APPROVAL OF PERMIT PARKING AND ORDINANCE NO. 1236 AMENDING
CITY CODE SECTION 5331n TO DESIGNATE CLOVERBROOK DRIVE FOR
PARKING BY PERMIT ONLY
SUMMARY
The residents on Cloverbrook Drive have expressed concerns regarding an overflow of on-street
parking from adjacent apartments on Mitchell Avenue. These residents have requested the City
to establish overnight on-street permit parking and add Cloverbrook Drive to the existing streets of
Heatherfield Drive and Sandwood Place as a designated on-street permit parking zone.
RECOMMENDATION
It is recommended that the City Council approve the request for permit parking on Cloverbrook
Drive and have first reading by title only and introduction of Ordinance No. 1236 to amend City
Code Section 5331 (n) to designate CIoverbrook Drive with on-street parking by permit only.
FISCAL IMPACT
It is estimated that the cost to install permit parking signs on the subject street is approximately
$2,000.00. Funds are currently available in the Public Works/Engineering Division and Field
Services Division operating budgets to accommodate this work.
BACKGROUND
In April 2001 the City received a petition from Mr. Jack Schafer of 14352 Cloverbrook Drive
indicating resident's concern with the on-street parking of vehicles overflowing from the apartment
complexes on Mitchell Avenue in the area of the subject street. The petition further requested that
the City investigate the possibility of designating CIoverbrook Drive with on-street parking by
permit only. The subject street is located northeast of Walnut Avenue and southeast of Sandwood
Place (see attached exhibit).
Mr. Schafer has provided signatures (attached) of all residents on Cloverbrook Drive in support of
establishing overnight permit parking on the subject street.

DISCUSSION
Section 5331 (n) of the Tustin City Code currently provides for parking by permit only on
Heatherfield Drive and Sandwood Place between Mitchell Avenue and Cloverbrook Drive, Rosalie
Place and Quent Drive and, more recently, on Cindy Lane and Letty Lane. The residents on
those streets are issued special parking permits, at no charge to them, for their personal use as
well as their guests by the Tustin Police Department to park on the streets between the hours of
2:00 a.m. and 6:00 a.m. seven (7) days a week. Permit parking on CIoverbrook Drive would
expand the existing permit parking on Heatherfield Drive and Sandwood Place and be consistent
with other previous permit parking areas established by the City since the implementation of the
first permit parking program in 1987.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AMENDING TUSTIN CITY CODE SECTION 5331n TO
DESIGNATE CLOVERBROOK DRIVE FOR PARKING BY PERMIT
ONLY
The City Council of the City of Tustin. California does hereby ordain as
follows:

The City Council hereby finds and determines as follows:
WHEREAS. the City has received numerous complaints regarding the
on-street parking of vehicles overflowing from apartments and condominiums
within the City; and
WHEREAS, the City Council has determined that the most appropriate
method of managing the problem of overflow street parking in residential
areas would be the implementation of a "Parking by Permit Only" system
during certain hours for residents of those streets.
NOW, THEREFORE, the City Council of the City of Tustin, California
does hereby further ordain that Section 5331n of the Tustin City Code be
amended as follows:
SECTION 5331 STOPPING. STANDING OR PARKING RESTRICTED
OR PROHIBITED ON CERTAIN STREETS.
n Parking by Permit Only
The following area(s) have been designated to require a special parking
permit to park vehicles on the streets between the hours of 2:00 a.m. and
6:00 a.m., seven (7) days a week.
