CONVERSION OF CARRIAGE HOUSE ACCESSORY BUILDING INTO A GUEST HOUSE

PROPOSAL: The property is improved with an "A" rated Craftsman style main structure and a
"B" rated Victorian — Italianate carriage house, both built in 1880 per the Tustin
Historical Resources Survey. The proposed project involves the conversion of the
existing two-story carriage house into a guest house which includes:
1) Creation of a new bathroom on the ground floor, and
2) Restoring the appearance of the carriage door on the exterior by removing an
aluminum sliding glass door (which'was added at an unknown time), framing in a
wall, and adding decorative paneling on the fagade to resemble a traditional
carriage door.
In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by the Tustin City
Council, the Community Development Director has the authority to approve, approve with
conditions, or deny Certificates of Appropriateness for improvements requiring a City building
permit for property located within a Cultural Resource District.
The Community Development Department finds and determines as follows that for alteration of a
designated cultural resource:
A. The proposed work conforms to the Municipal Code and design standards as established
by the City, in that Zoning Administrator Action 10-006 approved Conditional Use Permit
10-005 authorizing the conversion of the accessory building to a guest house. The
accessory building is in conformance with all applicable development standards for a guest
house in the R-1 (Single Family Residential) Zoning District.
B. The alterations to the carriage house will be consistent with the historic appearance of the
property in that the only exterior alteration to the carriage house involves replacement of
the non -historic sliding glass doors with new decorative panels on the fagade resembling
carriage doors appropriate to the historic style of the house in terms of style, exterior
materials and color. The replacement of the carriage door on the exterior will restore an
historic architectural feature that was previously lost.

C. The proposed work does not adversely affect the character of the District or Designated
Cultural Resources within the District in that the proposed work will enhance the existing
structure by replacing the non -historic sliding glass doors with new decorative panels on
the facade resembling carriage doors appropriate to the historic style of the house in terms
of style, exterior materials and color. The addition of an interior bathroom and exterior
carriage door will not detract from the existing historic structure or the surrounding
setting.
D. The proposed work is harmonious with existing surroundings, in that the guest house is an
existing structure and is designed in a style consistent with the historic structure and the
proposed materials are appropriate for the historic structure.
The proposed work is hereby approved, subject to the following conditions:
I. Prior to the start of any work, the applicant shall obtain a building permit and pay all
applicable plan check and permit fees.
2. The proposed facade paneling and any other replacement or repair of any part of the
existing or new structures shall match the existing exterior materials, finish, and colors of
the existing structure, subject to final inspection by the Planning Division prior to final
permit approval.
I All improvements shall be made as shown on the approved plans, on file with the
Community Development Department, and subject to field verification prior to final permit
approval.
