FEE WAIVER PERMIT FOR THE TUSTIN PUBLIC SCHOOLS FOUNDATION
2004 DINOSAUR DASH
SUMMARY:
The Tustin Public Schools Foundation has requested a waiver of staff costs, equipment
rental and permit fees for the 2003 Dinosaur Dash, which will be held on November 7,
2004.
RECOMMENDATION:
Grant a fee waiver of staff costs and equipment of $7,400, and issue a permit for the
2004 Dinosaur Dash.
FISCAL IMPACT:
The Parks and Recreation Department, the Police Department and the Public Works
Department provide services to assist the production and logistics of the Dinosaur
Dash. This fourteenth annual 5K and 10K run accommodates over 4,500 participants,
providing them the opportunity to contribute to a fund-raising event for the Tustin Public
Schools Foundation.
The Police Department provides nearly $3,400 in street personnel coverage and labor
assistance. The Public Works Department provides approximately $2,500 in labor
assistance and equipment rental to logistically support the event. The Parks and
Recreation Services Department provides approximately $1,500 in labor assistance and
permit processing.
DISCUSSION:
The Tustin Public Schools Foundation hosts the Dinosaur Dash as their major fund-
raiser. Funds generated from the event go directly into teacher based classroom
programs. Approximately 4,500 participated in the 2k, 5k and 10k races last year. City
staff has met with Joann Ruden, the Executive Director, and Dave Hunsaker, the Event
Chairperson, to review their permit details.
The Tustin Public Schools Foundation has been asked to coordinate radio-controlled
intersections to limit the delays of residents exiting onto major thoroughfares. Additional
signage and notification are required 30 days prior to the event to make sure all
residents in the area are aware of this large special event. City staff from the Police,
Public Works and Parks and Recreation Departments will coordinate street closure and
traffic control duties.
The Tustin Public Schools Foundation is requesting that fee waivers for all labor,
equipment and permits be granted. A member of the Tustin Public Schools Foundation
will be in attendance at the July 6 Council meeting to answer any questions.

Dear Mayor Kawashima and City Council Members:
The Tustin Public Schools Foundation (TPSF) is holding its 14th Annual Dinosaur
Dash on November 7, 2004 at The Market Place in Tustin. We are writing to
respectfully request the continuing partnership and support of the City of Tustin to
hold this very popular community event at The Market Place in Tustin.
For the past thirteen years, the City Council has been a welcome partner of the
Tustin Public Schools Foundation, providing the necessary support from the
Tustin Police, Parks and Recreation and Field Services Departments. The Tustin
City Council has been kind enough provide waivers of all permit fees and costs
incurred by various city departments.
With your generous support, last year we gave back $107,781 to the schools for
use directly in classrooms for instructional materials to enhance their programs, as
well as to purchase science kits, violins for elementary school students and books.
Over $21.000 was given back to classrooms immediately following the Dinosaur
Dash as a result of the great student participation. A record 4,763 runners took
part in the 5K. 10K and 2K run, and nearly 6,000 people in total came out to
enjoy the morning at The Market Place in Tustin.
In light of the continuing budget challenges facing the schools and the city, the
Dinosaur Dash remains as a bright spot in the year, providing exercise, music, fun
and sunshine to all who participate while helping all Tustin Unified schools.
Thank you again for your continuing and generous support, and for your
consideration. It is greatly appreciated!
