AWARD OF CONTRACT FOR CONSTRUCTION OF THE IRVINE
BOULEVARD/NEWPORT AVENUE INTERSECTION ENHANCEMENT
PROJECT (CIP NO. 7118)
SUMMARY
Bids for this project have been received and a construction contract is ready to be awarded.
The proposed project will widen the intersection of Irvine Boulevard/Newport Avenue and all
approaches to the intersection. Irvine Boulevard will be widened to its six (6) lane Major
Arterial designation, and Newport Avenue will be widened to six (6) lanes at the intersection
to accommodate projected traffic volumes.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Irvine
Boulevard/Newport Avenue Intersection Enhancement Project (CIP No. 7118) to Sequel
Contractors, Inc., of Santa Fe Springs, California, the lowest responsible bidder, in the
amount of $2,932,799.60, and authorize the Mayor and the City Clerk to execute the
contract documents on behalf of the City.
FISCAL IMPACT
The City's Capital Improvement Program (CIP) Budget for FY 2004-2005 provides funding in
the total amount of $3,949,751 for this project. Certain construction improvements are
related to right-of-way acquisition and these costs will be expended from the budgeted
($748,620) right-of-way funds. The total budgeted project funds are sufficient to cover
construction, construction contingencies, construction administration/engineering support,
inspection/surveying costs and material testing.
Current project funding for right-of-way acquisition, construction, and contract administration
phases of the project are comprised of Measure "M" Turnback funds, Measure "M"
Competitive funds, and Gas Tax funds, including Proposition 111 Gas Tax Funds.

BACKGROUND
Bids for the Irvine Boulevard/Newport Avenue Intersection Enhancement Project were
opened on July 1, 2004. There were five (5) bids received and the results are summarized
as follows:

Hillcrest Contracting, Corona ......................................................... $2,955,905.80
RJ. Noble Company, Orange ........................................................ $3,055,721.14
Palp, Inc., DBA Excel Paving Company, Long Beach.................... $3,350,689.50
All American Asphalt, Corona ........................................................ $3,486,308.32
The low bid for the project is approximately 0.08% higher than the engineer's construction
estimate of $2,930,343. The references and the State Contractor's License for Sequel
Contractors, Inc. have been checked and are appropriate for the project.
