The site is developed with a single-family residence, a second and third unit, and
a four (4) car garage and two carports. Construction of the 2 -story second unit
was authorized by approval of Design Review 98-013 on April 22, 1999, in
accordance with the development standards of Section 9226(a)(1) as a duplex.
On April 4, 2002, the City of Tustin Community Development Director approved
Design Review 02-003 for the construction of the two-story third unit at the rear
of the subject property at 135 South A Street, located in the Multiple Family
Residential (R-3) zoning district.
The proposed improvements include the remodel of the second floor of the
existing 720 square -foot third unit, demolition of an existing carport roof/deck,
• and a 187 square -foot addition to create a third bedroom on the second floor in
place of the carport roof/deck. The proposed addition would bring the total living
space of the third unit to 967 square feet and add one open guest parking space.
The proposed addition would be similar in scale and massing to the existing
structures on the site. Materials and finishes utilized will match the existing
structures and the character of the Cultural Resources District.
In accordance with Ordinance No. 1001 which was adopted June 20, 1988, by
the Tustin City Council, the Community Development Director has the authority
to approve, approve with conditions, or deny Certificates of Appropriateness for
improvements requiring a City building permit for property located within a
Cultural Resource District.
The Community Development Department finds and determines as follows:
A. The proposed improvements conform to the Municipal Code and any
applicable design standards in that the proposed project meets Zoning Code
and Building Code requirements, and Residential Design Guidelines (Permit
#C2016-0201).
B. The proposed work does not adversely affect the character of the District or
Designated Cultural Resources in the District in that: The addition is
consistent with the existing development on the site and incorporates design
elements consistent with the main structure which is listed in the Tustin
Historical Resources Survey Report as Victorian-Italianate with rating of 5131

(2003 survey) and C (1990 survey). The proposed improvements will utilize
materials, finishes and colors to match the existing development and main
house.
C. The proposed work is harmonious with the existing surroundings in that the
site is already developed with three units, two of which are two stories in
height. The proposed addition is located at the rear of the site,
approximately 125 feet from the front property line, and would not cause a
substantial change in the visual appearance of the site.
The proposed work is hereby approved, subject to the following conditions:
1. Prior to the start of any work, the applicant shall obtain a building permit
and pay all applicable plan check and permit fees.
2. A maximum of three (3) dwelling units shall be constructed and maintained
on the property.
3. A minimum of 100 square feet of private open space per dwelling unit and
900 square feet of common open space shall be maintained on the property
at 135 South A Street. A combination of ground cover, shrubs, and trees
shall be installed in the landscape open space area and maintained in a
healthy, vigorous, and weed free condition at all times.
4. Garages and carports shall be used for parking and storage of vehicles per
Section 9297 of Tustin City Code.
