SUMMARY
Final Parcel Map 2003-169 is a request to subdivide a 3.518 acre site located at 15151
Woodlawn into one (1) parcel for condominium purposes to accommodate the
development of a 57,161 square foot condominium office complex. On August 11,
2003, the Planning Commission recommended that the City Council approve Tentative
Parcel Map 2003-169 and on August 18, 2003, the City Council approved Tentative
Parcel Map 2003-169 by adopting Resolution 03-107. All conditions have been fulfilled
and the final map may be approved and recorded. (Owner/Applicant: Werdin
Corporation)
RECOMMENDATION
That the City Council adopt Resolution No. 04-66 approving Final Parcel Map 2003-169.
FISCAL IMPACT
The Final Parcel Map is an applicant-initiated project. The applicant has paid the
applicable fees for the processing of this map.
BACKGROUND
On August 11, 2003, the Planning Commission held a public hearing and adopted
Resolution No. 3890 recommending approval of Tentative Parcel Map 2003-169 to the
City Council and on August 18, 2003, the City Council adopted Resolution No. 03-107
approving Tentative Parcel Map 2003-169.
DISCUSSION
The 3.518-acre project site is near the State Route (SR)-55 Freeway, and primary
access to the site is provided from the SR-55 via Edinger Avenue, Redhill Avenue, and

Industrial Drive (Attachment A - Location Map). The area surrounding the site is
comprised largely of light industrial and office uses. The site is designated by the
Pacific Center East Specific Plan (PCESP) as "Office Center" and is located within
Planning Area 8 of the PCESP, which provide for the development of corporate,
professional, and general offices with limited supporting commercial uses. The project
involves the construction of eleven (11) tilt-up buildings to accommodate office uses
under individual condominium ownership; the project proposal complies with all
development standards.
Final Parcel Map 2003-169 would subdivide Lot 2 of Lot Line Adjustment 03-002 into
Parcel 1 for condominium purposes to accommodate the office complex development.
Final Parcel Map 2003-169 would allow for individual ownership for each building with
shared common areas (i.e. parking areas, landscape areas, ingress and egress, etc.).
The Public Works/Engineering Department has reviewed Final Map 2003-169 and has
determined that the map is in substantial conformance with the City Council's approval
of Tentative Parcel Map 2003-169 and all applicable regulations. Staff recommends
that the City Council approve Final Parcel Map 2003-169, subject to final approval of the
City Engineer and the City Attorney prior to recordation.

1/88) FOR CONDOMINIUM PURPOSES TO ACCOMMODATE
THE DEVELOPMENT OF ELEVEN (11) OFFICE BUILDINGS
AT 15151 WOODLAWN AVENUE.
The City Council of the City of Tustin does hereby resolve as follows:
I.
The City Council finds and determines as follows:
A.
That Final Parcel Map 2003-169 is a request to subdivide a 3,518-acre
site, Lot "2" of Lot Line Adjustment 03-002 (portion of Lot 66, Block 10,
Irvine Subdivision, M,M. 1/88), located at 15151 Woodlawn Avenue, for
condominium purposes to accommodate the development of eleven (11)
office buildings totaling 57,161 square feet;
B,
The Planning Commission recommended that the City Council approve
Tentative Parcel Map 2003-169 on August 11, 2003, and the City Council
approved Tentative Parcel Map 2003-169 on August 18, 2003;
C.
The proposed subdivision is in conformance with Tentative Parcel Map
2003-169 and the Tustin Area General Plan, Pacific Center East Specific
Plan, Tustin Zoning Code, State Subdivision Map Act, the City's Subdivision
Code, and has been determined to be consistent with the Air Quality Sub-
Element;
D.
The site is physically suitable for the type of development proposed;
E.
The design of the proposed improvements is not likely to cause substantial
environmental damage or substantially and avoidably injure fish or wildlife in
their habitat;
F.
The types of improvements proposed are not likely to cause public health
problems;
G.
All easements necessary to support the development have been shown
on the map; easements for public waterline, fire protection access, and
driveway access will be established with the recordation of the final map;

Final Parcel Map 2003-169 is Categorically Exempt (Class 15) from the
provisions of the California Environmental Quality Act pursuant to Section
15315 of Title 14, Chapter 3 of the California Code of Regulations
(Guidelines for the California Environmental Quality Act),
II.
The City Council hereby approves Final Parcel Map 2003-169 to subdivide a
3,518 acre site, identified as Lot "2" of Lot Line Adjustment 03-002 (portion of
Lot 66, Block 10, Irvine Subdivision, M.M, 1/88) and located at 15151
Woodlawn Avenue, for condominium purposes to accommodate the
development of eleven (11) office buildings totaling 57,161 square feet, subject
to final review and approval by the City Engineer and the City Attorney prior
to recordation.
