SUBJECT: SENIOR CENTER TRANSPORATION RECEIVES TWO (2) 2017 FORD
STARCRAFT 16 PASSENGER (WITH 2 WHEELCHAIR) BUSSES THROUGH
CALTRANS FTA TRADITIONAL SECTION 5310 PROJECT
SUMMARY:
The Tustin Area Senior Transportation Program applied for the Caltrans FTA Traditional
Section 5310 Projects: Enhanced Mobility of Seniors and Individuals with Disabilities
Grant on December 1, 2014, and was awarded two (2) Class C — Large Duty
Paratransit Busses in January 2015. The process was to take approximately 18-24
months for procurement and the busses have been received.
RECOMMENDATION:
Staff recommends the City Council accept the grant of the two (2) 16 -passenger 2017
Ford StarCraft paratransit busses, maintain the current 2008 Chevy EI Dorado
Paratransit Bus, and release the 2006 Ford E-450 Paratransit Bus.
FISCAL IMPACT:
No cost associated with bus purchases. The only fiscal impact is the cost of regular
vehicle maintenance and following grant reporting procedures to satisfy all requirements
of 5310 grant vehicles.
BACKGROUND:
The Senior Citizen Transportation Program has been conducted by the Parks and
Recreation Department since 1999. In the past, the Tustin Area Senior Center received
retired vehicles from OCTA through a grant program for use by our transportation
program. The vehicles provided by the OCTA were high mileage buses with brief life
spans and substantial operating and maintenance costs. The Senior Center Fund also
raised $61,500 for the purchase of the 2008 Chevy EI Dorado 16 passenger bus from
private donations, fundraising activities, and the TASC Gift Shop. The donation of this
bus to the City of Tustin was accepted by City Council on September 16, 2008.
The Transportation Program provides free door-to-door transportation to Tustin
residents age 55 plus and for persons with disabilities. Days of operation are Mondays
through Fridays from 8:00 a.m. to 4:00 p.m. Pre -registration is required with the Senior
Center. The program provides trips to medical appointments, grocery shopping, and
the Senior Center. It is wheelchair accessible and participants may be accompanied by
afl wassistant. Citizeas interested should call the Senior Center.
