HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION TO FILE THE NOTICE OF COMPLETION FOR THE ANNUAL MAJOR MAINTENANCE PROJECT, FY 2003 - 2004 (CIP NO. 7001), AND THE ANNUAL SIDEWALK REPAIR PROJECT, FY 2003 - 2004 (PROJECT NO. 402-6235) SUMMARY Construction of the Annual Major Maintenance Project, FY 2003-2004 (CIP No. 7001), and the Annual Sidewalk Repair Project, FY 2003-2004 (Project No. 402-6235) have been completed to the satisfaction of the City Engineer and are now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 04-65 accepting the Annual Major Maintenance Project, FY 2003-2004 (CIP No. 7001), and the Annual Sidewalk Repair Project, FY 2003-2004 (Project No. 402-6235), and authorizing the recordation of the Notice of Completion, and direct the City Clerk to: 1. Release the Labor and Materials Bond not sooner than thirty-five (35) days after the date of recordation of the Notice of Completion; and 2. Release the Faithful Performance Bond not sooner than one year after the date of recordation of the Notice of Completion; and Assuming no claims or stop payment notices are filed, it is further recommended that thirty- five (35) days after the date of recordation of the Notice of Completion, the City Council authorize payment of the final 10% retention in the amount of $59,482.17 to Sequel Contractors, Inc. The total final construction contract cost for the project is $594,821.66. FISCAL IMPACT The final construction contract cost for the Annual Major Maintenance Project is $450,446.77. It was funded by $402,946.77 from the City's Capital Improvement Program (CIP No. 7001) and $47,500.00 from the Engineering Division's Street/Alley Repair Program Operating Budget (Project No. 402-6245). Acceptance of Public Improvements and Authorization to File the Notice of Completion for the Annual Major Maintenance Project, FY 2003-2004 (CIP No. 7001), and the Annual Sidewalk Repair Project, FY 2003-2004 (Project No. 402-6235) July 19, 2004 Page 2 The final construction contract cost for the Annual Sidewalk Repair Project is $144,374.89. It was funded by $138,374.89 from the Engineering Division's Annual Sidewalk Repair Operating Budget (Project No. 402-6235) and $6,000.00 from the Engineering Division's Street/Alley Repair Program Operating Budget (Project No. 402-6245). Project construction along with design and construction management has increased the City's infrastructure assets by $691,661.00. The increased infrastructure valuation will be added to the City's infrastructure inventory as required by Statement 34 of the Governmental Accounting Standards Board (GASB 34). Detailed cost information is shown on the attached GASB 34 Infrastructure Inventory Valuation Form. BACKGROUND AND DISCUSSION The construction of the Annual Major Maintenance Project (CIP No. 7001), and the Annual Sidewalk Repair Project (402-6235) were completed on June 24, 2004. Both of these projects are part of the City's ongoing Maintenance of Effort (MOE) requirement to maintain eligibility for Measure M funding.
