HomeMy WebLinkAboutCC RES 99-38I RESOLUTION NO. 99-38 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, 3 CALIFORNIA CONCERNING THE STATUS OF THE CIRCULATION ELEMENT FOR THE CITY OF TUSTIN 5 WHEREAS, the City of Tustin desires to maintain and improve the streets within it jurisdiction, including those arterials contained in the Master Plan of Arterial Highways 6 (MPAH); and 7 WHEREAS, the City of Tustin has endorsed a definition of and a process for 8 determining consistency of the City's Traffic Circulation with the MPAH; and 9 WHEREAS, the City has adopted a General Plan Circulation Element that does not t 0 preclude implementation of the MPAH within its jurisdiction; and 11 WHEREAS, the City of Tustin has received permission from OCTA to reduce the number of lanes on E1 Camino Real, between Second Street and Sixth Street, from four lanes 12 to two lanes on a temporary and experimental basis for a six month period and the project is still under review with OCTA; and 13 14 WHEREAS, the City is required to adopt a resolution biannually informing the Orange County Transportation Authority (OCTA) that the City's Circulation Element is in 15 conformance with the OCTA's Master Plan of Arterial Highways and whether any changes to any arterial highways of said Circulation Element have been adopted by the City during I6 Fiscal Year 1997/98 and 1998/99; and 17 WHEREAS, the City is required to send biannually to OCTA all recommended changes 18 to the City Circulation Element and the OCTA Master Plan of Arterial Highways for the' purpose of requalifying for participation in the Orange County Combined Transportation 19 Funding Program. 20 NOW, THEREFORE, BE IT RESOLVED that the City of Tustin does hereby 21 inform the Orange County Transportation Authority that: 2:2 a) The arterial highway portic;n of the City Circulation Element of the City is in ,0,3 conformance with the OCTA Master Plan of Arterial Highways. 24 b) The City attests that no unilateral reduction in through lanes has been made on any MPAH arterials during Fiscal Years 1997/98 and 1998/99. 26 c) The City has adopted a uniform setback ordinance providing for the preservation of rights-of-way consistent with the MPAH arterial classification. 1 d) The City has adopted provisions for the limitation of access to arterial highways 2 in order to protect the integrity of the system. 3 PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 21st day of June 1999. · 2 Tra~rley, Mayor ~ / 7 8 ATTEST: t 1 City Clerk 12 13 14 15 17 18 19 20 21 25 27 9.28 RESOLUTION CERTIFICATION STATE OF CALIFORNIA ) COUNTY OF ORANGE ) ss CITY OF TUSTIN ) RESOLUTION NO. 99-38 Pamela Stoker, City Clerk and ex-officio Clerk of the City Council of the City of Tustin, California, does hereby certify that the whole number of the members of the City Council is five; that the above and foregoing resolution was passed and adopted at a regular meeting of the City Council held on the 21st day of June, 1999, 'by the following vote: COUNCILMEMBER AYES: Worley, Thomas, Doyle, Potts, Saltarelli COUNCILMEMBER NOES: None COUNCILMEMBER ABSTAINED None COUNCILMEMBER ABSENT: None Pamela Stoker, City Clerk
