AWARD OF BID FOR TUSTIN SPORTS PARK BALLFIELD RENOVATION
No. 11
04-02-01
SUMMARY:
The bid opening for the Tustin Sports Park Ballfield Renovation project was held on March 22,
2001. City Council is requested to award the bid to Premier Contractors of Orange in the
amount of $32,000.
RECOMMENDATION:
It is recommended that the City Council:
1. Award the contract for the Tustin Sports Park Ballfield Renovation to Premier Contractors of
Orange in the amount of $32,000 subject to approval of contract requirements by the City
Attorney and execution by the City Manager.
2. Authorize the transfer of $32,000 from the Restricted Capital Maintenance Fund (50-000-
2604/9115) to the Park Development Fund.
FISCAL IMPACT:
Funding for the renovation is being provided through the Restricted Capital Maintenance Fund
(50-000-2604/9115) that was collected from the Cell Site Lease. The contract amount is within
the estimated project budget.
BACKGROUND:
The project includes renovation and grading of three baseball fields, with the addition of soil
amendments, removal of turf and replacement with sod at the skinned area line. The ballfields
have not been renovated since the park was completed in 1995.
At the City Council Meeting on February 20, 2001 Revised Plans & Specifications and
Authorization to Re-Advertise for Bid for the Tustin Sports Ballfield Renovation were approved.
The original Authorization to Bid was approved at the December 18, 2000 City Council meeting.
Due to the fact that the lowest responsible bidder significantly exceeded the project budget, the
Parks & Recreation Department requested that the City Council reject all bids and re-advertise
the project with a reduced scope of work.
SUMMARY:
Sealed bids for the revised scope of work were opened on March 22, 2001. Three bids were
received. The bids were as follows:
Contractor
Premier Contractors
Trugreen Landcare
Mariposa Horticultural
Amount
$32.000
$32,785
$39,813
A reference check of the contractor, a review of the bid documents and a determination that the
contractor possesses a valid contractor's license have been completed. The Risk Manager will
complete a review of the required bonds and insurance certificates. Renovation will begin
pending coordination with sports teams schedules.
