SUBJECT: CONDITIONAL USE PERMIT (CUP) 2017-15 - ST. JOSEPH HOSPITAL
OF ORANGE MENTAL HEALTH OUT-PATIENT CRISIS SERVICE
FACILITY
DISCUSSION:
At the September 26, 2017 Planning Commission meeting, the Planning Commission
held a public hearing and took public testimony relative to the proposed use. At the
conclusion of the public hearing, the Planning Commission requested additional
information from the applicant to better understand the use and its operations and the
public hearing was continued until October 10, 2017, The public hearing was
continued again from October 10, 2017 to November 14, 2017 due to lack of a quorum.
On November 1 , 2017, the applicant submitted letters withdrawing CUP 2017-15.
These letters are attached for reference as Exhibit A,

Dear Mayor Bernstein:
On behalf of the local team here at St.Joseph Hospital of Orange led by Jeremy Zoch, I would like to extend my most sincere
appreciation and heartfelt gratitude for the time, effort and commitment displayed by you, your City Council colleagues, as
well as Chief Celano, your City Manager Jeff Parker and all of the dedicated staff at the City as it pertains to our recent team
effort to locate a Crisis Stabilization Unit in Tustin.
We are disappointed that a decision was made to site this critically needed facility in another jurisdiction, as we strongly
believe that this decision was made without knowledge of the due diligence done by EVERYONE at the City of Tustin and the
St. Joseph Hospital of Orange relative to this proposal. That said, we are both wiser for the experience and richer for the
opportunity to have met and worked with so many talented and devoted elected and appointed officials along with your
amazing City personnel.
We look forward to an opportunity to work collaboratively with you on a future project; please do not hesitate to reach out to
me or anyone here at St. Joseph if we may ever be of service to you or your peers.
