HUIZAR, CHIEF DEPUTY CITY CLERK SUBJECT: ASSESSMENT BALLOT FOR MOSQUITO, FIRE ANT & DISEASE CONTROL ASSESSMENT DISTRICT BY THE ORANGE COUNTY VECTOR CONTROL DISTRICT SUMMARY: The Orange County Vector Control Board of Trustees voted 24-3 to approve a ballot measure that will allow the property owners of Orange County to decide if they are willing to pay an increased Benefit Assessment to guarantee continued basic vector control services and possibly add fire ants to the list of vectors managed by the district. RECOMMENDATION: Decide whether to vote "yes" or "no" on the ballot, and direct the City Manager to complete, sign and return the ballots to the Vector Control. FISCAL IMPACT: The total annual fiscal impact to the City is $84.01. The campaign to rid the county of fire ants - known for fierce bites that leave painful, itchy welts - was dropped in February after the state stopped contributing funds and district officials said they could not support the program alone. The ballot asks property owners whether they want to pay an annual tax of about $6 to maintain existing vector control services and resurrect the fire ant program. If the benefit assessment tax is approved, it will be added to property tax bills mailed in August. The pests were detected in Orange County in 1998, prompting a $5.2-million eradication program that was terminated in October by the California Department of Agriculture because of the state budget crisis. c/I~ ¡(4/~.
