STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE PARK AVENUE IMPROVEMENTS FROM TUSTIN RANCH ROAD TO WARNER AVENUE CONSTRUCTION PROJECT (CIP NO. 70233) WITHIN THE DISTRICT SUMMARY The plans and specifications for the Park Avenue Improvements from Tustin Ranch Road to Warner Avenue Construction Project (CIP No. 70233) within The District have been prepared and the project is ready to be bid. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 17-17 approving the plans and specifications for the Park Avenue Improvements Construction Project (CIP No. 70233); and 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in this Fiscal Year 2017-2018 Capital Improvement Program for the Park Avenue Improvements Construction Project (CIP No. 70233). The engineer's estimate for the project is $1,800,000. The project is funded through Land Sale Proceeds (Fund 189) and Community Facilities District 07-1 (Fund 437). CORRELATION TO THE STRATEGIC PLAN The improvements to Park Avenue from Tustin Ranch Road to Warner Avenue within The District contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements and fosters the implementation of strategy #3, which among other items, is to ensure continuous maintenance and improvement of transportation facilities. DISCUSSION AND BACKGROUND The Park Avenue improvements from Tustin Ranch Road to Warner Avenue consists of portions of curb and gutter and median removal and reconstruction, turn pocket enhancements, and general roadway improvements. Director of Public Works/City Engineer Attachment 1: Resolution No. 17-17 Attachment 2: Location Map S:ICity Council Items\2017 Council Itan-WO-03 20171Approved Plans & Specifications for Park Avenue Improvements (70233)1Approve P&S for Park Avenue Improvements Project (70233).docx RESOLUTION NO. 17-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR PARK AVENUE IMPROVEMENTS FROM TUSTIN RANCH ROAD TO WARNER AVENUE CONSTRUCTION PROJECT (CIP NO. 70233) AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Park Avenue Improvements from Tustin Ranch Road to Warner Avenue Construction Project (CIP No. 70233); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, on January 16, 2001, the City of Tustin certified the Program Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse and disposal of MCAS Tustin. On December 6, 2004, the City Council adopted Resolution No. 04- 76, approving a Supplement to the FEIS/EIR for the extension of Tustin Ranch Road between Walnut Avenue and the future alignment of Valencia North Loop Road. On April 3, 2006, the City Council adopted Resolution No. 06-43 approving an Addendum to the FEIS/EIR. On May 13, 2013, the City Council adopted Resolution No. 13-32 approving the 2nd Addendum to the FEIS/EIR. The FEIS/EIR along with its Addendums and Supplement is a program EIR under the California Environmental Quality Act (CEQA). The FEIS/EIR, Addendum and Supplement considered the potential environmental impacts associated with development on the former Marine Corps Air Station, Tustin; and WHEREAS, an environmental checklist was prepared for the proposed project that concluded no additional environmental impacts would occur from approval of the project. The Environmental Analysis Checklist concludes that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment because all potentially significant effects 1) have been analyzed adequately in an earlier EIR pursuant to applicable standards, and 2) have avoided or mitigated pursuant to that earlier EIR, including revisions or mitigation measures that are imposed upon the proposed project; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Park Avenue Improvements from Tustin Ranch Road to Warner Avenue Construction Project (CIP No. 70233) BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 3rd day of October 2017.
