DISCUSSION: The following report provides a summary of projects and activities since the last summary of projects report was presented at the July 11, 2017, Planning Commission meeting. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items which may be of interest to the Commission. Old Town Updates: • Bardot Bars & Coffee (662 EI Camino Real): A new coffee and ice cream shop has opened within - the former Snow Station tenant space in EI Camino Plaza. • Chaak Restaurant (215-217 EI Camino Real): On October 25, 2016, the Planning Commission approved a request to expand the existing office building, converting it to a restaurant called Chaak, establishing a Type 47 ABC license at the location, and incorporating a space for outdoor seating. Tenant improvements for the new restaurant continue to progress at the site. Interior tenant improvements are currently in progress at the site. Sixth Street): This new residential community will feature 140 new homes with amenities such as a pool, clubhouse, and a new mini-park. The mini-park will be available for use by the public. Escrow has now closed on the property, which is owned by Taylor Morrison. A Street): On February 28, 2017, the Planning Commission approved a request by Habitat for Humanity to construct two (2) detached condominium homes to be set aside for veterans and their families, and a groundbreaking for the site was held on October 23, 2017. • Tustin's 90th Anniversary Celebration & 3rcl Annual Totally Tustin Food and Wine Festival (Old Town Tustin & Civic Center Plaza): On September 24th, the City of Tustin held a celebration for its 90th Anniversary. The activities involved a street-fair concept in the Old Town area with food vendors, displays, live music, various presentations, and other activities. The bronze bust which has been fabricated of the City's founder, Columbus Tustin, was unveiled during the event. The bust will be permanently located at the northeast corner of Main and El Camino Real. The same evening, the Chamber of Commerce, in conjunction with the City of Tustin, hosted the 3rd Annual Totally Tustin Food and Wine Festival event, within the Civic Center Plaza. „ n 00 tell, rtx 4 L, a 5 4 ................................................... Spice & Tulips also has a location within the Union Market at The District. p.rt n - r Spice &Tulips is now open in Old Town Tustin Planning Commission Report Summary of Projects November 14, 2017 Page 5 • Downtown Commercial Core Plan: During 2017, the City of Tustin is developing a planning document which will facilitate a greater understanding and "sense of place" for the traditional center of Tustin; define strategies to enhance Old Town; create a pedestrian oriented community; revitalize the City's commercial core; protect community resources; improve connectivity and access roads; and, attract new businesses. Improvements for Main Street are currently under design, which includes narrowing the entryway into Old Town. EI Camino Real is also being evaluated looking at various traffic calming measures, as well as incorporating more outdoor seating and parklets. Parking options for the area are also being evaluated. Staff anticipates bringing a draft of the plan forward to the City Council and Planning Commission within the next six (6) months. Tustin Legacy-Updates: • Greenwood in Tustin Legacy(250 Downs Road): A total of 375 detached homes are being built by CalAtlantic Homes. Construction of the homes continues to progress, and to date, 351 homes have been completed with 24 homes currently in progress. Permits for construction of all 375 homes have now been issued. Area shown in is yellow is currently in progress Planning Commission Report Summary of Projects November 14, 2017 Page 6 • Veterans Sports Park (Valencia Avenue): This approximately 30-acre park is designed as a community/sports park and will accommodate large group activities and offer a wide variety of facilities including: Four(4) lighted soccerfields; three (3) lighted ball fields; four (4) lighted tennis courts; two (2) lighted basketball courts; two (2) lighted sand volleyball courts; eight (8) lighted pickleball courts; a skate park; and, a veterans memorial. The veteran's plaza and memorial area, designed as a place of honor, will be located at the west side of the park. The City Council has approved the contract for grading of the park, and a groundbreaking is anticipated to occur for the park on November 21, 2017. • Flight at Tustin Legacy — formally Cornerstone 1 (Barranca Parkway/Red Hill Avenue): This development proposal includes a variety of uses such as: Creative office uses; a food hall; and, conference center including a connection into Tustin Legacy Park. The groundbreaking for Flight has taken place and the project is now underway. The park incorporates the Barranca Detention Basin within its concept plan, and is proposed to include direct linkages to the Flight project, mentioned below. Phase I of the park construction, which involves the detention basin, is complete. Phase 11 of the project is anticipated to begin concurrently with the Flight project. Planning Commission Report Summary of Projects November 14, 2017 Page 7 • Tustin Legacy Monument Sign (Barranca Parkway/Red dill Avenue): Installation is complete for the new Tustin Legacy monument sign which will be located on the corner of Barranca Parkway and Red Hill Avenue, adjacent to Tustin Legacy Linear Park. • Legacy Magnet School (Tustin Ranch RoadNalencia Avenue): At the City Council's Meeting on October 3, 2017, Tustin Unified School District representatives provided a presentation as an update on the progress of the design of Legacy ......................... Magnet School. The school is proposed to open as Tustin Legacy monument sign a magnet school, focusing on "TIDE" (Technology, illuminated at night Innovation, Design, Entrepreneurship), which is a business-oriented program for the students. The architecture was described as pulling from the design of the existing hangar and overall theme of the Tustin Legacy area. Rough grading is complete at the site. The school is anticipated to open in the year 2020, and may have an overall student capacity of 1,400. All �. ........................................................... Planning Commission Report Summary of Projects November 14, 2017 Page 8 • The Village at Tustin Legacy (Kensington Park Dr. 1 Edinger Avenue). Construction continues for The Village at Tustin Legacy, which includes 248,292 square feet of non-residential uses comprised of two (2) major components including- A retail center with grocery store, pharmacy, childcare, food service, and general retail uses along Valencia Avenue and Kensington Drive; and, a medical plaza with a medical center, an acute care hospital/rehabilitation facility, and medical office/retail buildings fronting Kensington Park Drive and Edinger Avenue. A few of the tenants in the new shopping center include: Stater Bros; CVS Pharmacy; Bank of America; Hoag; Dunkin' Donuts; Burger Boss; Board & Brew; Pizza Press; and a daycare which is nearing completion. The Village had a grand opening on October 28, 2017. The medical buildings will be completed at a later date. Planning Commission Report Summary of Projects November 14, 2017 Page 9 • New Army Reserve Center (Red Hill AvenueMarner Avenue): The U.S. Army will be relocating from their current Army Reserve Center located on Barranca Parkway adjacent to The District shopping center, to the future location at the north east comer of Red Hill Avenue and Warner Avenue. Construction is nearly finalized on the new building. • Levity in Tustin Legacy (Tustin Ranch RoadlVictory Road): An application is under review for the development of a new 218-unit residential community by CalAtlantic Homes, on an approximately 20-acre lot, bounded by Tustin Ranch Road, Victory Road, future Moffett Drive, and Park Avenue. This project features three (3) new neighborhoods: Fleet at Levity — townhomes; Velocity at Levity — flats; and, Icon at Levity — single family homes. The project is anticipated to be considered by the Planning Commission and City Council in Fall/Winter 2017. .., , k N1 Fleet(top) I Velocity(middle) I Icon (bottom) • Joon's Shabu Shabu (2453 Park Avenue): A new Shabu Shabu restaurant will open soon in The District next to Mobtown Pizza in the AMC Courtyard area. • The Halal Guys (2883 Park Avenue): A new restaurant featuring gyros, chicken and rice, and other Middle Eastern menu items is now open in former Pinkberry location in The District. Planning Commission Report Summary of Projects November 14, 2017 Page 10 • UnionRyde (2471 Park Avenue): An application has been submitted for tenant improvements to an existing retail space within The District, which will open as a new spin studio. • Bar Louie Restaurant (2467 Park Avenue): Plans are r under review for tenant improvements to the former Panera Bread space in The District, converting it into a Bar Louie NIONRY, cum Restaurant. Tenant improvements to the site are anticipated to commence soon. SOON il�i9Y s 5i� Tenant improvements are progressing at UnionRyde(top) and Bar Louie (left) • U-Code (2207 Park Avenue): Plans are anticipated to be submitted soon to the City for a new coding academy which offers tutoring and STEAM-based courses for children. • Pressed Juicery(2348 Park Avenue): A new cold-pressed juice shop will be opening in the former Juice it Up location in The District. • Prego (2409 Park Avenue): This new restaurant, with a Mediterranean inspired menu, is anticipated to open in November 2017 in the former Bluewater Grill location in The District. Prego is relocating from their former location, which was in the City of Irvine. • Cinnaholic (2423 Park Avenue): A new vegan cinnamon roll shop, which was featured on Shark Tank, will be opening in the former Bowlology location within The District Promenade area. • Utopia Cafe (2489 Park Avenue): This European cafe serving lunch and dinner will be opening in the former Peets Coffee location. Other Updates: • New Bakery (528 E. First Street): Plans for a new bakery/deli shop within Larwin Square have been approved, and permits are anticipated to be issued for tenant improvements in the near future. • New Retail Space (2999 EI Camino Real): Construction is well underway for a new retail building to be constructed within The Market Place next to Loft. There are anticipated to be four (4) new tenant spaces within the building. This workshop aimed to gather feedback from residents and stakeholders regarding the refined Specific Plan boundaries. The workshop also looked for input regarding potential future types of land uses, activities, and improvements. Further information is available on the City's website: www.tustinca.org. Planning Commission Report Summary of Projects November 14, 2017 Page 12 • Del Taco (13742 Red Hill Avenue): Plans are currently under review by City staff for construction of a new Del Taco along Red Hill Avenue near San Juan Street. • 85°C (1100 Irvine Boulevard): Tenant improvements are underway, to establish a new 85°C bakery, within an existing space in the Tustin Heights Shopping Center, were recently submitted and are under review by City Staff. • Ha Long Bay Pho & Grill (13152 Newport Avenue, Suite #A): ' A new Vietnamese pholgrill restaurant is now open within Packers Square. • The Hive (formerly Elegant Hive) (13544 Newport Avenue): The Hive floral design studio and gifts, has relocated from its former location in Old Town Tustin, to an existing tenant space offSign announcing of Newport Avenue and Main Street. This bakery specializes in cookies, strudels, danishes, and Swedish princess cakes. They are anticipated to open in their new location before the end of the year. • TAPS Brewery and Barrel Room (15501 Red Hill Avenue, Suite 100): Plans have been submitted into plan check for TAPS to open a brewery and barrel room in an existing warehouse space. The use will include a 1,900 square foot tasting room, a dedicated food truck on site, as well as entertainment. ........................................................................................................................................ The two (2) categories are industrial and commercial and are separated into high, medium, and low priority. Each year, City staff conducts inspections based on the priority of a project. o Industrial NPDES Inspections: During the 2017-18 fiscal year, City staff is focusing on high and low priority inspections. Staff anticipates completing nine (9) high priority and fifty-five (55) low priority inspections for this fiscal year. o Commercial NPDES Inspections: This year, City staff is focusing on high, medium, and low priority inspections. Staff anticipates completing eleven (11) high priority, one (1) medium priority, and eleven (11) low priority inspections for the 2017-18 fiscal year. Planning Commission Report Summary of Projects November 14, 2017 Page 15 The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WQMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The WQMP is required to include Best Management Practices(BMPs)for source control, pollution prevention, and/or structural treatment BMPs. o WQMP's: There are 137 properties that have a WQMP in place, Of those 137 properties, 22 are public projects. There are 11 WQMP's currently under review by staff. Public Works Department Updates (Public Improvements) • Detention Basin Landscaping and Water Quality Installation at the Corner of Red Hill Avenue and Barranca Parkway (CIP No. 54038): This ecological park facility, including a detention basin, is currently in the "plant establishment and maintenance period." The acceptance of the project for completion is anticipated to take place at the end of November 2017. r • Park Avenue Improvement Project Management and Design (CIP No. 74233): In order to improve traffic flow within The District, improvements are planned along Park Avenue and include the widening of the south side with the addition of one (1) lane between District Drive and Warner Avenue and also improvements just west of District Drive and .................................................. just east of Tustin Ranch Road. Linear Park The bid process is underway with construction """ ""'"'... anticipated to begin in early 2018. • Traffic Equipment Upgrades/ Replacements, (CIP No. 40084): Funds are being used for upgrading or replacing outdated traffic signal equipment including but not limited to the replacement of deteriorating internally Illuminated Street Name Sign (1SNS) panels at signalized intersections and updating ISNS fluorescent lamps to LED. This project is currently in progress. Planning Commission Report Summary of Projects November 14, 2017 Page 16 • Simon Ranch Reservoir, Booster Pump Station and Pipeline Replacement Project (CIP 60114): The project is located at the intersection of Valhalla Drive and Outlook Lane in North Tustin. The project will replace the existing buried, gunite lined, earthen reservoir with a new circular, pre-stressed concrete tank. The project will also replace the existing booster pump station and approximately 1,600 feet of pipeline feeding the new pump station and reservoir. The environmental phase is complete and the project is currently in the final design phase. Construction is anticipated to begin in Spring 2018. The project is funded with 2013 Water Bond Funds. • Peters Canyon Channel Widening (CIP 50040): Design engineering is underway with the expected construction to begin in Spring 2018. • Moffett Drive bridge construction over Peters Canyon Channel (CIP 70224): Demolition of the existing bridge has been completed and construction of the new bridge has begun. The bridge work is anticipated to be ww complete in Fall 2018. x , • Victory Road Extension (CIP 70221): Construction has begun on this roadway extension running from Red Hill Avenue to Armstrong Avenue, and is anticipated to be complete by the end of November 2017. • Red Hill Avenue Widening and Median Improvements (CCP 70226, 70227, and -F 70197). This project involves the widening of ''w the northbound side to implement a fourth lane and install a raised median to reduce driveway cross traffic movement on Red Hill Avenue from "` ''" 'r�ny Dyer Road/Barranca Parkway to Edinger Avenue. At the City Council's meeting on June 20, 2017, the award of contract was given to All-American Asphalt for this project, and construction is anticipated to begin shortly. Planning Commission Report Summary of Protects November 14, 2017 Page 17 • Veterans Sports Park at Tustin Legacy (CIP 20043): Design is currently underway on this 32 acre park bounded by Lansdowne Road, Valencia Avenue, and Severyns Drive. Amenities include sports fields, lighting, game courts, a skate plaza, a veterans memorial, picnic areas, restroom building, a tot lot, and a parking lot. CKKWorks has been selected as the construction management firm for this project, and is currently conducting a constructability review of the plans. The grading contract has been awarded to Sukut Construction and is anticipated to begin in November 2017. • Main Street Improvement Project (CIP 40087): The improvements on Main Street within Old Town are intended to create a more pedestrian and bicycle-friendly environment with traffic calming features and to create a strong entrance into Old Town with the inclusion of a gateway entry sign. This project also includes proposed improvements on EI Camino Real at various locations to facilitate outdoor gatherings and events. The project is currently in the final design phase. Construction is anticipated to begin in 2018. This project is funded by a federal Bicycle Corridor Improvement Program (BCIP) grant and administered by OCTA. • Wayfinding Signs for Parking in Old Town: An analysis is being carried out to determine better signage for public parking areas including additional wayfinding signs and more visible parking lot monument signs. Changes to be implemented in the near future. • Tustin Ranch Road and EI Camino Real (CIP No. 70239): Using mitigation funds from The Irvine Company's Lower Peters Canyon Specific Plan (Irvine Planning Area 4 known today as West Irvine), improvements to the westbound approach at the intersection will be designed and constructed PUBLIC including dual left-turns, dual thru lanes and an PARKING Irk) exclusive right-turn lane. The eastbound approach will also have an exclusive right-hand turn lane. The design work for the project has recently been awarded to Michael Baker International with construction anticipated to begin in Summer 2018. .....................,.............................. Current wayfinding signage in Old Town Tustin Planning Commission Report Summary of Projects November 14, 2017 Page 18 Roadway Rehabilitation & Sidewalk Repair(CIP No. 70016): This project includes the removal and replacement of damaged curbs, gutters, and sidewalk, and replacement of non-conforming ADA access ramps adjacent to new asphalt improvements. It is bounded by the city limit to the north, Browning Avenue to the west, the 1-5 freeway to the south, and the city limit to the east. At their meeting on June 20, 2017, the City Council approved the award of contract to Palp, Inc. dba Excel Paving Company for the roadway rehabilitation and sidewalk repair project. Construction has begun on this project, and is anticipated to be complete by the end of November 2017. TV , t a 4r y, .y p$l Sidewalk repairs have been completed along First Street and Newport Avenue EI Camino Real Modification at Jamboree Road to Add a Second Eastbound Left-Turn Lane (CIP No. 70238): This project is comprised of the design and construction of a second eastbound left-turn lane on EI Camino Real at Jamboree Road to serve additional left-turn traffic stacking demand. The project proposes to modify the existing landscaped median and restripe the eastbound leg of the intersection to accommodate the second left-turn lane. This project was recently identified as a recommended project by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Capacity Program (RCP), also known as Project O, and will be partially funded by this grant, The design is completed, and the contractor will be awarded in November 2017, with construction anticipated to commence in early 2018. Median Landscape Rehabilitation Project (CIP 10074): Median landscape enhancements include removal of the existing medians, and construction of new medians with decorative hardscape and installation of new drought tolerant landscaping.and irrigation system. Construction is anticipated to begin in January 2018. • Tustin Ranch Road Signal Synchronization Project(CIP No. 40089): This project is a collaborative effort and lead by the City of Irvine and involves developing and implementing optimized signal synchronization timing improvements for 30 intersections (19 in Tustin) on Tustin Ranch Road/Von Karman Avenue from Pioneer Way (Tustin) to Campus Drive (Irvine). Signal improvements include replacing signal cabinets and controllers, installing conduit and new interconnect, upgrading the city's Traffic Operations Center with Centracs Advanced Transportation System and communications integration. This project was recently identified as a recommended project by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal Synchronization Program (RTSSP), or Project P, and will be partially funded by this grant. • Edinger Avenue Signal Synchronization Project (CIP No. 40088): This project is a collaborative effort and lead by the City of Irvine and involves developing and implementing optimized signal synchronization timing improvements for 38 intersections (9 in Tustin) on Edinger Avenue/Irvine Center Drive from Newport Avenue (Tustin) to Protocol Drive (Irvine). Signal improvements include replacing signal cabinets and controllers, installing conduit and new interconnect, upgrading the city's Traffic Operations Center with Centracs Advanced Transportation System and communications integration. This project was recently identified as a recommended project by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal. Synchronization Program (RTSSP), or Project P, and will be partially funded by this grant. A kick-off meeting for this project was held on June 7, 2017. • Newport Avenue Signal Synchronization Project(CIP No. 40085): This project is in its last stages with timing changes recently implemented to 12 signals along Newport Avenue between Old Irvine Boulevard and Sycamore Avenue. Caltrans in the past has not been a participant..in* synchronization projects but recently with a cooperative agreement between Caltrans and the City, the Caltrans controlled signal of the 1-5 Northbound Off=Ramp will be synchronized with the City's signals on EI Camino Real to the north and Mitchell Avenue to the south. This project is currently in the first year of the two-year Operations and Maintenance (O&M) phase. • Seventeenth Street Signal Synchronization Project (CIP No. 40086): As part of OCTA's Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal Synchronization Program (RTSSP), or Project P, 2015 Call for Projects, this project involving six (6) agencies has commenced in August 2016. The City is proposing to upgrade existing controllers at three (3) intersections (includes Yorba Planning Commission Report Summary of Projects November 14, 2017 Page 20 Street South at Vandenberg Lane). The City is also proposing to install fiber optic cable in new and existing conduit and upgrade communication at all three (3) intersections. This project will be implemented during Fall 2017. • Local Transit Circulator Feasibility Study (CIP No. 70242): The City of Tustin is conducting a study to determine the feasibility of a local transit circulating between major employment/retail centers with the City. The study will also discuss the possibility of ridesharing and inter-city transit services. This project was recently identified to be funded under OCTA's Comprehensive Transportation Funding Program (CTFP) Community Based Transit Circulators Program, or Project V. The study is anticipated to be completed in Fall 2017. • Parkcenter Lane at Bryan Avenue New Traffic Signals (CIP No. 40091): Design engineering of the new signal installation at this intersection will be completed by August 2017. Construction will begin in Fall 2017 and is anticipated to be complete by the end of 2017. • Lansdowne Road at Valencia Avenue New Traffic Signals (CIP No. 40090): Design engineering of the new signal installation at this intersection will be completed in Fall 2017. Construction will begin in Fall 2017 and is anticipated to be complete by the early 2018. • Parking Study South of 1-5: A study to analyze public parking opportunities south of 1-5 is expected to be completed in Fall 2017. • Accessible Pedestrian Signal (APS) Device Installation (CIP No. 70236): To provide for all users of Tustin"s public facilities, audible-tactile pedestrian push buttons will be installed at signalized intersections with major pedestrian activity within the City. Along with the installation of APS buttons and where necessary, pedestrian heads will be replaced with countdown type units. Units have recently been installed at Tustin Legacy intersections and along PUSH BUTTON Edinger Avenue. A children's play environment, splash` pad, and picnic areas are also proposed, as well as a Veterans Memorial Plaza. City staff sought authorization to bid the grading and wet utilities at the City Council meeting of August 1, 2017. The City is currently waiting for Navy approval since the ' park is a Lease in Furtherance of Conveyance area. - 3 OC Social Services The Tustin Family Campus for Abused and Neglected Children involves a.multi— treatment campus which includes residential'buildings and stand-alone homes, and, a campus service center with a total capacity' to serve 90 beds for abused and neglected children and their parents as well as emancipated youth. This project is complete. 4 Future'City of Tustin The City of Tustin acquired this property through a recent land exchange with the Facility South Orange County Community College District. The future use of this building; is yet to be determined. 6 Orange County Rescue The Village of Hope facility is a 387-bed transitional home for the homeless which is Mission operated by the Orange County Rescue Mission. This project is complete. : .. 6 ATEP Campus Plans were recently approved by the Community Development Department for.the first ATEP building which will house career technical programs for -Irvine Valley: College. A groundbreaking ceremony for the site commenced.-on September =16 , 2016, and construction is anticipated to be complete on the first building by 2018' 7 Orange County Animal This new facility will replace the existing facility in Orange. Construction of the Care Facility building is nearing completion, with a grand opening anticipated before the end of 2017. - 8 Rancho Santiago This Sheriff's Training Facility/Academy is now complete. College District Sheriffs Training Facility j 9a Flight at Tustin Legacy This development proposal includes a variety of uses such as: creative office uses; a 1 (Formerly Cornerstone food hall; and, conference center-including a connection into Tustin Legacy Park. A 1) groundbreaking for the site will be held on August 15, 2017, permits have been issued for rough grading, and the construction of the site is estimated to be complete in 2019. 9b Cornerstone 2 Phase two of the Cornerstone development will consist of a variety of uses including research and development, office, and specialized employment uses. 10 Columbus Square 1,075 residential units are now complete within this neighborhood. 11 Fire Station #37 Orange County Fire Authority Station #37 moved from its old location off of Red Hill Avenue to this new location at Edinger/Kensington Park Dr. The Fire Station is now open. 12 The Village at Tustin A request was approved to develop The Village at Tustin Legacy, which includes Legacy 248,292 square feet of non-residential uses comprised of two (2) major components including: a retail center with grocery store, pharmacy, childcare, food service, and general retail uses along Valencia Avenue and Kensington Drive; and, j a medical plaza with a medical center, an acute care hospital/rehabilitation facility, and medical office/retail buildings fronting Kensington Park Drive and Edinger Avenue. The retail shopping center celebrated its grand opening on October 28, 2017. The medical buildings will be completed at a later date. 13 Orange County The County of Orange has future plans for an 84.5-acre regional park to be located - Regional Park surrounding the North Hangar. A concept plan has been approved by the OC Board of Supervisors. Please visit ocparks.com for further details on this proposed project. ! 14 Legacy Magnet School The Tustin Unified School District (TUSD) is currently working on the design of a new magnet school called Legacy Academy, which will be a TIDE school focusing on Technology, Innovation, Design, and Entrepreneurship. Grading of the, site is now complete, the facility is substantially designed, and TUSD anticipates plan submittal to the Division of State Architect in the Fall of 2017. TUSD has stated the project would be out to bid next year with bid openings in Spring 2018, and construction to follow; with completion in 2020. Mixed-Use Urban A mixed-use urban village concept within the community core of Tustin Legacy is Village (Neighborhood proposed. Next steps will include the preparation of a concept plan and business plan 15 D Community Core) as the basis for development of the urban village. 16 Amalfi Apartments The Irvine Company has constructed a new apartment community consisting of 533 I units adjacent to The District at Tustin Legacy. I 17 Neighborhood G This residential core consists of 251.8 acres with 58.9 acres of open space, 15 acres of public/institutional uses, and a total of 614 residential units ranging from low to high density as well as neighborhood commercial uses. j 18 Greenwood in Tustin A total of 375 detached homes are being built by CalAtlantic Homes. Construction of Legacy & Greenwood the homes continues to progress, and residents have begun moving into the Park community. 351 homes have been completed, to date, and there are 24 homes under jconstruction. 19 Anton Legacy St. Anton Partners has completed construction of their 225 unit affordable Apartments & Victory apartments, and Victory Park is now open. Construction of Phase I of the .park (detention basin) is currently under construction, with completion anticipated for Summer 2017. 25 Army Reserve The U.S. Army will be relocating from their current Army Reserve Center located on Relocation Barranca Parkway adjacent to The District shopping center, to the future location at the north east corner of Red Hill Avenue and Warner Avenue. The relocation would benefit both the U.S. Army and the City of-Tustin. Construction is nearing completion. 26 Levity in Tustin Legacy An application was recently submitted for the development of a new. 21.8-unit residential community by CalAtlantic Homes, on an approximately 20-acre lot, bounded by Tustin Ranch Road, Vicory Road, Moffett Drive, and Park Avenue. This project features three new neighborhoods: Fleet at Levity = townhomes; Velocity at Levity — flats; and, Icon at Levity single family homes.
