HUSTON, CITY MANAGER FROM: STEVE FOSTER, POLICE CHIEF SUBJECT: SURPLUS EQUIPMENT DONATION SUMMARY Notice of donation of surplus police equipment to "Operation Brotherhood of the Badge;' RECOMMENDATION Receive and file. FISCAL IMPACT None. BACKGROUND With the blessings of local officials, Law Enforcement Department Heads, and United States Congressman George Radanovich, Fresno Police Detective Ken Carlson, who also serves as a Staff Sergeant in the Marine Corps Reserves, launched "Operation Brotherhood of the Badge" in March of this year. Ken and his military unit in Iraq are tasked with the training of the new Iraqi Police Force. The Marines hold their Iraqi trainees in the highest of regard as they watch these new patriots step up to build a democracy, some at the cost of their lives. The Iraqi officers basically have nothing to work with in the form of police equipment. They are in desperate need of such necessities as leather gear, flashlights, radios, batons, helmets, and specifically body armor. Seeing this need, Ken and his fellow soldiers launched "Operation Brotherhood of the Badge" to solicit law enforcement agencies all over the state to contribute surplus or expired, but serviceable, equipment. The Orange County Association of Chiefs and Sheriff have taken up this cause and Chief Paul Walters of Santa Ana Police Department volunteered to be the Orange County collection site. Page 2 The Tustin Police Department, hearing of this need, gathered together surplus equipment currently subject to destruction, and donated it to this cause. The specific equipment donated is listed on the attached report. These items were delivered to the Santa Ana Police Department on Wednesday, June 30, 2004 to be included in a scheduled air-lift by the Marine Corps on July 1, 2004. Once in Iraq, all equipment will be delivered to the Diyala Police Command under the direction of Chief Waleed Khild Abd AI Salam, the Iraq Police Academy, and other law enforcement units in the 18 provinces of Iraq. Chief Abd AI Salam works directly with the 649th MP Company under the command of Colonel David Hogg. We are aware that Iraqi Police Officers in their efforts to gain control of their country, are being killed daily. This equipment, specifically the ballistic vests, already have, and will continue to save officer's lives. More importantly, as we strengthen the Iraqi ability to control their own problems, we get closer to bringing our own troops home.
