaurant and Bakery Expansion (14141 Red Hill Avenue): Tenant improvements to expand the existing restaurant and bakery into the adjoining tenant space were issued in August 2003 and construction is progressing. . Nextel Wireless (1452 Edinger Avenue): Construction of a roof-mounted wireless facility is complete pending submittal of post-installation certification. . Tustin Ranch Golf Course Expansion (12442 Tustin Ranch Road): Building and grading permits were issued on March 30, 2004, for a 6,000 square foot expansion of the golf course club house. Tustin Gateway Business Park (1123 Warner Avenue): Building and grading permits to construct seventeen (17) of nineteen (19) new industrial buildings ranging in size from 3,500 to 40,000 square feet were issued the week of June 13, 2004. . McCharles House Expansion (335 S. C Street): Building plans to construct a 500 square foot addition to the south side of the existing restaurant to accommodate eight (8) additional seats and a 520 square foot detached retail building at the rear of the property were approved through plan check and permits were issued on May 11, 2004; no inspections have yet been requested. . 24-Hour Veterinary Clinic (3021 Edinger Avenue): Building permits to construct interior and exterior tenant improvements for a veterinary clinic, including a new 2,423 square foot second floor addition, were issued November 4, 2003, and construction will be complete pending electrical final inspection. Recently Completed Proiects . Armstrong Nursery (505 EI Camino Real): Construction of a new 6,400 square foot retail building with 13,355 square feet of trellis for an outdoor garden center is complete pending compliance with a drainage plan. The business is currently operating under a Temporary Certificate of Occupancy. . Farmer Boys Restaurant (171 E. First Street): Construction of a 2,900 square foot fast food restaurant with an outdoor dining area was completed on April 20, 2004. . Cingular Sports Park Cellular Facility (12850 Robinson Drive): Building permits for three (3) new wireless antennas on existing light standards were finaled on May 3, 2004. . AT&T Sports Park Cellular Facility (12850 Robinson Drive): Building permits for two (2) new wireless antennas on an existing light standard were finaled on May 3, 2004. . The Orange County Rescue Mission entered into a License Agreement with the City on April 12, 2004, to temporarily use Building 529 on Tustin Legacy in the complex at the northwest corner of Barranca Parkway and Armstrong for storage of food, clothing, and construction materials for the Village of Hope facility. Roadway Public Improvements . Pioneer Road Park (Pioneer Road): Construction was completed on May 27, 2004. . Traffic Signal Battery Backup Systems (Citywide): Installation of traffic signal battery backup systems at seventeen locations in the City were completed on Summary of Projects and Activities June 28,2004 Page 4 May 4, 2004. The project is funded by a grant from the California Energy Commission and Gas Tax. . Red Hill Avenue Widening Project (Between Nisson Road and EI Camino Real): The road widening project has not begun because Caltrans approval has not occurred. It is anticipated that approval will be received soon. . Orange County Sanitation District (OCSD) (Citywide and Regional): The OcSD is completing sewer line improvements throughout the City. Construction is complete along Newport Avenue and construction along EI Camino Real is expected to be finished in a month. Once EI Camino Real is completed, work will begin on Prospect and then in other nearby areas of unincorporated Orange County. Tustin Leaacy . Tustin Legacy Partners (TLP): Staff is continuing to work with the Shea Properties and Centex Homes partnership as the Master Developer of approximately 700 acres to develop conceptual land use, circulation, and open space plans. A number of key policy issues such as open space, residential unit transfers, and removal of the golf course concept are being discussed. . John Laing Homes, Planning Area 20 (Harvard Avenue and Edinger Avenue): Building plans for the 376 paired homes, detached cluster homes, and row town homes were submitted into plan check on July 2, 2003. Grading and building permits have been issued for Phases 1 and 2 which are currently under construction. Construction of twenty-two (22) model homes has been completed and they are open under Temporary Certificates of Occupancy. . John Laing Homes, Planning Area 21 (Harvard Avenue and Edinger Avenue): Grading and construction plans for the 189 single family residences were submitted into plan check, and comments were provided on January 28, 2004. Staff is waiting for a precise grading plan. . Lennar, Planning Areas 4, 5, and 21: Staff is currently reviewing the second submittal of development plans for Planning Areas 4,5, and 21. . Orange County Rescue Mission's Village of Hope (LandsdowneNalencia): Building permits were issued on May 9, 2002, for the two (2) buildings located at 15635 and 15686 Landsdowne; Phase 2 is under construction. . The Armstrong Sewer Project: In May 2004, the Irvine Ranch Water District (IRWD) completed construction of a twenty-seven (27) inch sewer line connection to the backbone sewer in Tustin Legacy along Armstrong Avenue. Construction continues on the City of Irvine side of Armstrong Avenue. Summary of Projects and Activities June 28, 2004 Page 5 . Vestar (Barranca Parkway and Jamboree Road): Staff is currently reviewing development plans for a proposed 1,006,100 square foot retail and entertainment center which will be presented before the Planning Commission and the City Council soon. Miscellaneous . Prospect Village Project (191-195 E. Main Street): The mixed-unit development comprised of a new 8,589 sq. ft., two-story commercial building and twelve (12) mixed use units was approved by the Planning Commission on April 26, 2004, and by the City Council on May 17, 2004. Plan check submittal is pending the environmental document appeal date, which was June 18, 2004. Construction Storage Yard (North of the Valencia Avenue Terminus at the SR 55 Freeway): A construction yard for the OCSD projects is currently operating with temporary storage of construction materials and equipment on vacant land to support the regional sewer line improvements. The use must cease by December 14,2005. . . Tustin Lexus (45 Auto Center Drive): On May 24, 2004 the Planning Commission approved the construction of a new 1,089 square foot carwash building with a reduced front yard setback from sixty (60) feet to nine (9) feet six (6) inches at the existing automotive dealership.
