June 20, 1988 by the Tustin City Council, the Community
Development Director has the authority to approve, Code Enforcement
approve with conditions or deny Certification of (714)573-3134

The following findings are required before a Certificate

a. The proposed work conforms to the Municipal Code

and design standards which may be established from (714) 573-3113
time to time by the Cultural Resources Committee.
b. The proposed work does not adversely affect the
character of the District or' Designated Cultural
Resources within the District.
C. The proposed work is harmonious with existing
surroundings. The extent of harmony shall be
evaluated in terms of appropriateness of materials,
scale, size, height, placement and use of a new
building or structure in relationship to existing
buildings and structures and the surrounding
setting.

The Community. Development Department has reviewed the after -the -
fact submittal for the repair of the subfloor of the house and.
front porch, the skirting around the subfloor, the modified porch
columns, the porch lighting, window replacement and partial re-
roofing of the residential structure; and the submittal for the
proposed porch railing and balusters and has.determined that the
proposal is in conformance with the above requirements. The
proposed porch railing and balusters and the after -the -fact
modifications are representative of the types of features commonly
.found on homes of the Victorian era and are appropriate for the
subject building. The proposed.work is hereby approved, subject to
the following conditions:
1. Prior to September 25, 1995, the applicant shall obtain
a building permit for the subject modifications and shall
pay all applicable plan check and permit fees in the
amount of $119.56 for the building permit and $28.32 for
the electrical permit.
2. Prior to final inspection and approval by the Community

5fa�ned,� trellis -style skirting shall be installed beneath the

color of said skirting shall be approved by the Community

3. Prior to the initiation of any future exterior
modifications to the subject residence, three sets of
complete plans, including elevation drawings, shall be
submitted to the Community Development Department. It is
recommended that any available historic photographs of
the residence also be submitted with the plans.
4. Prior to the re -roof of the main portion of the subject
house, the applicant shall obtain a building permit and
shall pay all applicable fees. Said roofing material
shall match the existing roofing material above the front
porch to create a more unified appearance and to help
minimize the number of materials and textures that occur
on the building.

The White House Berries Inn Restaurant and B&B, Route 8 at Route 20. A house rarely reflects the spirit of the -5-t v yr G
owner perfectly, but this breath -of -spring color scheme captures the spirit of its cheery proprietor, Juanita
Bass. People drive from miles around for her soul food and Yankee dinners served with hush puppies, black-
eyed peas, and lots of love.
Juanita spent thirty years buying and selling antiques and raising six children. She still has a little antiques
shop behind the restaurant and says, "I feel I've come a long way since my great-grandfather was a slave in
Virginia. He came north and settled in this area. So here I aml" Her father, Everett Holmes, the first black
mayor in New York State, was elected by write-in votes.
Juanita bought this 1874 Italianate built by Dr. H. Bailey a few years ago and went to work polishing and
primping. She remembered it when there was a sign on the door that read: "White House. Berries for sale." It
was the first house in the village with electricity and indoor plumbing. The original marble mantelpieces, light
fixtures, and grain -painted woodwork have survived. The oldest tulip tree in Oneida County still blooms in the
front yard.
A visit to her daughter in San Francisco inspired the five colors: teal, gray green, mauve, pink, and white. The
next Halloween, a young trick -or -treater came to the door and said, "Hey, lady, I love your house." "Then I
knew I had done the right thing. More and more Victorian homeowners are daring to do what we have done
with colors. We love it."
