SUBJECT: AUTHORIZE PUBLIC WORKS TO PURCHASE AND INSTALL BIOCLEAN
ENVIRONMENTAL SERVICES WATER QUALITY DEVICES CIP 50036
SUMMARY
Staff is requesting City Council to authorize Public Works to contract with BioClean Environmental
Services to purchase and install water quality devices for Phase 6 of the Citywide Catch Basin
BMP's Project CIP 50036.
RECOMMENDATION
It is recommended that the City Council authorize the City of Tustin to use, purchase and install
108 water quality devices at various locations throughout the City for Phase 6 of the Citywide
Installation of Catch Basin BMP's Project CIP 50036.
FISCAL IMPACT
Sufficient funds are budgeted and appropriated in the Citywide Installation of Catch Basin BMP's
Project CIP 50036 for Phase 6 of the program, comprised of $169,556 grant under the Orange
County Transportation Authority's (OCTA) M2 Environmental Cleanup Program and $42,390 in
City matching funds from the M2 "Fair Share" program.
CORRELATION TO THE STRATEGIC PLAN
The installation of the catch basin screens contributes to the fulfillment of the City's Strategic Plan
Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy
#3(b), which among other items, is to ensure continuous maintenance and improvement of flood
control facilities.
DISCUSSION AND BACKGROUND
The OCTA M2 Environmental Cleanup Program is a grant program dedicated to protecting Orange
County beaches and waterways from the conveyance of urban runoff associated with
transportation generated pollution. A minimum local match of 25% is required as part of the grant.
The program distributes funds on a competitive basis for the purchase and installation of Best
Management Practices (BMPs) such as catch basin inserts and screens. OCTA has established
seven rounds of funding to assist cities in meeting goals for controlling transportation generated
pollution as required by the City's National Pollutant Discharge Elimination System (NPDES)
permit. There have been seven previous rounds of successful funding. The City was awarded one
grant for Red Hill/Barranca retention basin water quality enhancements, four grants to purchase
and install catch basin inserts and retractable screens, one grant to replace the irrigation system
on First Street and Irvine Boulevard, and one grant to install advance stormwater biofiltration units
(modular wetlands).

In an effort to aid municipalities using these funds, the County of Orange entered into a Master
Agreement with vendors to provide and install water quality devices. Through the County's Master
Agreement, prices with each vendor have been established and terms and conditions have been
approved. BioClean Environmental Services is currently not a part of the County's Master
Agreement but has pledged to honor the volume based prices (economies of scale) they provided
under the previous Master Agreement. Under this proposal, BioClean will reduce the cost 27%.
The Cities of Huntington Beach and Brea have both approved the use of BioClean under these
terms.
Currently there are 1,231 public Catch Basins in the City of Tustin. The State Water Resource
Control Board recently adopted regulations that require every city to install 100% full capture trash
devices within catch basins. The BioClean Round Curb Inlet Basket is currently the only approved
catch basin curb inlet insert that meets the State's new requirements. Under the State's new
requirements there are 135 catch basins left in the City that will need to be retrofitted with a full
capture device. In addition, the M2 Grant requires that these BMP's must be installed by the end
of this fiscal year.
The City has used BioClean Environmental Services to provide and install catch basin devices in
the past and they have proven to be a reliable and efficient contractor. The City currently has 50 of
the High Capacity Curb Inlet Baskets installed at various locations. It is therefore recommended
that the Council approve the use of BioClean Environmental Services to purchase and install the
108 Round Curb Inlet Baskets as part of the Citywide Installation Catch Basin BMPs Project CIP
50036. Staff will apply for additional grant funding during the next call for projects to retrofit the
remaining catch basins.
