CELANO, JR., CHIEF OF POLICE SUBJECT: AMALFI APARTMENT HOMES SUMMARY The Tustin Police Department is committed to a partnership with our business and residential community to provide the highest level of service based on trust and transparency. The Tustin Police Department has been working closely with our business and community partner, the Irvine Company, to ensure the safety of the public and first responders. Members of the Tustin Police Department, City Staff, and the Irvine Company have had meetings researching options with the goal of finding the best option to provide for the radio frequencies at the Amalfi Apartment Homes. Through the meeting and research process with the various stakeholders, it was determined that an In -building Bi-directional Amplifier offers the most appropriate solution to address coverage for the Police Department and for the safety of the public. RECOMMENDATION It is recommended the City Council: Approve a supplemental appropriation of $275,000.00 from the General Fund Reserves to pay for the City's share of the associated costs. FISCAL IMPACT The total cost of the proposed bi-directional in -building amplifier, including the prevailing wage, is approximately $550,000.00. With a cost-sharing agreement with the Irvine Company, the City's total cost is estimated at $275,000.00. Amalfi Apartment Homes December 5, 2017 Page 2 of 3 CORRELATION TO THE STRATEGIC PLAN Goal B: Public Safety and Protection of Assets — Ensure Tustin is an attractive, safe and well maintained community in which people feel pride. BACKGROUND/DISCUSSION The Amalfi Apartment Homes are located at 16000 Legacy Road and the complex is a 17 -building residential apartment complex in the City of Tustin. All buildings are three story wood structures, and none have the subterranean parking garages. The Amalfi Apartment Homes were occupied in early 2015. On August 31, 2015, the Orange County Sheriffs Department (OCSD) Communications and Technology Division, upon the request of the Tustin Police Department, conducted the 800 MHz public safety coverage test. The extensive tests concluded that almost all the parking garages and most first and second floors lack the necessary 800 MHz public safety coverage. The best solution to enhance the 800MHz public safety coverage for the buildings requires an extensive In -building Bi-directional Amplifier (BDA) system. Personnel from the OCSD Communications and Technology Division have been working with members of the Tustin Police Department, City Staff, and Irvine Company consultant to review and discuss coverage solutions. The OCSD reviewed the submitted BDA design and the final copy submitted by the Irvine Company for the deployment of the BDA to enhance the coverage for the Amalfi Apartment Homes. The OCSD staff has committed to the participation of the BDA design review, test, and completion of the system. The BDA design process shall follow the County BDA deployment design documentation guidelines. The primary goal of the meetings with all stakeholders was to find an effective solution that will enhance the Police Department's ability to effectively fulfill the Department's mission to provide for community and public safety. As part of the evaluation process, the Irvine Company conducted testing within the complex to validate the test results as provided by the OCSD Communications and Technology Division. It was determined that the current structure failed to support the necessary radio frequency coverage for City emergency service workers operating on the 800 MHz communication system. Per Chapter 10 — Public Safety Radio System Coverage, Section 8955, Buildings and structures that cannot support the required level of radio coverage shall be equipped with amplification systems as specified in the City of Tustin Public Safety Radio System Coverage specifications, as set forth in Section 8958, or any other system approved by the OCSD Communications, in writing.
