denied Claim Nos 17-27, 17-30, 17-33, 17-34,17-35 and 17-36.

100th Birthday.
The Council presented a Certificate to Lynn Lake in recognition of 40 Years of Service at

Motion: That the City Council waive reading in full of all ordinances and

Motion: That the City Council approve the Action Minutes of the Regular Meeting
of the City Council held on August 15, 2017.
3. RATIFICATION OF PAYROLL AND DEMANDS
The City Council has approved the use of Government Code Section 37208 to
expedite the payment of City of Tustin obligations that are in accordance with the
approved budget or continued operations authorizations.
Motion: That the City Council approve Payroll in the amount of $753,029.73 and
$740,402.98; and Demands in the amount of $10,828,561.87.
4. AWARD CONTRACT FOR THE MOFFETT DRIVE (CIP NO. 70230) AND
LEGACY ROAD (CIP NO. 70231) EXTENSION ROADWAY CONSTRUCTION
PROJECT
Staff is recommending that the City Council award the construction contract for
the Moffett Drive (CIP No. 70230) and Legacy Road (CIP No. 70231) Extension
Roadway Construction Project to the lowest responsive/responsible bidder, Sukut
Construction, LLC.
Motion: That the City Council award the construction contract for the Moffett
Drive (CIP No. 70230) and Legacy Road (CIP No. 70231) Extension Roadway
Construction Project to the lowest responsive/responsible bidder, Sukut
Construction, LLC, in the amount of $6,989,548.10 and authorize the Mayor and
the City Clerk to execute the contract documents on behalf of the City
5. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR SENIOR CENTER ALTERNATE POWER
SOURCE IMPROVEMENTS (CIP No. 10073)
The plans and specifications for the Senior Center Alternate Power Source
Improvements (CIP No. 10073) have been prepared and the project is ready to
be bid.
Motion:
1. Adopt Resolution No. 17-44 approving plans and specifications for the
Senior Center Alternate Power Source Improvements (CIP No. 10073),
and
2. Authorize the City Clerk to advertise and receive bids.

CONSTRUCTION PROJECT AND AUTHORIZING ADVERTISEMENT FOR
BIDS
6. AUTHORIZATION TO PURCHASE SIX TRUCKS AND DECLARATION OF
SURPLUS EQUIPMENT FOR PUBLIC AUCTION
Staff is requesting City Council authorization to purchase four utility trucks, three
pickup trucks, one service van, one 185' boom lift, one street sweeper and one
rotary lawn mower for use by Economic Development, Parks & Recreation and
Public Works. In addition, the City Council is requested to declare certain City
equipment no longer required for public use in accordance with Section 1630a
(2) of the Tustin City Code (TCC) and authorize their sale at public auction.
Motion:
1. Adopt Resolution No. 17-43 authorizing the State of California Department
of General Services to purchase four (4) 3/ ton utility trucks, three (3) mid-
size pickups and a cargo van, from Winner Chevrolet Elk Grove, Ca. in the
amount of $269,173.56 and one (1) rotary mower, from Turf Star, Inc. San
Francisco, Ca. in the amount of $68,270.64;
2. Award the bid for the purchase of one street sweeper to Haaker Equipment
Company in the amount of $339,381.25; and
3. Award the bid for the purchase of one 185' boom lift to Olympic Equipment
Rentals in the amount of $380,613.64; and
4. Declare, in accordance with the Tustin City Code - Section 1630a (2), the
attached itemized list of equipment as surplus and not required for public
use and authorize the sale of the equipment at the next available public
auction, crediting net proceeds to applicable City revenue fund.
RESOLUTION NO. 17-43
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES
OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS
7. ADOPT RESOLUTION NO. 17-47 AMENDING THE FISCAL YEAR 2017-18
CAPITAL IMPROVEMENT PROGRAM TO INCLUDE PROJECTS FUNDED BY
THE ROAD MAINTENANCE AND REHABILITATION ACCOUNT
In order to be eligible to receive new funding under Senate Bill 1 (SB1), the City
is required to submit a Project List to the California Transportation Commission
(CTC) no later than October 16, 2017.

California Transportation Commission for SB 1 funding; and
2. Direct staff to submit the Project List to the California Transportation

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA AMENDING THE FISCAL 2017-18 CAPITAL IMPROVEMENT
PROGRAM AND BUDGET TO INCORPORATE A LIST OF PROJECTS
FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
8. TUSTIN HOUSING AUTHORITY ANNUAL MEETING AND ANNUAL REPORT
Pursuant to the Tustin Housing Authority Bylaws and State of California Housing
Authorities Law of the California Health and Safety Code, the Tustin Housing
Authority is holding an annual meeting and receiving and filing the annual report
for the preceding fiscal year.
Motion: That the Tustin Housing Authority Commissioners take the following
actions:
1. Receive and file the Annual Report for Fiscal Year ("FY") 2016-2017 and
transmit such report to the Tustin City Council.
It is recommended the City Council take the following actions:
1. Receive and file the Housing Authority's Annual Report for FY 2016-2017.
2. Direct that a copy of the Housing Authority's Annual Report for FY 2016-
2017 be filed with the City Clerk and ex -officio Clerk of the City Council of
the City of Tustin and the California State Department of Housing and
Community Development.
9. APPROVAL OF PLANS & SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR THE CLIFTON C. MILLER COMMUNITY
CENTER AUDITORIUM RENOVATION (CIP No. 20079)
This project includes the upgrade of interior finishes in the Clifton C. Miller
Community Center Auditorium.
Motion: That the City Council approve Resolution No. 17-46, approving
specifications for the renovation of the Clifton C. Miller Community Center
Auditorium (CIP No. 20079) and authorizing the City Clerk to advertise for bids.

10. DECLARATION OF SURPLUS PROPERTY
The City has accumulated a quantity of obsolete and/or damaged computer and
other equipment that are no longer usable or required for public use.
Motion:
1. Declare the listed equipment surplus and not required for public use.
2. Authorized staff to sell/have auctioned serviceable equipment of value and
dispose of assets beyond repair.

11. CHEMICAL FREE LANDSCAPE MAINTENANCE PROGRAM
Over the last ten years, the City has incorporated organic products into landscape
maintenance practices. Recently, a request was brought forward to eliminate the
use of chemicals in and around City parks and facilities.

It was moved by Mayor Pro Tem Murray and seconded by Councilmember
Puckett to implement a pilot program consisting of two parks, evaluate the
process and report back to Council prior to the next budget.

12. AUTHORIZATION TO SELL CITY OF TUSTIN-OWNED AFFORDABLE HOME
AT 1345 SUN DIAL DRIVE AT MARKET RATE
The Tustin Housing Authority ("Authority") is seeking authorization to sell a City
of Tustin -owned affordable home at 1345 Sun Dial Drive at market rate.
It was moved by Councilmember Puckett and seconded by Councilmember Clark
that the Tustin Housing Authority Commission:
1. Authorize the sale of the City -owned very low income affordable home at
1345 Sun Dial Drive, located in the Tustin Field II development, at a market
rate price; and
2. Authorize the Housing Authority Executive Director to negotiate a sales
price at the market rate; and
3. Direct the Housing Authority Executive Director to schedule a Closed
Session Meeting when a prospective purchaser is identified in order to
receive Commission approval for the negotiated sale.
Motion carried: 4-0
13. HANGAR 2 CONDITIONS ASSESSMENT AND REUSE STUDY
Below is a summary of the findings, recommendations and preliminary reuse
options from the Conditions Assessment and Reuse Study (Study) for Hangar 2.
Deputy City Manager Matthew West provided a PowerPoint presentation.
Page and Turnball Consultants provided a PowerPoint presentation.
The Council unanimously voted to receive and file the Study and Appendices.
14. PROFESSIONAL SERVICES AGREEMENT WITH PAGE & TURNBULL TO
PERFORM ARCHITECTURAL AND ENGINEERING DESIGN SERVICES

RELATED TO MAINTENANCE, REPAIRS AND VOLUNTARY UPGRADES OF
HANGAR 2
Professional Services Agreement (Agreement) with Page & Turnbull to perform
additional assessment work and begin design work associated with the
Maintenance Recommendations project outlined in the 2017 Conditions
Assessment and Reuse Study of Hangar 2 (Study).
It was moved by Mayor Pro Tem Murray and seconded by Councilmember
Gomez to authorize the City Manager to execute the Agreement with Page &
Turnbull, subject to any non -substantive modifications as may be deemed
necessary by the City Attorney prior to execution.

Attended the League of California Cities Annual Conference in Sacramento; Homelessness
was a hot topic and how its' affecting communities throughout California and the Nation.
September 19
Met with city staff, county mental health staff, and non-profit group staff to discuss the
homelessness issue that occurred in the city's courtyard plaza; discussed what went well,
and what can be done differently in the future; was a good debriefing; moving forward,
meetings on homelessness will occur on a monthly basis; great to partner with the county
and non-profit groups; city staff did a great job addressing the issue.
Wished Mayor Bernstein a speedy recovery from surgery.
Announced the City of Tustin's 90th Birthday Celebration on Sunday, September 24, 2017;
congratulated Communications Manager Stephanie Najera, for her efforts put forward in
having the 90th Celebration advertised in the Orange County Business Journal.

Met with Foothill Regional Medical Center administration staff to discuss their plans for the
facility as well as how they can become more involved in the community.

Attended the Senior Advisory Council meeting in Tustin;
o Discussed the Pasta Fest, which was a great event; a very affordable event for the
seniors and their families.
o Discussed the Senior Center Needs Assessment, which is in its final stages; hope to
get the report fairly soon.
o Recreation Supervisor, Marilyn Buescher shared information on possibly starting a

new program called Home Bound Seniors; the board is currently interviewing ten
people for three open positions on their board.
September 13
Attended the Tustin Chamber of Commerce Monthly Membership Breakfast to honor the
Tustin Officers of the Month; Tustin Unified School District Superintendent Gregory A.
Franklin, Ed.D., provided an update on the schools and encouraged everyone to attend the
State of the Schools Breakfast on September 25, 2017 at Tustin High School; tickets are
available through the Tustin Public Schools Foundation; Dr. Franklin was effusive with his
praise for the City of Tustin and the partnership the Tustin Unified School District has with
building the new high school and middle school at the Legacy.

Attended the Taste of Ten Celebration at the District at Tustin Legacy; very well attended.
September 18
Attended the Senior Advisory Legislative meeting;
o Reviewed primary goals for the upcoming year; speakers were from the Mission Viejo
Senior Center; they discussed their Senior Transportation Program; also had staff
from other Senior Transportation Programs throughout the county in attendance;
would like to pass the information along to the Director of Parks and Recreation,
David A. Wilson and Recreation Supervisor, Marilyn Buescher.
o Office on Aging provided a brief update on the funding of their programs, and how
changes in federal funding may affect the services in Orange County.
o Status report on fourteen bills affecting seniors was also presented; in the bills
included improving senior abuse awareness training, mobile home park residency,
MediCal mandated reporting; and long-term care facilities.
September 19
Recreation Supervisor Marilyn Buescher, reported the city provided food distribution to one
hundred eighteen (118) seniors, twenty (20) residents at the Senior Heritage Apartments,
eighty-two (82) participants at the Tustin Family Youth Center, and forty-eight (48) residents
at Chatham Village Apartments.
Announced on the Senior Resource Fair is scheduled for November 3, 2017 at the Tustin
Senior Center, from 9:00 a.m.-12:00 Noon; County of Orange will be providing flu shots;
recommends seniors to attend the Resource Fair and anyone who cares for seniors and
their families.
Announced Health Insurance Counseling and Advocacy Program (HICAP) will be available
on November 6, 2017 for Open Enrollment from 9:00 a.m.-4:00 p.m.

Attended the Orange County Mosquito and Vector Control Board meeting; press release
was released announcing the yellow fever mosquito; it's presence has increased in Orange
City Council September 19, 2017

County by 330%; this mosquito is known for carrying the Zika virus.

Attended the Miss Tustin Fundraiser Advisory Committee meeting; strategized on publicity
and marketing of the Miss Tustin Scholarship Program.

Attended the Tustin Police Department Promotion Ceremony.

Attended the University of Irvine (UCI) Chancellor's Distinguished Speakers Series to hear
Reverend Jesse L. Jackson his commentary on Charlottesville and the progress on Civil
Rights in the United States.

Participated as an amateur chef in the Tustin Community Foundation, 2017 Chefs Gourmet
at the d'Vine Wine Affair.

o Attended the Tustin Chamber of Commerce Monthly Membership Breakfast to honor
the Tustin Officers of the Month; congratulated the Tustin Officers and Ambassador
of the Month.
o Attended the Children's Health Initiative Orange County Advisory Board meeting.

Attended the Taste of Ten Celebration at the District at Tustin Legacy; congratulated
Director of Community Development, Elizabeth Binsack on receiving an award at the event;
was a great event.
Announced in conjunction with two Houston Councilmembers, was able to start a fund for
city hall employees in Houston affected by Hurricane Harvey; if anyone is interested in

Jeff Blair, Lieutenant Manuel Arzate, and Sergeant Jeremy Laurich on their
promotions.

session was the session on Homelessness in California; a very important topic in California.

Attended the Los Angeles -San Diego -San Luis Obispo (LOSSAN) Rail Corridor meeting.
Announced City of Tustin's 90th Anniversary Celebration on Sunday, September 24th in Old
Town Tustin beginning at 10:00 a.m.
Announced Tustin's State of the Schools Breakfast on September 25, 2017 at Tustin High
School.
Thanked council colleagues for working together to make challenging decisions during the
council meeting.
Announced is looking forward to Mayor Bernstein's return.
