SUMMARY
At the April 2, 2001 Council meeting, an error was made in tabulating Council ballots for
one Parks and Recreation Commission two-year position. Because of the error, one
two-year position remains vacant. It is necessary for Council to cast ballots to fill the
vacancy.
RECOMMENDATION
Pleasure of the City Council.
BACKGROUND
In reviewing City Council votes at the April 2, 2001 City Council meeting for four
vacancies for two-year terms for Parks and Recreation Commission, staff discovered an
error in the ballot tally. The City Clerk indicated that Don Biery had received votes from
Mayor Pro Tem Thomas, Councilmember Bone, and Councilmember Doyle, for a total
of 3 votes. Upon review of the ballots, however, staff discovered that Mr. Biery had
received votes from Councilmember Bone and Councilmember Doyle, or 2 votes.
Mayor Pro Tem Thomas had voted for Todd Ferguson and not Mr. Biery. Because Mr.
Biery did not receive sufficient votes, he cannot be sworn in as a Parks and Recreation
Commissioner. In order to correct the error, City Council will need to cast ballots for
one two-year term. In the event City Council decides to appoint one of the Commission
members who holds a seat with a one-year term to the two-year seat, City Council will
need to appoint someone to fill the vacancy in the one-year seat as well. Applications
of eligible candidates are attached for City Council review.

I am active in my church, whcre I lector (read), and help out with community events such as
Bible Camp. I am a member of Tustin Pride. I am a current Board Member of thc American
Society. of Mechanical Engineers and have been active in the Orange County Sections of many
of the local engineering professional societies. I help out with Science Fairs and have helped the
Future Scientists and Engineers of America with some of their local events. As mentioned
belbre, ] currently serve as the Administering Agency Subcommittee Co-Chair of the Local
Emergency Planning Committee. [ am an active member of the Orange County Linux User
Group where I have successfully co-chaired the Linux Demo Days committee. (Linux Demo
Days has been held at Micro Center in Tustin for the past two years.) [ am also active in the
"Coffee and Computers" group held every Friday at the Senior Center. I am currently president
of my Homeowner's Association.

Computer Operations Manager - Determined yearly needs for international company, budgeted and
directed purchasing of hardware and sofm'are. Directed Computer Operations staff in troubleshooting problems
and resolving queries relating to client and third party, software. Responsible for the implementation of a
heterogeneous network rurming NOX, nELL Netware 4.x and 3.x, Windows 95, and Unix as servers and Windows
3.1, 95 and Macintosh as clients. Developed and coordinated Software Quality Assurance Program and
implemented for multiple pr~ects. Trained personnel in the use of sofrware tools via seminars and direct
training. Implemented multiple Network Operating Systems upgrades and Internet connection.

2000 - present: Naval Weapons Station Seal Beach
Operations Officer (Department/-Icad) for a unit consisting of approximately 60 personnel and served as
the Commanding and Executive Officers on numerous occasions. Awarded the Milita~ Outstanding Volunteer
Service Medal for service in the community. Directly responsible for 1800+ man hours of contr/butory support
and movement of 80,000+ tons &ammunition, and a direct labor savings to the na~T of over $64,000.
1998 - 2000: Assault Craft Unit Five
Repair officer for the R1 division of Naval Reserve Assault Craft Unit Five. Provided leadership to
over 40 enlisted personnel responsible for repairing and upgrading Landing Craft Air Cushion (hovercraft).
Directly responsible for over 2300 man-hours of contributor), support to the active Na~.w' w/thin the past year.
During this time, the division saw a dramati~ increase in promotions and in-rate capabilities. A 91% passing
rate for all individuals in these shops who took the last Navy-wide exam. Three of these individuals were the
only individuals promoted within their job classification in the entire Naval Reserve. While sen, lng at ACU-5,
the unit also earned the prestigious Leo V. Bilger award.
