PARKER, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: SUMMARY OF PROJECTS SUMMARY: The following report provides a summary of projects and activities from the Community Development Department to the Tustin City Council. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items of interest. RECOMMENDATION: That the City Council receive and file this item. FISCAL IMPACT: No fiscal impact. CORRELATION TO THE STRATEGIC PLAN: This summary of projects report contributes to Goal E of the Strategic Plan in Organizational Excellence and Customer Service. It is staff's desire to keep the community informed on the status of recent projects which are progressing throughout the City. Sharing this report to the Planning Commission, City Council, and through the City's website, contributes toward both organizational excellence and customer service. DISCUSSION: Below are updates from the Community Development Department related to: the Old Town area; Tustin Legacy; other planning and building project updates throughout Tustin; recent Certificate of Appropriateness documentation; and, updates related to Code Enforcement. Summary of Projects November 21, 2017 Page 2 Old Town Updates: • Bardot Bars & Coffee (662 EI Camino Real): A new coffee and ice cream shop has opened within the former Snow Station tenant space in EI Camino Plaza. • Chaak Restaurant (215-217 EI Camino Real): On October 25, 2016, the Planning Commission approved a request to expand the existing office building, converting it to a restaurant called Chaak, establishing a Type 47 ABC license at the location, and incorporating a space for outdoor seating. Tenant improvements for the new restaurant continue to progress at the site. • Morning Lavender (330 EI Camino Real): On August 8t" the Planning Commission approved a request for a remodel of the former Kelly's Cards and Gifts location, converting the space to a retail and restaurant use (proposed tea shop) with outdoor seating. Interior tenant improvements are currently in progress at the site. ................................................ Sixth Street): This new residential community will feature 140 new homes with amenities such as a pool, clubhouse, and a new mini -park. The mini -park will be available for use by the public. Escrow has now closed on the property, which is owned by Taylor Morrison. Demolition of the existing structures is currently underway at the site. • New Housing (140 S. A Street): On February 28, 2017, the Planning Commission approved a request by Habitat for Humanity to construct two (2) detached condominium homes to be set aside for veterans and their families, and a groundbreaking for the site was held on October 23, 2017. ......................................................................... ti Renderings of Habitat for Humanity Homes .............................................................................. • TustWS 90th Anniversary Celebration & 3rd Annual Totally Tustin Food and Wine Festival (Old Town Tustin & Civic Center Plaza): On September 24th, the City of Tustin held a celebration for its 90th Anniversary. The activities involved a street -fair concept in the Old Town area with food vendors, displays, live music, various presentations, and other activities. The bronze bust which has been fabricated of the City's founder Columbus Tustin was unveiled during the event. Summary of Projects November 21, 2017 Page 4 • Johnny Jeans (401 EI Camino Real): Johnny Jeans has relocated into the former Elegant Hive tenant space. They are now open for business in their new location. Johnny Jeans' new location on the corner of Main Street & EI Camino Real • Spice & Tulips (403 EI Camino Real): A new shop which features Turkish -inspired spices, salts, tea, coffee, and gifts is open in the former Johnny Jeans tenant space. Spice & Tulips also has a location within the Union Market at The District. ................................................................................................... Spice & Tulips is now open in Old Town Tustin :..................................................................................................: Summary of Projects November 21, 2017 Page 5 • Downtown Commercial Core Plan: During 2017, the City of Tustin is developing a planning document which will facilitate a greater understanding and "sense of place" for the traditional center of Tustin; define strategies to enhance Old Town; create a pedestrian oriented community; revitalize the City's commercial core; protect community resources; improve connectivity and access roads; and, attract new businesses. Improvements for Main Street are currently under design, which includes narrowing the entryway into Old Town. EI Camino Real is also being evaluated looking at various traffic calming measures, as well as incorporating more outdoor seating and parklets. Parking options for the area are also being evaluated. Staff anticipates bringing a draft of the plan forward to the City Council and Planning Commission within the next six (6) months. Tustin Legacy Updates: • Greenwood in Tustin Legacy (250 Downs Road): A total of 375 detached homes are being built by CalAtlantic Homes. Construction of the homes continues to progress, and to date, 351 homes have been completed with 24 homes currently in progress. Summary of Projects November 21, 2017 Page 6 • Veterans Sports Park (Valencia Avenue): This approximately 30 -acre park is designed as a community/sports park and will accommodate large group activities and offer a wide variety of facilities including- Four (4) lighted soccer fields; three (3) lighted ball fields; four (4) lighted tennis courts; two (2) lighted basketball courts; two (2) lighted sand volleyball courts; eight (8) lighted pickleball courts; a skate park; and, a veterans memorial. The veteran's plaza and memorial area, designed as a place of honor, will be located at the west side of the park. The City Council has approved the contract for grading of the park, and a groundbreaking ceremony is scheduled to occur for the park on November 21, 2017. Flight at Tustin Legacy — formally Cornerstone 1 (Barranca Parkway/Red Hill Avenue)- This development proposal includes a variety of uses such as- Creative office uses; a food hall; and, conference center including a connection into Tustin Legacy Park. The groundbreaking for Flight has taken place and the project is now underway. Active permits for the project are shown in the image below. Active building permits for the Flight project are highlighted in blue • Tustin Legacy Linear Park (Barranca Parkway/Red Hill Avenue): This 26 -acre portion of the linear park is considered the "anchor" to the linear park which is anticipated to run throughout the Tustin Legacy area in the future. The park incorporates the Barranca Detention Basin within its concept plan, and is proposed to include direct linkages to the Flight project, mentioned below. Phase I of the park construction, which involves the detention basin, is complete. Phase II of the project is anticipated to begin concurrently with the Flight project. Summary of Projects November 21, 2017 Page 7 Tustin Legacy Monument Sign (Barranca Parkway/Red Hill Avenue): Installation is complete for the new Tustin Legacy monument sign which will be located on the corner of Barranca Parkway and Red Hill Avenue, adjacent to Tustin Legacy Linear Park. Legacy Magnet School (Tustin Ranch RoadNalencia Avenue): At the City Council's Meeting on October 3, 2017, Tustin Unified School District representatives provided a presentation as Cl" update on the progress of the design of Legacy .......................................................... Magnet School. The school is proposed to open as Tustin Legacy monument sign a magnet school, focusing on "TIDE" (Technology, illuminated at night Innovation, Design, Entrepreneurship), which is a business -oriented program for the students. The architecture was described as pulling from the design of the existing hangar and overall theme of the Tustin Legacy area. Rough grading is complete at the site. The school is anticipated to open in the year 2020, and may have an overall student capacity of 1,400. :........................................................... Summary of Projects November 21, 2017 Page 8 The Village at Tustin Legacy (Kensington Park Dr. / Edinger Avenue). Construction continues for The Village at Tustin Legacy, which includes 248,292 square feet of non-residential uses comprised of two (2) major components including: A retail center with grocery store, pharmacy, childcare, food service, and general retail uses along Valencia Avenue and Kensington Drive; and, a medical plaza with a medical center, an acute care hospital/rehabilitation facility, and medical office/retail buildings fronting Kensington Park Drive and Edinger Avenue. A few of the tenants in the new shopping center include: Stater Bros; CVS Pharmacy; Bank of America; Hoag; Dunkin' Donuts; Burger Boss; Board & Brew; Pizza Press; and a daycare which is nearing completion. The Village had a grand opening on October 28, 2017. The medical buildings will be completed at a later date. ................................................. The Village at Tustin Legacy celebrated its grand opening on October 28, 2017 Summary of Projects November 21, 2017 Page 9 New Army Reserve Center (Red Hill AvenueMarner Avenue): The U.S. Army will be relocating from their current Army Reserve Center located on Barranca Parkway adjacent to The District shopping center, to the future location at the north east corner of Red Hill Avenue and Warner Avenue. Construction is nearly finalized on the new building. Levity in Tustin Legacy (Tustin Ranch RoadNictory Road): An application is under review for the development of a new 218 -unit residential community by CalAtlantic Homes, on an approximately 20 -acre lot, bounded by Tustin Ranch Road, Victory Road, future Moffett Drive, and Park Avenue. This project features three (3) new neighborhoods: Fleet at Levity — townhomes; Velocity at Levity — flats; and, Icon at Levity — single family homes. The project is anticipated to be considered by the Planning Commission and City Council in FaIUWinter 2017. ........................................................................ The Halal Guys (2883 Park Avenue): A new restaurant featuring gyros, chicken and rice, and other Middle Eastern menu items is now open in former Pinkberry location in The District. Summary of Projects November 21, 2017 Page 10 UnionRyde (2471 Park Avenue): An application has been improvements to an existing retail space within The District, which will open as a new spin studio. • Bar Louie Restaurant (2467 Park Avenue): Plans are under review for tenant improvements to the former Panera Bread space in The District, converting it into a Bar Louie Restaurant. Tenant improvements are progressing at UnionRyde (top) and Bar Louie (left) • U -Code (2207 Park Avenue): Plans are anticipated to be submitted soon to the City for a new coding academy which offers tutoring and STEAM -based courses for children. • Pressed Juicery (2348 Park Avenue): Anew cold -pressed juice shop will be opening in the former Juice it Up location in The District. • Prego (2409 Park Avenue): This new restaurant, with a Mediterranean inspired menu, is anticipated to open in November 2017 in the former Bluewater Grill location in The District. Prego is relocating from their former location, which was in the City of Irvine. • Cinnaholic (2423 Park Avenue): A new vegan cinnamon roll shop, which was featured on Shark Tank, will be opening in the former Bowlology location within The District Promenade area. • Utopia Cafe (2489 Park Avenue): This European cafe serving lunch and dinner will be opening in the former Peets Coffee location. Other Updates: • New Bakery (528 E. First Street): Plans for a new bakery/deli shop within Larwin Square have been approved, and permits are anticipated to be issued for tenant improvements in the near future. • New Retail Space (2999 EI Camino Real): Construction is well underway for a new retail building to be constructed within The Market Place next to Loft. There are anticipated to be four (4) new tenant spaces within the building. • F21 Red (2856 EI Camino Real): A new Forever 21 Red (F21 Red) clothing store is now open in the existing tenant space next to Party City in The Market Place. • Red Hill Specific Plan (Red Hill between San Juan & Mitchell): On December 1, 2016, the City of Tustin held its second workshop on the Red Hill Specific Plan. This workshop aimed to gather feedback from residents and stakeholders regarding the refined Specific Plan boundaries. The workshop also looked for input regarding potential future types of land uses, activities, and improvements. Construction and tenant improvements are progressing at the new building (left) and F21 Red (bottom) both within The Market Place Summary of Projects November 21, 2017 Page 12 • Del Taco (13742 Red Hill Avenue): Plans are currently under review by City staff for construction of a new Del Taco along Red Hill Avenue near San Juan Street. • 85°C (1100 Irvine Boulevard): Tenant improvements are underway, to establish a new 85°C bakery, within an existing space in the Tustin Heights Shopping Center. • Ha Long Bay Pho & Grill (13152 Newport Avenue, Suite #A): A new Vietnamese pho/grill restaurant is now open within Packers Square. • The Hive (formerly Elegant Hive) (13544 Newport Avenue): The Hive floral design studio and gifts, has relocated from its former location in Old Town Tustin, to an existing tenant space off of Newport Avenue and Main Street. • OC Fit Gym (13931 Carroll Way): The Zoning Administrator has approved a request to establish a new gym within an existing tenant space in Mimi's Plaza. Sign announcing the upcoming 85°C in the window of their new tenant space • Poul's Bakery (13771 Newport Avenue): Poul's Bakery is anticipated to relocate from its former location, in the City of Orange, to the Tustin Plaza Shopping Center. This bakery specializes in cookies, strudels, danishes, and Swedish princess cakes. They are anticipated to open in their new location before the end of the year. • TAPS Brewery and Barrel Room (15501 Red Hill Avenue, Suite 100): Plans have been submitted into plan check for TAPS to open a brewery and barrel room in an existing warehouse space. The two (2) categories are industrial and commercial and are separated into high, medium, and low priority. Each year, City staff conducts inspections based on the priority of a project. o Industrial NPDES Inspections: During the 2017-18 fiscal year, City staff is focusing on high and low priority inspections. Staff anticipates completing nine (9) high priority and fifty-five (55) low priority inspections for this fiscal year. o Commercial NPDES Inspections: This year, City staff is focusing on high, medium, and low priority inspections. Staff anticipates completing eleven (11) high priority, one (1) medium priority, and eleven (11) low priority inspections for the 2017-18 fiscal year. Summary of Projects November 21, 2017 Page 15 The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WQMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The WQMP is required to include Best Management Practices (BMPs) for source control, pollution prevention, and/or structural treatment BMPs. o WQMP's: There are 137 properties that have a WQMP in place.
