SUBJECT: AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE CONSTRUCTION OF
TUSTIN LIBRARY RESTORATION PROJECT (CIP No. 10080)
SUMMARY
On March 31, 2017, the County of Orange discovered a water leak at the Tustin Library. Preliminary
abatement occurred following the discovery and extensive repairs are needed. The bid documents
are complete for the Tustin Library Restoration Project, CIP No. 10080, and the project is ready to be
advertised accordingly. Bid documents consist of the original plans and specifications approved by
the City Council prior to construction of the library and the damage assessment report completed by
Young and Associates, the City's insurance carrier claim adjustor's building damage assessment
consultant.
RECOMMENDATION
It is recommended that the City Council approve the bid documents, authorize the advertisement for
construction of the Tustin Library Restoration Project CIP No. 10080, and authorize the City Clerk to
advertise to receive bids.
FISCAL IMPACT
A budget appropriation of $225,000 was set aside as a preliminary measure for restoration efforts in
the Fiscal Year 2017-2018 Capital Improvement Program. Pursuant to the damage assessment, the
scope of work and estimate is based on returning the premises to its pre -loss condition utilizing
materials of like -kind and quality. The preliminary estimate of probable cost to repair the damage is
$1,116,129.00. Full cost recovery is expected through the City's insurance coverage. The estimate
includes overhead and profit, the use of prevailing wages for all tradesmen, and coordination, on-site
supervision and general conditions. Once bids are received, a revised budget appropriation will be
prepared for Council authorization and award.
CORRELATION TO THE STRATEGIC PLAN
The recommended actions contribute to the fulfillment of the City's Strategic Plan Goal B, Public
Safety and Protection of Assets.
BACKGROUND
On April 21, 2009, the City Council approved a long-term lease agreement with the County of Orange
for the Tustin Library. Since the execution of the Tustin Library Lease on May 19, 2009, the County
of Orange has been responsible for the operations and maintenance of the Tustin Library.
On April 6, 2010, the City completed construction of the 31,500 square foot facility. The single story
building is founded on a slab on grade with a large portion of the slab depressed 18" and covered
with a steel raised accessible floor. The utilities for the facility are routed below the carpeted raised

floor of the library providing heating and cooling through locally controlled variable air volume (VAV)
boxes with ductwork and registers at the floor. Much of the electrical and control wiring are located
below the raised floor.
On March 31, 2017, a leak was discovered by the County of Orange that originated from the water
supply for the Heating Ventilation and Air Conditioning system under the raised floor. The County
utilized an existing contract with COIT to assist in the initial response. Over the course of
approximately eight (8) weeks, COIT removed an estimated 125,000 gallons of water, repaired the
pipe and remediated the standing water.
During the County's abatement efforts, City staff contacted the City's insurance carrier (California
Insurance Pool Authority) and they immediately assigned an adjuster to assist with the analysis. On
May 25, 2017, the insurance adjuster contacted a building damage assessment consultant, Young &
Associates, to determine the extent of the damage to the facility.
On September 19, 2017, the City received the damage assessment report from the insurance adjuster
and their team. The City retained LPA, Inc. to assist with the review and establishment of bid
documents for the repairs. The scope of work includes, but is not limited to, the removal of the carpet
and raised floor panels to access the repair areas, replacement of some raised floor pedestals,
replacement of various electrical/electronic components, control wiring to the VAV boxes, replacing
flex ducting, replacing piping insulation, and extensive cleaning.
City Staff and LPA have completed their review of the project, a bid package has been prepared, and
the project is ready to bid. The tentative schedule for construction of the project is as follows:

It is recommended that the City Council authorize the advertisement for the Tustin Library Restoration
